Meeting Notes
February 7, 2013
Present: Martha Aaron, Jose Anaya, Maryann Cohan, Denise DiPasquale, Alexis Estwick, Darling
Garcia, Angellah Petruso, Megan Ruane, Maricela Vital, Alin Sanchez, Maricela Vital
A scheduled meeting of the Community Advancement Division Council convened at 1:30 pm at the
Business Training Center in Room 2.
Review of Minutes from January 9th meeting
Minutes approved as written.
Department Updates
o Career Pathways – Megan Ruane:
1) Classes start next week. Finished manufacturing related workshops and completing
certificates. Working on summer workshops. START program will be held during summer.
We are looking for instructors. Hoping to find someone who has taken the program. VEX
robot competition will be February 16th. Twenty-eight high schools are registered. It is skills
competitions so top two teams go on to championship. Project Lead the Way statewide
conference will be held this month on the 21st and 22nd. SME (Society of Manufacturing
Engineers) working together with partner, Cerritos College. Also doing AeroDef recruiting.
August 23rd is the HAAS Technical Conference. Nice story in Daily Breeze on Torrance High
School and how the students are going through pre-engineering and using Project Lead the
Way and they’re getting dual credit from El Camino College.
o Center for Applied Competitive Technologies – Darling Garcia:
1) Compton: 30 students in evening Fasteners program. New faculty includes a program
graduate. Fasteners certificate curriculum should be approved by fall.
2) H1B Program: Cerritos College has 28 students enrolled in Process Tech courses and expect
100% placement with refineries. North Orange College has 7 students in Welding Structure
which has an expected entry salary of $27 an hour. El Camino College has 60 students
enrolled in Welding and Machine Tool Technology.
3) NSF (National Science Foundation): We are working on final report and planning to request
an extension. We are waiting to hear about our center grant proposal in the Spring.
4) WIP (Workforce Innovation Partnership): Have met all of our goals. We are planning
summer program with our additional funds.
5) SpaceX approached us to provide them with trained entry-level technicians with blueprint
reading, basic tool reading skills and math.
o Center for International Trade Development – Martha Aaron:
1) Bronwen is wrapping up activities for the STEP (State Trade and Export Promotion) grant.
2) They are working on 36 videos that will be put on a website to show individuals who want to
work in international trade what skills and requirements are needed to perform the jobs they
desire. Also doing career pathways to provide information on jobs.
3) The six new interns are working on Best Market Reports for Aerospace, Renewable Energy &
Clean Tech, Medical Devices, Automobiles & Motorcycles, Apparel, and Film &
Entertainment. All reports are aligned with a regional plan.
o Community Education – Veronica Mendoza: Not present
o Center for Customized Training – Maricela Vital:
1) ETP ET12-0143 Two-Year Contract: ETP (Employment Training Panel) monitor visit pending
to finalize the contract.

2) ETP ET11-0806 AB 118 Alternative & Renewable Fuel & Vehicle Technology Contract: In
partnership with City of San Bernardino, the largest First Responder Safety Training was
launched this week. During 2/4/13-2/15/13, we will be training between 180-230 firefighters
from the following cities: San Bernardino, Redlands, Rialto, San Manuel, as well as
surrounding areas. Also, firefighters from the California Department of Forestry & Fire
Protection are in attendance. CAL Fire is an all-risk, full-service fire department in 26 of
California’s 56 counties. Eldon is dealing directly with ETP and our application for a new
AB118 grant has been submitted. We have additional community colleges that have
expressed their interest in partnering with El Camino.
3) ETP ET13-0125 Two Year-Contract: We have new customers starting training as well as
companies that have had taken classes from us previously. Weber Metals is one such
company which will be training many of their employees in Blueprint Reading and Shop Math
courses at a 40% contribution.
Contract Education:
4) Weber Metals is scheduled to start Safety in-house training in February.
5) City of Torrance will issue a new contract to continue training. Training will consist of DDI
(Development Dimensions International) courses and a revised Core Customer Service.
Other Activity:
6) We are in the process of finalizing details to have the website available to potential
customers. Our catalog is also being revamped so it will be accessible on-line.
Foster Care – Alexis Estwick:
1) FKCE completed SB500 certification for people who want to care for parenting youth. D Rate
class starts on February 16, 2013. Renewal classes scheduled through April are being
finalized.
2) YESS (Youth Empowerment Strategies for Success): Module 1 for the final funding cycle
began on February 5, 2013. YESS ends June 30, 2013. Campus Outreach provided the lead
and staff attended LMU (Loyola Marymount University) outreach activity for Foster Youth.
Primarily elementary children were in attendance. YESS/FKCE Financial Aid Workshop this
Saturday on campus. Expecting 30 youth and 8 caregivers. Want to start one-to-one
services for Transition Aged Youth (TAY).
3) Model Approaches-Partnerships (PS MAPP): Module 2 started last Saturday. Thirty-one
attendees. Module 3 starts March 2, 2013. Enrollment for the class is closed.
Grants – Angellah Petruso:
1) Revised hardcopy record filing system.
2) Met with SBDC (Small Business Development Center) to identify potential foundation grants
to complement their services.
3) Performing a funding search requested by a faculty member in the math department.
4) Finding possible foundation grants for CACT (Center for Applied Competitive Technologies),
WIT (Women in Technology), Foster Care, STEM (Science, Technology, Engineering,
Mathematics), scholarships and others.
5) Assisting Bobby with upcoming quarterly issue of Grants Alert Newsletter (February 2013),
finalizing a survey intended for project directors and planning a project director training
session in April 2013.
6) Grants Office purchased new database software which should make grant management more
user-friendly and appropriately secure (grant access limited to those who need access).
Anticipated installation is the first week in March.
7) Grant applications in progress: RFP (Request for Proposal) for Economic and Workforce
Development Regional Consortium and Sector Navigator for CACT, AACC (American
Association of Community Colleges) Plus 50 Encore Completion Grant to Community
Education and NIST – SURF (National Institute of Standards and Technology – Summer
Undergraduate Research Fellowship) for Physics.

Small Business Development Center – Laura Garinger: Not present
Workplace Learning Resource Center – Maryann Cohan:
1) Terminal Island: AutoCAD, Blueprint and Parenting classes are coming up for bid and will be
5-year contracts.
2) Metropolitan Detention Center: Parenting class on-going.
3) Maritime Training Schedule for February: STCW (Standards for Training Certification and
Watch keeping) – February 19-23.
4) Vessel Security Officer: Instructor making changes to comply with Maritime Transportation
Security & Administration (MTSA).
5) STCW 3-day Refresher Course: Instructor is preparing curriculum to submit to USCG for a
new class. The STCW certification expires after 5 years; however, if seafarers have enough
sea time, they can take the 3-day Refresher Course instead of the 5 day class.
6) Disney Cruise Lines – Upcoming classes scheduled for May 24th-25th and September 11th12th.
7) No longer providing computer training in the WpLRC computer lab. Community Education will
use the lab to provide workshops.
Denise DiPasquale:
1) Continuing with the Speaker’s Bureau for the high schools for the Introduction to
Sustainability for Leuzinger and Carson High Schools.
2) Attended the Business and Econ subcommittee meeting as well as the monthly Executive
Committee meeting and the quarterly Board of Directors meeting for the South Bay Workforce
Investment Board.
3) Preparing to deliver Customer Service training to two groups of staff of the U.S. Veterans both
in Inglewood and in Long Beach.
Discussion
There are major changes to EWD (Economic Workforce Development). The changes include limiting
grants that the college can go after. The limitation will allow colleges to pursue grants in only the sectors
that the region selects. In the Los Angeles region it will be Health, Advance Transportation,
Manufacturing, Information Technology and Utilities.

Other Issues
The college will be adding classes because of the passing of Proposition 30.
