TITLE: Facilities Manager

JOB SUMMARY: Responsible for the overall operation of Engineering Services development, implementation, and monitoring of utilities savings program. Ensure the optimal functioning of building systems.

Manage and supervise the campus technicians, HVAC technicians, and grounds personnel. Plan, assign, and supervise the work in relation to all infrastructure and associated building equipment including landscaping.

2.

Manage effective preventive maintenance and energy conservation programs for all district HVAC equipment/systems and other building systems. Develop procedures and ensure proper written records are maintained that document maintenance of repair activities for all systems.

3.

Prepare requisitions for maintenance supplies and services in support of preventative maintenance for the buildings. Provide budget recommendations to the Director of the Physical Plant.

4.

Direct engineering consultants in the development of plans and specifications.

5.

Respond to day, evening and weekend campus/facilities emergencies, in consultation with Director, as appropriate.

6.

Provide personnel management and direction of assigned personnel, including orientation, training, performance appraisal, coaching and professional development.

7.

Other duties as assigned.

REPORTING RELATIONSHIP: Director of Physical Plant

SUPERVISORY RESPONSIBILITIES: Direct supervision of personnel assigned.

ESSENTIAL QUALIFICATIONS:

EDUCATION: Bachelor’s Degree in Engineering or a related field.

EXPERIENCE: Seven (7) related experience; with at least five years in facility engineering.

CERTIFICATIONS/LICENSURES: Valid Texas Drivers license and eligible for insurability.

SPECIAL SKILLS AND ABILITIES:

1.

Skills/Abilities :

Ability to direct engineering consultants in the development of plans and specifications.

Working knowledge of service and maintenance trades, as well as related fields.

Skill to effectively plan work activities, schedules, priorities, and utilization of resources of a multi-site operation.

Skill to effectively perform supervisory and managerial responsibilities.

Knowledge of problem-solving techniques for identifying problems and determining the most appropriate course of action for their resolution.

Ability to work effectively under pressure and to act quickly and appropriately in emergency situations.

Effective communication skills (both oral and written).

Equipment Used: Personal Computer and other equipment associated with area of expertise and office environment.

Software Used: A variety of spreadsheet, word-processing, database, e-mail, and presentation software.

PHYSICAL REQUIREMENTS:

Duties performed causes fatigue of eyes, fingers, or other faculties due to long periods of standing, sitting, walking and/or repetitive motion. Duties require continuous effort in working with moderately heavy (10 to 50lbs) materials producing moderate body fatigue.

Alternative or combined skills in understanding, negotiating, selecting, developing, and motivating people are important to the highest degree due to constant interaction with other people, at any level within the organization or the community, position’s accountability for the development, motivation, assessment, and reward of employees, and to deal with irrational situations where the outcome is unpredictable.

WORKING CONDITIONS:

Job is performed in general office or comparable working area with occasional distractions such as noise, interruptions, or congested work areas with exposure to some disagreeable elements. In addition, job may have minor exposure to various disagreeable elements. Work may involve exposure to dust, fumes, and/or smoke, some soiling of hands and clothes, or lack of uniformity in heating and cooling. Job will include outdoor work with some exposure to poor weather conditions.
