The changes incorporated herein are an amendment to and supersede those conditions shown in the original solicitation. The Proposer shall acknowledge receipt of this addendum by signing this form and returning with their submittal. Failure to do so may subject Proposer to disqualification. Q1. For Bid number 14-29 Fire systems inspections & repairs. Is the scope of work only for fire sprinkler systems? Because it references fire alarm systems but then the rest seems only sprinkler equipment and scope listed. And if it is to include fire alarm systems, how are we to obtain devices attached to fire alarm systems at each school? And is there central station monitoring? Etc… Please advise… A1. ITB 14-29 is only for fire sprinkler system inspection and repair. The following sections of the ITB have been modified to remove the reference to fire alarm systems. 1.1. PURPOSE St. Lucie Public Schools (SLPS) requests sealed bids from a properly certified licensed contractor to ensure high levels of operational standards for fire sprinkler and fire alarm systems. The awarded contractor shall provide fire sprinkler and fire alarm systems inspections and repair services on an as needed basis. This shall include inspection, testing and maintenance for all locations listed on the bid form (Attachment H). This bid DOES NOT include the monitoring of the fire systems. SCOPE OF WORK - FIRE SYSTEMS-INSPECTIONS AND REPAIRS The intent of the School District of St. Lucie County is to enter into an agreement with a properly certified licensed contractor to ensure high levels of operational standards for fire sprinkler and fire alarm systems. This shall include inspection, testing, repairs and maintenance for all locations listed within this bid. The contractor shall provide all labor, material and equipment necessary to perform required inspections of the fire pumps and sprinkler systems for the listed School District of St. Lucie County facilities. All trip charges, mileage, vehicle charges, consumable supplies and travel time are to be included in the bid price for inspection/maintenance and repair services. A School District Fire Alarm Technician shall accompany the contractors sprinkler technician on all inspections and repairs to assist with fire alarm interface. 1. Inspections shall be in accordance with local authorities having jurisdiction and NFPA 25 Standard for Sprinkler System Inspections, Testing and Maintenance. Routine Inspections shall include all services necessary per the NFPA 25 guidelines for quarterly and annual inspections, tests and maintenance. School District of St. Lucie County ITB 14-28 2. All inspections, testing, maintenance methods and procedures shall follow the same as those found in NFPA 25, standard for inspection, maintenance and testing of Water Based Fire Protections Systems and any and all requirements by local, state and federal applicable codes. 3. In addition, repair services which do not fall under the auspices of the inspection process will be performed at an hourly rate and materials to be billed at a percentage markup from list price upon approval by School District of St. Lucie County personnel. At any time the School District has the right to request list price to verify markup price. It is suggested that the bidder visit each site, compare the specifications with the work to be completed and inform themselves as to all conditions. Failure to do so will in no manner relieve the successful bidder from necessary furnishing of materials, or performing any of the work that may be required to carry out and/or complete the contract in accordance with true intent and meaning of the attached specifications. Each bidder shall attest by signing this bid, that he has visited the listed facilities, and fully understands there will be no recourse for negligence or oversight for not doing so. Additional locations may be added to the scope of this bid. The School District will provide an inspector who will randomly visit all facilities to ensure that the schedules and performance are in accordance with the contract. Maintenance shall be performed Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m., except District holidays, unless otherwise agreed upon by the School District. Inspections or testing that requires sounding of alarm system will be performed during non-student occupied times. All schedules shall be coordinated through district appointed representative and the facility being inspected. The contractor shall respond and commence work to make repairs requiring service within twenty-four (24) hours from the time of notification. Emergency services call response time shall be within two (2) hours of initial call. The use of subcontractors for the work described must be approved in advance by the School District and must have the proper license. The contractor shall submit upon completion of each inspection, a report consisting of: building tested, type of device being tested, number of devices being tested, condition of devices, remarks concerning status of devices, signature of testing technician, the company’s name and telephone number. Areas not covered or improperly covered by sprinkler systems shall be reported to the School District Representative. All system repairs must be done in accordance with requirements set forth in the following: o o o National Fire Protection Association (NFPA 72 National Fire Alarm Code latest edition) IFC (International Fire Code) latest edition Monitoring, maintenance, testing and inspection services shall conform to the requirements of NFPA Code 72, latest edition When repair work outside the inspection/maintenance scope is discovered by the technician: 1. Situations that affect the continued operation of the system: contact the appointed District Representative immediately to obtain approval on an emergency bases to repair while still on site. 2. Situations requiring repair but which are not threats to system operation: submit a proposal to the Maintenance Department to obtain a purchase order to repair at a later date. School District of St. Lucie County ITB 14-28 All systems will be left in normal operating condition: This shall include resetting. If for any reason this cannot be accomplished, the Maintenance Department shall be notified before the inspector leaves the premises. The fire systems contractor shall have a State Fire Marshal Contractor Type I or II license. Submit a copy of your license with bid response. Bids received without the required documentation will be considered non-responsive and will not be considered for award. Upon approval for corrective action, any modifications, relocation, additions or deletions shall follow NFPA 13, NFPA 13R, NFPA 13D as applicable. A purchase order will be issued by the Maintenance Department for work scheduled by the Department. The purchase order number will be included on all invoices submitted for payment.
