Preamble:
The status of Ontario Power Generation inc. (“OPG”) has changed from that of “trader”
or “négociant” to that of “trader”/négociant and “producer”/“producteur”.
Questions:
1.
Is OPG’s status of “producer” only attributable to the fact that it owns or operates
part of the Chat Falls power plant?
2.
When a generation asset is considered in order to determine whether its owner is a
“producer” according to the Reliability Coordinator’s standards, is it a necessary
condition that the asset be located within the province of Québec for its owner to be
considered a “producer”?
