Technical Assistance to the Civil Society organisations 2 (TACSO 2) from the IPA Beneficiaries; EuropeAid/133642/C/SER/Multi TERMS OF REFERENCE For Senior Short Term Consultant from Serbia To assist TACSO Serbia office in CSOs NEEDS ASSESMENT REPORT UPDATING Background of the assignment The general objective of TACSO 2 project is to strengthen the overall capacities and accountability of the Civil Society organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes of the project are to: Increase and improve the capacity and actions of CSOs and to Improve the democratic role of CSOs. An important activity under this heading is component 2 : Research, help desk and guidance under which NEED ASSESMENT REPORT (NAR) was made during TACSO 1- second phase (2011). The EU DG Enlargement unit has based many of their plans and actions on that need assessments reports and it is still considered as important and in many aspects relevant. In line with the TACSO 2, it is needed to undertake the desk research and needs assessment update. The point is to update the information from Original 2011 NAR. It may be become obvious that some parts of the latest version of the NA are no longer/are still applicable. At the same time, NA Update process should gather additional information related either to the new TACSO 2 logframe and/or for the Baseline for the DG ELARG Guidelines for CSF support to the CSO 2014-2020 and not to replicate what was done during the last two years. The format for the updating process should reflect the situation nationally, presented in a coherent manner including using a fixed report format as with TACSO 1. Location of assignment: Belgrade Duty station: Belgrade Performance station: Belgrade Duration and timing of the assignment: The assignment is to take place between October 15. 2013 - 30. November 2013, totaling 5 senior working days Profile of the STEs: She/he has to have: Advanced university degree in Political or Social Science, Economics or other suitable disciplines; At least 10 years of working experience in a related working field, stated under Scope of assignment for senior STE Proven working record as a consultant in the field of CSO development and capacity building Proven working record as the consultant for CSOs’ environment Experience with similar assessment on national and regional level Excellent communication skills and fluency in spoken and written English; Good understanding of the context in which CSOs in the country operate. Monitoring and evaluation of the STE The activity will be monitored by the Serbia TACSO Resident advisor (RA). Application: This is na open call for STEs.
