Teacher Education Council Minutes May 28, 2013 Members Present: Stephanie Boss, Travis Childs, Irene Corriette, Jennifer Dennis, Claudia Edwards, Courtney Glazer, Tara Grandy, Carla Gutheridge, Howard Kuchta, Yoonsin Oh, Lynda Robinson, Ronna Vanderslice, Lisa Weis, and Stephanie White Proceedings Meeting called to order at 3:00 p.m. by Ronna Vanderslice. Director of Teacher Education Report A. Future Teacher Scholarships – Currently we have 3 applicants with 2 eligible and would like more. Remember that the shortage areas have been expanded. Please send names to Ronna. B. Teacher Shortage Employment Incentive Program – Students in math and science education sign up now and receive payments later. C. National Council on Teacher Quality (NCTQ) Report – NCTQ was formed 2-3 years ago as a reform effort using Gates Foundation money. It has a slight anti-teacher education slant. The report is based on questionable research methodology using open records requests to public institutions. Information gathered was only printed materials such as syllabi and handbooks. The amount of documents requested leads us to believe that much of the analysis was done as key word searches, and they mentioned that items that were n/a would be “scored” as not present. Universities that did not participate would be labeled as such. The report will be published on June 18 in US News & World Report. It has not been peerreviewed although NCTQ did ask OK superintendents to endorse it sight unseen. D. InTASC – All graduates from state-accredited programs must meet the 10 InTASC standards—a change from the OK 15 competencies that lops off the last 5 competencies. They are assessed in our portfolio. OK used to conduct portfolio review visits. Cameron’s last one was 12 years ago. At that time students chose what artifacts would meet each standard. In fall 2010 we moved to assigned artifacts to meet each standard. The education department has been working on realigning artifacts with the new standards and determining if these artifacts are the best ones to meet each standard. Recommended changes will be brought to the Teacher Ed Council. They do not need to be fully embedded until fall 2016 (after the NCATE visit). E. Teacher Leadership Effectiveness (TLE) – This system assesses teachers based on quantitative and qualitative measures. The quantitative piece will be delayed as each discipline comes up with its own plan. One option is to use test scores to assess those in non-testing areas, but there are lawsuits going on nationally about scoring people based on others’ performance. The TLE replaces the OK Criteria for Effective Teaching Performance. F. NCATE Timeline – If your program report was recognized with conditions, you will need to either make revisions and submit in fall 2013 or make changes and gather new data in fall 2013 for a spring 2014 submission. The self-study report for the unit tells the whole story of teacher education at Cameron—and you are part of that story. It must be submitted 8 months prior to the next visit (fall 2014). We will need you to read the section on standard 1 that covers candidate knowledge, skills, and dispositions. Standard 1 will mostly contain the information from program reports. Last month’s meeting minutes were approved. Admission and Retention Committee Report The committee did not achieve a quorum, so information on the candidates for admission was presented to the full council. Travis Childs made a motion to accept five candidates for full admission to teacher education in Lawton. Lynda Robinson seconded the motion, which was approved. Other Business Old Business 1. Approved minutes from the previous meeting are posted at http://www.cameron.edu/teacher_ed New Business 1. Request for Program Modification: Master of Science in Educational Leadership – Two changes are requested (1) to change the required research course from EDUC 5103 to EDUC 5303 and (2) to add the admission requirement of one year’s teaching experience. Claudia Edwards made a motion to approve the change, and Lynda Robinson seconded. The motion was approved. Announcements/Discussion Items A. Test dates for 2013-14 B. Test Redevelopment for 2013-14 – Elementary (not on cycle but need to review in terms of CCSS), OPTE (because of new OK/InTASC standards), and Art C. Background Checks – We are aiming for a spring deployment. Please send any questions or logistically concerns to Courtney. D. Current education-related legislation a. HB 1233 – Changes requirements for Special Education teachers – The goal is to get more people with more training once they are able to teach. It is considered a non-traditional route but not an alternative route. The required boot camps will consist of approximately 150 hours with some field work and can be run by the state, universities, or districts. LPS is anticipating 40 people. b. HB 1335 – If candidate passes test and are registered to take it again, they get a full refund. Students can apply for refunds with the OCTP. c. HB 1434 – Requires us to include cost of all instructional material required at time of enrollment d. SB 0170 – Allows a teacher who is certified to teach at the secondary level to also teach 5-6 grades e. SB 0207 – Allows teachers who receive “superior” or “highly effective” rating to be evaluated once every two years instead of twice per year E. Certification Score update – The Education Department has test preparation vouchers to help students with the OGET. Contact Jennifer Dennis for information.
