Range: 1.2 economic conditions, required approvals and consents, market conditions. Assessment of outside influences identifies risks they generate, and determines factors which must be addressed in planning to minimise the effect of those risks. element 2 Assess and select enterprises to be pursued. performance criteria 2.1 Property evaluation provides information on factors which determine present and future horticultural capability of the property. 2.2 Evaluation of likely enterprises appropriateness for the property. Range: 2.3 against set criteria determines their market availability and access, impact on land and water resources, required start-up and maintenance resource levels, risks involved, expertise required, assessed net profitability. Evaluation of options considers planning factors which will influence site useage. Range: crop layout and rotation patterns, structures and facilities, services and access, growing media required. Range: 3.2 labour, finance, land, water, specialist services, equipment, facilities, soil. Investigation determines availability of required resources and conditions applying. Range: cost, timing, support provided. element 4 Prepare and implement property management plan. performance criteria 4.1 Consents and approvals required for implementation of the plan are identified, and provision for obtaining them made. 4.2 Plan identifies how sustainable practice is to be maintained. Range: 4.3 layout and rotation patterns, growing media selection and maintenance, access, provision of water and drainage, selection and use of crop management materials and techniques, plant health. Provisions for physical and financial protection of investment in planned development are defined, and arrangements made for their instigation.
