1. Summary Statement: State the major function(s) of the position and its role in the
university. Attach an organizational chart with positions, ranges, and names for the division
which reflects the position in it as well as those supervised in the department. (This section is
used for advertisement of the position.)
The Specialist, Community Outreach, positions are located on the Native American Reservation areas
of Pyramid Lake (Washoe County), Walker River (Mineral, Lyon, Churchill Counties) and Owyhee
(Duck Valley – Elko County) in northern Nevada. The Specialists are responsible for coordinating and
scheduling educational activities regarding nutrition, organizational development, natural resources,
and agriculture for constituents. These activities may include 4-H, after-school programs, workshops,
and information distribution. The Specialists teach classes within his/her area of expertise. The
position reports to the Program Coordinator, Native American Programs, within the University of
Nevada Cooperative Extension (UNCE) and is grant funded.
2. List the major responsibilities, including percentage of time devoted to each. Provide

50% - Program Development and Implementation
 Conceptualize, develop and implement events and activities for Native Americans designed to
educate, celebrate and perpetuate traditions and cultures based on broadly stated objectives
 Responsible for all aspects of program events: needs assessment, design, planning, training,
coordination, logistics, registration, marketing and implementation,
 Communicate project/event specifications to participants
30% - Communication and Outreach
 Initiate, cultivate and sustain relationships with Native American stakeholders, groups and
others with vested interest; research problems to discover root source of issues; develop and
implement remedial actions to rebuild relations; initiate and maintain communications with
internal and external participants
 Develop methodologies to build, maintain and enhance positive relationships with all
participants and assist them with issues or concerns
 Organize, lead and facilitate project-related meetings, including the creation of agendas and
preparation of materials
10% - Program Evaluation and Reporting
 Document program activities
 Design program evaluation methods, evaluate program outcomes and develop action plans for
program improvements based on feedback
 Responsible for completion and submission of fiscal reports Contribute to and develop
progress reports in area(s) of responsibility
10% - Grant Writing
 Assist in the development of new funding proposals with approval of direct supervisor

3. Describe the level of freedom to take action and make decisions with or without
supervision and how the results of the work performed impact the department, division and/or
the university as a whole.
Level of Freedom:
The Specialists are the primary contact with participants and other educators utilized in
implementation of the grant. As such, the positions make independent decisions regarding
programming, participants or audience selection, logistical feasibility of event planning, and must act
as an expert in their area of teaching. The positions identify resource needs and coordinate
redirection of those needs. The Specialists recommend purchase of items for educational activities
and discuss future goals of the position and program with the Program Coordinator.
Impact:
If decisions are properly made, the department increases its chance for contract renewal and for
obtaining additional contracts. Successful events ensure participants receive a high value education
on topics presented. Inadequate performance may result in contractual obligation failures and
dissatisfaction resulting in loss of future funding.
4. Describe the knowledge, skills (to include cognitive requirement and verbal and written
