to assist the TACSO Regional Office in defining the elements of the monitoring system
for the Results Framework of the
‘DG Enlargement Guidelines for EU Support to Civil Society in Enlargement Countries, 2014-2020’
Background
The general objective of the TACSO 2 Project is to strengthen the overall capacities and accountability of the
Civil Society Organisations (CSOs) within the Instrument for Pre-Accession Assistance (IPA) beneficiaries
and to guarantee the quality of services of CSOs and a sustainable role of the CSOs in the democratic process.
The main purposes of the project are to:
 Increase and improve the capacity and actions of CSOs; and to
 Improve the democratic role of CSOs.
Among its numerous activities, TACSO is also tasked to drive the process that could be regarded as one of
utmost importance for the Western Balkans and Turkey region (WBT), which is the monitoring of the
Directorate General (DG) Enlargement Guidelines for EU Support to Civil Society in the Enlargement
Countries, 2014-2020’ (Civil Society (CS) / Civil Society Facility (CSF) Guidelines).
As a starting point of the monitoring of the CS/CSF Guidelines, TACSO developed a Baseline study along the
indicators of the Results Framework of the CS/CSF Guidelines for each of the IPA countries. In accordance to
its scope of work, TACSO organised the process for data/information collections for the Baseline for the
CS/CSF Guidelines during the period February – April 2014 and further on organised a regional conference
for the Promotion of the CS/CSF Guidelines in Tirana, May 2014.
The conference gathered the main stakeholders concerned: the government, and representatives of CSOs, the
European Union (EU) and the European Union Delegations (EUD). Discussions were structured along the
purpose and possible maximum utilisation of the CS/CSF Guidelines; involvement of the governments in the
region in the process of monitoring; setting targets per indicators; EUDs’ expectations in relation to
programming and progress reporting; and finally about the role and benefits for the CSOs in the region. The
data/information for the Baseline report of the CS/CSF Guidelines were gathered from the Country Reports
produced by the Balkan Civil Society Development Network (BCSDN), IPSOS reports and the TACSO
Country Needs Assessment Reports.
During the conference, the summaries of the Baseline reports per country in the form of the so-called Traffic
Lights that offer a simplified and visual representation per country on the current status along the indicators of
the Results Framework and concerning issues were presented. Among the numerous recommendations, it was
noted that after the conference it will be important to run national consultations for setting national targets and
benchmarks per indicators, as well as to endorse the colour coding of the Traffic Light. In addition, in further
discussions with the DG Unit 3, it was also agreed to develop a monitoring system that will be applied for
2014 and the following years.
The target/benchmark setting process should be run in a participatory process, starting from the country
delegations that took part in the Tirana conference, but should also be extended to other relevant stakeholders.
The monitoring system should encompass how the data will be collected along the set indicators, where
data/information can be found, as well as what are the specificities and priorities per indicators that should be
measured, and what are the eventual associated costs.

The aforementioned process should be comprised of several steps, where one, which is particularly related to
this open call is:
1. Target/benchmark setting and endorsement of the traffic lights, where in order to ensure full
participation, the process should include: a) mid-scale national workshop, b) wider online national
consultations.
Purpose of the Assignment
The objective of the assignment is to ensure the quality in defining the targets and benchmarks per indicator/
result of the Results Framework of the CS/CSF Guidelines.
Expected results:
1. Unified approach in setting the targets and benchmarks per indicator of the Results Framework of the
CS/CSF Guidelines throughout the region;
2. Ensured support in translating/recycling the inputs for the monitoring system of the CS/CSF
Guidelines resulting from the national consultations into reliable and measurable forms.
Scope of the assignment
The possible service provider will be asked to:
1. Develop a template with the samples/options of the set targets and benchmarks per indicator of the
Results Framework of the CS/CSF Guidelines;
2. Review the quality of inputs per country generated during the mid-scale national workshop, and to
recycle the collected inputs into the format of the required quality level, and provide
feedback/justification for rejected inputs;
3. Review the quality of inputs per country generated during the wider online national consultations, and
recycle the collected inputs into the format of the required quality level, and provide
feedback/justification for rejected inputs;
4. Suggest the main elements of the monitoring system for the Results Framework of the CS/CSF
Guidelines.
Assignment duration
It is envisaged that the assignment will commence at the beginning of November 2014 and will be carried out
during the period November 2014 – end of January 2015. The total number of days for the assignment is up to
15 days, and will be desk study work. No travel is envisaged. The work of the expert, selected to perform the
services of this open call, will be under the supervision/guidance of the TACSO Capacity Building Key
Expert.
Expert profile
For this assignment, it will be expected that the outsourced service provider suggest an individual with the
following expertise:
General requirements
 University degree or equivalent
 10 years of work experience
Specific requirements
 Three or more assignments related to the development of logical frameworks and/or of results
frameworks
 Three or more assignments related to establishing/developing monitoring systems (project,
programme, policy and/or strategy related)
 Experience in working in and delivering training/instructions on the development of a logical
framework, and/or results framework
 Experience in working with the CSOs in the Western Balkans and Turkey

For this assignment, it is expected that the applications are submitted by the legal entity.
The application should encompass:
 A motivation letter submitted by the legal entity identifying the name of the suggested expert for the
assignment to be procured by this open call as well as remuneration expectations. The letter should
also include a list of three references from similar assignments.
 CV of the suggested expert.
