ENGINEERING AND ENVIRONMENTAL SERVICES FOR THE VRE
MANASSAS PARK STATION PARKING EXPANSION
QUESTIONS AND ANSWERS
Below are questions VRE received as of April 29, 2016 at 11:00 A.M. EST., with responses.
Whenever possible, questions are presented as originally asked. Otherwise, the questions or
inquiries are presented to capture the main thrust or idea.
SECTION A - PURPOSE/BACKGROUND

With respect to Figure 1 included in Section A.3, are all parcels owned by the City of
Manassas Park available to be utilized for the purposes of parking expansion?
Yes, all parcels indicated as owned by the City of Manassas Park are available to be
utilized for the purposes of parking expansion. However, the parcel adjacent to City Hall,
which is currently a surface lot, has a ground lease for the parking spaces until a
permanent replacement for these spaces is constructed and available for use. Therefore,
the lease must be considered if that parcel is selected for this project.

What is the width of the land parcel, which is located along Manassas Drive and beside
the tractor trailer training facility, at the point where it meets the railroad right-of-way?
Approximately twenty-five (25) feet.
SECTION B - PROCUREMENT SCHEDULE

Will VRE consider rescheduling the date for optional interviews since the current time
allotted is the day prior to Memorial Day weekend?
No. The procurement schedule was developed to allow VRE to make a recommendation
to award this Contract at the Operations Board meeting in June 2016.
SECTION D - SCOPE OF SERVICES

Are there any previous environmental studies that VRE can provide to Offerors for the
potential sites for parking expansion identified in Section D.2C.?
No, VRE is unable to provide any environmental studies at this time.
5.
Is there a requirement for a public hearing?
A public hearing is not required as part of the Base Task. However, VRE will conduct
public outreach. The form of public outreach shall be determined by VRE.
SECTION E - SPECIAL TERMS AND CONDITIONS
6.
Regarding the type of contract referenced in Section E.2, will the Base Task, Optional
Task A and Optional Task B each be hourly not to exceed?
Yes.
SECTION K – PROPOSAL CONTENT
7.
With respect to Section K.1I., Tab 7 – Knowledge and Qualifications of the Proposed
Key Personnel, shall the Offeror submit a resume in addition to completing Exhibit T.1 –
Resume Summary for Proposed Key Personnel? If yes, is there a page limit for each
resume?
Yes. There is no page limit for the resumes for key personnel to be provided in Tab 7.
SECTION N - EVALUATION OF PROPOSALS
8.
Will someone from the City of Manassas Park be included on the Technical Evaluation
Team?
Yes.
