People assessed as competent in this unit standard are able to evaluate options and make recommendations for telecommunications manufacturing equipment, and design and build telecommunications manufacturing equipment. Performance criteria 1.1 Purpose and function of manufacturing equipment are identified and are accurate and complete. 1.2 Constraints to the design and building of proposed telecommunications manufacturing equipment are identified. Range 1.3 Options to achieve design and build requirements are identified, and decisions on the optimum solution are recorded by the agreed time. Range 1.4 alternatives, costings, timeframes, capital expenditure, build, lease, purchase. Recommendations on optimum solution are accurate, reliable, supported by valid evidence and reasoned argument, and are available to accountable personnel in a timeframe that allows for discussion or further clarification. Range 1.5 time, budget, physical, resource. valid evidence – information from vendors, suppliers, customers, witness testimony, presentations, case histories; recommendations – including relevant options, investment, likely returns, quality, support, maintenance requirements, process flow model, equipment required, real estate, services, technology, training and manual requirements, environmental impact (health, safety, environment, ergonomics), sources of equipment. Recommendations for the design and building of telecommunications manufacturing equipment are agreed by authorised personnel, and approval is documented, signed off, and filed in the correct place. Element 2 Design telecommunications manufacturing equipment. Performance criteria 2.1 Manufacturing process flow model is complete, accurate, and agreed with accountable personnel. Range 2.2 sponsor, management, customer. Project plan for the design and building of telecommunications manufacturing equipment is developed and agreed with accountable personnel. Range 2.5 suppliers, manufacturers, service providers, contractors, subcontractors. Relevant documentation for the building of telecommunications manufacturing equipment is prepared, agreed with relevant parties, is traceable, and is available for use by the agreed time. Range relevant documentation – bill of materials, process qualification plans, work instructions, specifications; relevant parties – accountable personnel, management, users of documentation, customers. Element 3 Build telecommunications manufacturing equipment. Performance criteria 3.1 Requirements for building telecommunications manufacturing equipment comply with work instruction and are available by the agreed time. Range materials, equipment, services, training. 3.2 Telecommunications manufacturing equipment is assembled and built by the agreed time and complies with detailed design plan. 3.3 Process qualification is completed, recorded, and meets agreed qualification plan. 3.4 Approved maintenance instructions are verified by users and are available from the agreed place in the manufacturing equipment area. 3.5 Manufacturing equipment procedures are completed, recorded, and filed in the agreed place by the agreed time. Range 3.6 commissioning, decommissioning, compliance testing. Release of built manufacturing equipment is accepted by authorised personnel and release documentation is traceable. Please note Providers must be accredited by NZQA, or an inter-institutional body with delegated authority for quality assurance, before they can report credits from assessment against unit standards or deliver courses of study leading to that assessment. Accredited providers and Industry Training Organisations assessing against unit standards must engage with the moderation system that applies to those standards. Accreditation requirements and an outline of the moderation system that applies to this standard are outlined in the Accreditation and Moderation Action Plan (AMAP).
