I. DISCUSSION/ACTION
A. Budget: The budget is tentative at this time.
 It is projected that the College will have a 10% reduction from the previous year. The
reduction is for all California community colleges.
 The College will receive funding for 18,000 FTES.
 The position cuts will include Director of Grants, Director of Learning Resource Unit
and Associate Dean.
 Enrollment fees will increase from $26 to $36 a unit.
 Financial Aid for students – do not know if it will remain the same. Almost half of
the students receive some level of Financial Aid. The California Community College
system waives enrollment fees for students if they fall in some income category.
 Reductions on apportionment, COLA and growth. Many colleges have cut summer
and not offering winter session.
 4,350 sections will be offered in the 2011-12 academic year. 1,200 sections have
been cut since two years ago. 79 sections were cut for summer 2011.
 Discussion continues on the status of winter session at the College.
B. AB 515 – Extension Program: Assembly Bill 515 is a legislature process. The intent of
AB is to give community college the authority to offer fee based credit instruction. It is a
cost recovery plan. There are many issues that would need to be resolved – salaries,
classes and qualifications to teach. Faculty will need to discuss the impact of this
legislature.
C. Online courses: ECC faculty are limited to teach two online sections. For Spring 2011,
56 courses are offered at ECC and 50 courses at CEC. Faculty are requested to go
through training of Etudes and be certified. There is an ongoing concern on the low
student success rate.
