TERMS OF REFERENCE
Two Local Senior Short Term Experts (STE) for designing and conducting
a national training program on “CSO Organizational Development and Management”
Background of the assignment
The general objectives of TACSO -Technical Assistance for Civil Society Organizations project are to
strengthen the overall capacities and accountability of Civil Society Organizations (CSOs) within the IPA
beneficiaries, to guarantee the quality of services of CSOs and create a sustainable role for the CSOs in
the democratic process. The main purposes of the project are to:


Increase and improve the capacity and actions of CSOs and to
Improve the democratic role of CSOs.
An important activity under this heading is the implementation of national trainings, which aim to
increase the capacity of Albanian CSOs for ensuring their sustainability in the future.
The main purpose of this assignment is to contribute to capacity building component of TACSO Project
by designing and implementing a three day national workshop on CSO Organizational Development
and Management for the representatives of Albanian non-for-profit organizations.
Specific objectives of the workshop are:



To explore and understand different aspects of organizational development and management
discipline – featured best practice examples will provide insight into the different areas of
organizational development;
To expose participants to strategic planning and other interrelated areas with the purpose of
ensuring the organizational sustainability;
To increase participants’ knowledge and skills in communicating with external stakeholders and
in particular with written and electronic media outlets.
Scope of the Assignment:
Under the overall guidance of TACSO Albania Resident Advisor, the duties and responsibilities of the
Senior Short Term Experts/Training Consultants include:

Developing a three-days training module on CSO Organizational Development and
Management;

Preparing a training manual on CSO organizational development and management, together with
supportive materials (handouts, case-studies, practical exercises, etc) to be used during the
training program.
Delivering a state-of- the art training program for selected CSOs representatives that will attend
the workshop;
Developing in coordination with TACSO Albania team, a detailed description of a practical
assignment to be carried out, once the participants will return to their home organizations.
Preparing and delivering a training report not later than two weeks after the completion of the
training program, highlighting the training delivery process, the methodology used, results
achieved, participants’ satisfaction, main conclusions and recommendations for similar future
activities.
The short term consultants should be of the Albanian nationality and the workshop should be
conducted in the Albanian language.
Activities to be carried out:


Determining the most effective delivery methods and applicable training instruments for the
participants group to achieve the workshop objectives, including appropriate adult learning
techniques (interactive approach, short lecturettes, group work discussions, case studies, etc).
Delivery of a 3-days training/workshop module for 30 representatives of 15 CSOs from
different regions of Albania, to be selected through a transparent open call procedure launched
in TACSO website. The main topics to be covered in the training program will include:
o Concepts of organizational development and CSO operating systems;
o CSO Board governance and executive management, basic responsibilities of the Board of
Directors.
o Internal operating systems, policies and procedures of the organization;
○ Strategic planning, reasons for doing it. Different steps in developing strategic planning
for a CSO;
○ Public and Media Relations for CSOs. Media communication tools and techniques.
○ Financial management for CSOs;
○ Fundraising, revenue generation and CSO sustainability.



Preparation of a comprehensive training material in the Albanian language together with relevant
handouts, case studies, guidelines etc) to be distributed to participants.
Preparation of a practical assignment for participants to be implemented once they will come
back to their work.
Prepare reports of training content and results as stated under Scope of Assignment
Training Deliverables/Results.
STEs should deliver to the Resident Advisor of TACSO Albania Office:



A training outline and training module for 30 CSO participants from the region.
Supported training materials in the form of handouts, case studies, poster presentations, etc.
A report on content and results of training/workshop.

Location and timing of the assignment.
The Workshop will be held in Gjirokastra during March 2014 with participation of CSO representatives
from different administrative regions of Albania that will be selected through an open call process
launched in TACSO website.

The preparatory work will take place as home work from March 11-17, 2014 and the detailed training
module will be submitted to the TACSO Albanian RA for approval not later than March 20, 2014.
Profile of the STE:
The consultants should be of Albanian nationality and should meet the following criteria:





University degree in social/economic sciences, advanced degree is an asset;
At least 10 years training/working experience with civil society and sustainability issues in
Albania (work experience in the Western Balkan countries is an asset);
Experience in delivering similar training program for CSOs in Albania and in the Balkan Region;
Experience in working with different donor organizations supporting civil society development
in Albania;
Excellent facilitation and communication skills
Applicants could be independent/or working under specialized capacity building organizations and
should be free from any conflict of interest. Note that civil servants and other staff of a beneficiary
public administration may not be recruited as STE unless to prior written approval has been obtained
from Contracting Authority.
