How does the provider apply? • By using the Online Grant Management System (OGMS) Access to BEdA Master Grant application through OGMS must be granted by your agency or campus OGMS security contact. Grant Overview Grant Amount: $51.235 Grant Period: July 1, 2015– June 30, 2016 Application Process: All proposals will be submitted through OGMS. To apply, complete the application online. BEdA staff are available to review your application and provide technical assistance before you submit the final application. Applications are due no later than March 4, 2105 at 11:55 p.m. Notification of funding is expected by mid-May, 2015. General Information Moving ESL Students Further Faster In collaboration with The Bill and Melinda Gates Foundation, the State Board for Community and Technical College’s (SBCTC) Integrated Digital English Acceleration (I-DEA) project builds on the success of the Integrated Basic Education and Skills Training (I-BEST) initiative. I-DEA will engage cohorts of adult learners at all 34 college sites across Washington state, directly improving instruction for low-level English language learners. The program will target learners at the lowest three levels of English as a Second Language (ESL) and serve as an “on-ramp” to prepare students for entry into I-BEST. Online Instruction Provides 24/7 Access to Students Using the “flipped classroom” model, participants will receive a minimum of 18 hours of week of instruction (9 hours online and 9 hours face-to-face)/. eLearning resources will be used for 50% or more of their online learning experience. Instructional teams made up of colleges and community-based organization (CBO) partners will use components of I-BEST instruction, the best existing curricula, and new open source materials that can be delivered in face-to-face instruction offered at convenient and meaningful locations and times. In addition, adult learners will access 30 open source contextualized, online instructional strands created by expert ELL faculty and CBO teams as part of I-DEA. CBO technology tutors will support the eLearning experiences that use SBCTC’s universally available suite of eLearning tools. These resources will be available without additional cost to students, colleges or CBOs. Laptop computers and online access will be provided for students and retained by programs to ensure availability of reliable technology. Targeted online supports including eLearning office support, advising, e-tutoring and navigation will also be available. 2015-16 I-DEA Grant Guidelines Page 3 of 4 By the end of the project pilot, I-DEA learners will simultaneously increase English language, digital, and career and college readiness skills with fewer hours of instruction than learners in traditional programs. College and CBO partners will develop open curricula and identify instructional strategies that can be replicated with a smaller investment of face-to-face time, allowing more students to be served. Colleges and CBOs will partner to create instructional innovation that can be replicated across this state and beyond.to move students further faster on to career and college pathways toward family wage jobs. Budget Highlights • Colleges must budget at least $9,000 per year ($9,000 total) for technology tutors. Colleges contracting with community-based organizations (CBOs) for this work should budget the funds in the Instructional Contracts budget cell. • Colleges must purchase at least 25 laptops and provide 24/7 internet access for student use. Laptops may be loaned to students but must be returned to and retained by the college. • Administrative expenses may be no more than 10% of the grant total. • If your organization will use these funds as match for your federal BEdA Master or EL Civics grants, you must follow all federal regulations for these funds.
