LENOIR COUNTY DEPARTMENT OF SOCIAL SERVICES RECRUITMENT ANNOUNCEMENT ATTORNEY II – CHILD WELFARE & ADULT SERVICES SALARY GRADE: 81 DATE: July 29, 2013 SALARY RANGE: $58,311-$102,896 POSITION NO: 5310-24-276 DESCRIPTION OF WORK: The primary purpose of this position is to provide legal representation and consultation to the Child Welfare staff, the Adult Services staff, the DSS Board, and the Agency. This position will also serve as the back-up attorney for the attorney assigned to the Child Support Enforcement staff, Program Integrity, and Medicaid estate recovery. KNOWLEDGES, SKILLS AND ABILITIES: Employee must have considerable knowledge of case, statutory, regulatory, common law, judicial and quasi-judicial procedures and the rules of evidence. Employee must possess ability to conduct civil or criminal litigation. Must have ability to interpret and apply constitutional provisions, statutes, court decisions, administrative regulations, and other precedents. Employee should also be able to analyze facts, evidence, and legal instruments, and be able to express conclusions and arguments clearly and logically in oral and written form. Employee must be able to maintain effective working relationships. Employee in this position should have significant knowledge of and ability to use correct grammar, vocabulary, and spelling to compose and/or proofread correspondence, court orders, and other materials. This position requires the ability to learn and work independently. The employee must possess the ability to work with people with courtesy and tact in performing public contact duties that may be sensitive in nature. Must possess a thorough knowledge of Federal/State Adult Services and Child Welfare standards regarding specific language required in court orders, and the appropriate time frames for filing legal documents within the judicial system. MINIMUM TRAINING AND EXPERIENCE REQUIREMENTS: Graduation from an accredited school of law and two years of professional legal experience; or an equivalent combination of training and experience, preferably working with Adult Protective Services, Child Welfare Services, and/or Child Support cases. Must be licensed to practice law in the state of North Carolina.
