Technical Assistance for Civil Society Organisations Regional Office This project is funded by the European Union. Terms of reference For resource consultant assistance for the brand management consultant Background of the Assignment The general objectives of TACSO are to strengthen the overall capacities and accountability of Civil Society Organisations (CSOs) within the Instrument for Pre-Accession Assistance (IPA) beneficiaries and to guarantee the quality of services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes of the project are to: Increase and improve the capacity and actions of CSOs; Improve the democratic role of CSOs. In the fall of 2014, TACSO has entered into partnerships with Civil Society Organisations (CSOs) in the region in order to ensure the sustainability of TACSO’s functions upon the project’s completion in 2017. The establishment, and strengthening of TACSO supported Resource Centres (RCs) in the beneficiary countries throughout the Western Balkans and Turkey is a key element in the project’s final phase. The Resource Centers (RCs) are intending to be, or are an expression of civil society, organisations dealing with capacity building, awareness and information and support to civil society in each country. It is continuation of TACSO project technical assistance at national level. It is important to emphasise that the RCs should be perceived as organisations continuing with TACSO services. Scope of the Assignment: The TACSO Regional Office would like to look into the possibilities and ways of transferring/joining the TACSO brand into/with the Resource Centre brands, emphasising impartially and neutrality of TACSO towards CSOs and strengthening the legitimacy of the RCs. Under the overall guidance of and coordination by the TACSO Communication Expert, the duties and responsibilities of the resource consultant assistance are the following: - Conduct initial desk research for TACSO and RCs brands (information on RC brands will be supplied by TACSO Regional Office). Develop the recommendation on how to reflect TACSO brands in existing RC brands Develop the action plan on implementation of the recommendation. In addition, the Consultant is expected to have a briefing meeting with TACSO Team Leader and Communication Expert. TACSO Regional Office will also explore the option of organising additional meeting with the Consultant in order to brainstorm the opportunities, challenges related to the issue, and possible way forward. Deliverables and timeframe The consultant will perform required duties in April. The final report should be submitted in the first week of May 2015 latest. Application.
