Dreizler, V. Lockridge, J. Ortiz The meeting began at 2:05 p.m. I. INFORMATION A. Notes of October 25, 2012: Distributed and reviewed. B. Meetings may change to twice a month until processes for student success and enrollment priorities are determined – recommend twice a month meetings start in 2013. Subcommittees must be formed to develop enrollment priorities before the end of spring 2013. C. Datatel Shutdown Will students be notified about the shutdown? What happened to the email blast? Notices will be posted on the Portal according to ITS handouts given at a meeting yesterday. There was no mention about communication with the rest of the college. Shutdown will occur during the week of 11/26-30. Registration appointments are scheduled on Tuesday and Wednesday before Thanksgiving. R. Shabazz would like get a copy of the three versions of the notice for staff, faculty and students to forward to his staff – M. Ramey will email it to him. It was recommended that Assessment/Testing reschedule the nursing exams scheduled during the shutdown week. II. DISCUSSION/ACTION A. High School Principals’ Breakfast Notes 1. Two major components: priority registration consideration and matriculation. 2. High school students taking classes at El Camino have late registration, must be 11th & 12th graders (different rules for lower grades), submit concurrent enrollment forms (available on ECC website), and must re-apply each semester. A&R will restrict students to course(s) on concurrent enrollment form. Having problems with students thinking they were enrolled in class because they completed the concurrent enrollment form. Registration instructions are clearly written on the back of the form. 3. Realistically, some of the priority registration considerations cannot be programmed. Universal identifiers for students in California are being developed to track students’ information from K-12 through graduate school regardless of systems used. 4. Granting STEM majors priority registration would open the door for all majors on campus wanting priority registration. 5. Allowing everyone to register for a set number of units (i.e.6) then go back through and open registration again for additional units would be a problem for DSPS, Veterans, and Financial Aid. 6. Important to define our in-district students - can co-mingle them with or before continuing students under new regulations. Need to decide what to do with in-district first-time students who do not go through assessment, orientation and Ed plans. Recommend including them with all other new students. Problem with Ed Code giving priority to Foster Youth and Vets while Title 5 restricts priority by requiring orientation, assessment and Ed plans. Chancellor’s Office Statewide committee is reviewing Student Success Act and how it will affect changes to the Ed Code and Title 5. 7. Looking at creating first year experience programs in Nursing and International student programs. 8. Legislation will be enacted in 2013 with first report due July 2014. New processes must be in place by fall 2014, but take into consideration that ECC may start accepting applications in January 2014. Colleges must notify students by spring 2013 of the changes – students on probation will lose priority. May consider separating summer 2014 and fall 2014 registration. 9. No New Student Welcome Day in 2014. High school principals preferred activities at the high schools and not on a Saturday. Recommendation was made to set up a Senior Day on high school campuses. What do the students want? The purpose to have it at ECC was to familiarize students with the ECC campus. A suggestion was made to accommodate the needs of each high school. 10. ECC Outreach office experienced budget and staff reductions over the years. The number of staff needed and their classification needs to be re-examined to meet the goals and objectives of student success. Recommendation was made to discuss how classified district positions, especially in Assessment/Testing and Outreach, will match the demands of the student success mandate. 11. What was reaction to using AP scores in lieu of English and Math placement testing? 12. Difficult to track number of EAP scores used for placement. Scores were confusing to students when first implemented – students were either ‘college ready’ or ‘not college ready,’ which students interpreted as not ready to attend community college. El Camino College is listed on the EAP website as an institution that accepts EAP scores. R. Dreizler will send to the committee a sample EAP letter and ECC implementation. 13. This committee will be reviewing the Student Success Act document and timeline and decide the number of subcommittees needed to cover all components. Need to ask VPs which direction to take. Legislative goals focus on: a. Increase college and career readiness b. Strengthen support for entering students c. Giving incentives for successful student behavior (i.e. priority registration) d. Align course offerings to meet student needs (i.e. basic skills) e. Improve education of basic skills students f. Revitalize and re-envision professional development g. Enable efficient statewide leadership and increase coordination among colleges h. Align resources with student success recommendations B. Establishing Learning Communities 1. International Students Program, Veterans, and Nursing are interested in establishing learning communities for their programs. Students in learning communities receive support services (counseling, orientation, Ed plans), and take linked classes. C. Testing and Assessment at the High Schools 1. Discussion took place about processes needed to upgrade classified positions to meet needs of student success mandate. Need to determine the number of staff that will accommodate testing at the high schools by determining the number of students to test and resources needed to test that number. 2. Matriculation was instructed to shift focus and funds towards the Student Success Act, away from admissions and early alert. III. NEXT MEETING The next Enrollment Management meeting will be held on December 13 at 2:00 p.m. in Library 202. Decision on subcommittees needed. Request was made to bring copies of student success recommendations/focus at the next meeting. The meeting adjourned at 3:20 p.m. 2
