PERKINS INNOVATION PROJECTS
GRANT DESCRIPTION
The Innovation grant funds projects to drive systemic change. Innovation projects should fit within one or more
of the statewide leadership initiative(s):
• career pathways
• competency-based education
• assessment and follow-up
• curriculum development projects
• recruiting and advising
• implementation of training appropriate to WorkFirst
• adapting to emerging technologies
• distance education
• integration of basic skills
• business and industry partnerships for program improvement
• statewide articulations - secondary to postsecondary
• other
JUDGING CRITERIA
A Workforce Education Council (WEC) committee reviews applications.
Plans are judged on the following criteria:
• Is the plan an innovation?
• Is the budget adequate for the project?
• Is there enough time to do the project?
• Is the project able to be adopted and used by other colleges?
• Is there supplanting?
• Is the outcome realistic?
FUNDING FOR 2016-17
Innovation projects are funded for up to $15,000 per project and limited to 10 projects per year. Colleges are
initially limited to funding one project with a $15,000 limit. Colleges may apply for a second project, if funds
remain available after November 1, 2016.
Funds depend on federal budgets and Workforce Training and Education Coordinating Board (WTECB) policy.
APPLICATION PROCESS
Submit applications in the Online Grant Management System (OGMS) at http://apps.sbctc.edu/onlinegrants.
We suggest writing applications in WORD. Then cut and paste the plan into OGMS to protect from losing your
work, if the OGMS application times out.

The assurances from the college’s Perkins Plan cover these funds.
An addendum is used when colleges are requesting to change activities in their grant. Attachments are used for
final reports.
FUNDING AND REPORTING TIMELINES
Innovation funds are available July 1, 2016 and must be expended by June 30, 2017.
Grant funds will not pay for costs incurred prior to the grant approval date or before July 1, 2016.
Final reports are due July 31, 2017. The final report must include an electronic file or CD of this project’s
product (example: manual, procedural outline, course outline, syllabus). Final report forms are on the SBCTC
web at http://www.sbctc.ctc.edu/college/_e-wkforceperkinsleadershipgrants.aspx. Final reports must be
uploaded as an attachment to the grant in OGMS. The SBCTC is not able to upload documents for colleges.
