1. Summary Statement: State the major function(s) of the position and its role in the
university. Attach an organizational chart with positions, ranges, and names for the division
which reflects the position in it as well as those supervised in the department. (This section is
used for advertisement of the position.)
The Specialist, Business/Economic Development, reports directly to the Director of Small Business
Consulting, for the Nevada Small Business Development Center (NSBDC). This position is intended
to institute a multi-faceted program in the outlying areas of Northern Nevada including but not limited
to Carson City, Carson Valley, Incline Village, Yerington, Stateline, Hawthorne and other outlying
communities. Major functions include providing assistance to area small businesses which are in the
start-up, operating, and/or expansion phases. The position works in tandem with the main office
capitalizing on the existing resources and partnerships while continuously seeking new resources and
partnerships. This individual works to cultivate business contacts through involvement in public
relations activities involving area organizations (i.e. business councils, development districts,
development Authorities, and other economic development organizations, chambers of commerce, ,
and various industry specific associations, etc.), the business community leaders, state and local
elected officials and other key government representatives, community college and university related
boards/committees, and alumni.

50% - Client Counseling
 Administer SBDC program providing ‘one-to-one’ counseling to (NSBDC) clients
 Short- and long-term counseling efforts in diverse business settings
 Provide market feasibility assessments, development of business plans, economic data
analysis, capital formation assistance, business skill assessment and implementation of
information systems
 Assist business community members in an Ombudsman role in identifying and processing
through the local government’s business licensing and permitting process
 Provide assistance with specialty initiatives, for example, technology development assistance
30% - Administration/Outreach
 Identify funding opportunities and assist in developing proposals for funding agencies in
support of NSBDC programs
 Enhance delivery of current NSBDC service programs
 Develop new programs and services
 Further economic diversification/development within service area
 Expand financial opportunities for clients by building relationships with private investors (for
potential client referral), with alternative funding sources and all lending institutions within the
service area
 Cultivate partnerships within service area by serving as a liaison to provide delivery of
NSBDC, College programs and services to existing and potential clients
 Work with host institutions on various projects related to client development, service
enhancement and economic diversification involving recruiting, expanding and/or retaining
businesses within the community
 Develop new opportunities to assist small businesses in the region (must be able to deal with
all types of business development groups; e.g. urban vs. rural and technical vs. non-technical)
 Work closely with the State Director in establishing new opportunities for the NSBDC, which
will positively impact the program

20% - Training
 Work closely with the State Training Director to develop training programs to meet the needs
of the clients in various business community segments
When appropriate, provide training to entrepreneurs and business owners
3. Describe the level of freedom to take action and make decisions with or without
supervision and how the results of the work performed impact the department, division and/or
the university as a whole.
Level of Freedom
The Specialist must work independently under limited supervision and with some latitude for initiative
and independent judgment, but closely follow the policies and procedures of NSBDC. It is no longer
possible for a university to provide all of the funding necessary for a highly visible and successful
statewide small business development program. Partnerships must be forged with the business
community to create service programs. These vehicles will then evolve as long-term funding partners
for critical programs. Alliances need to be formed with existing and new business community
members, with the scope of our business community expanding to include local, regional and
statewide partners.
Impact
This position is very visible to the public and therefore has a direct impact on the perception and
professional reputation of the NSBDC/BBER, and university. The decisions and judgments made by
the incumbent of this position and the results of work performed have a major impact on the small
business community, the university and the community itself. This enlarged view of our community
will enhance quality business development within and for our community.
4. Describe the knowledge, skills (to include cognitive requirement and verbal and written
communication), and abilities (to include task complexity, problem solving, creativity and

Knowledge of:
 Government agencies – specifically educational institutions and development authorities
 Non-profit and service groups and business organizations in region.
 Banking with both consumer and commercial lending exposure, real estate
lending/underwriting
 Business budgeting, funding, forecasting, and taxation processes
 Client development, business plan development, funding development and program
development
 Economic development policies, goals and objectives for state and local entities, must know
and be capable of working with all agencies active in business development
 Higher education teaching, workshop and training program development and facilitation
Skills:
 Excellent verbal and written communication including well-developed presentation skills
 Excellent public relation skills
 Excellent interpersonal people skills with the ability to work with academics, business
professionals/ executives, business owners and government officials – both state and local
levels elected and appointed

Proficiency in use of a personal computer and current software applications including but not
limited to Microsoft Office Suite (Word, Access, Excel, PowerPoint, and email), specifically
word processing, spreadsheet development, database management, networks, e-commerce
and Internet site development
Ability to:
 Work and interact with various authority levels and diverse populations
 Deviate from the norm in assisting businesses in their idea exploration
 Establish key contacts and coordinate mutually beneficial activities for these entities
 Think creatively – to conceptualize for the big picture
 Write, analyze and evaluate grants and proposals
 Establish and administrate a key volunteer base, which includes members of the business
community and retired executives through the SCORE program
 Conduct workshops and training sessions
 Develop credibility, establish rapport, and formulate partnerships with diverse populations that
result in collaborative efforts, and sustain effective cooperative working relationships
 Travel as needed
