2013 DCT Research Showcase Abstract Researching Opportunities to Improve Taxi Service, the “Missing Transit Mode” in Delaware (Phase 2) Accessible and responsive taxi service is the “missing mode” of transportation in Delaware. This project will conduct a review of other jurisdictions’ initiatives to provide improved taxi accessibility and availability in order to identify a rational path forward for the First State. Rules requiring some reasonable level of fleet modernity should be explored for possible application for several reasons. Also proposed for exploration are alternatives to the current “medallion” approach to taxi licensing, such as possible new franchising models for Delaware. The end goal is to identify policy options that will enhance the overall quality of taxi service such that it is no longer Delaware’s “missing” transit mode.
