2015-16 APPLICATION GUIDELINES Perkins Leadership Block Grant GRANT DESCRIPTION Perkins Leadership Block grant combines three grants (Replication projects, Industry-Based Professional Development, and local Student Leadership) into one flexible grant. The Statewide Student Leadership has been removed from this application and requests for funding will now be considered under the Perkins Special Project applications. FUNDING FOR 2015-16 Each college eligible for Perkins leadership funding will receive $16,000 in this block grant. Colleges determine the amount of money to spend in each grant category. The availability of funds depend on federal budgets and Workforce Training and Education Coordinating Board (WTECB) policy. APPLICATION PROCESS Submit applications in the Online Grant Management System (OGMS) at http://apps.sbctc.edu/onlinegrants. We suggest writing applications in WORD. Then cut and paste the plan into OGMS to protect from losing your work, if the OGMS application times out. The assurances from the college’s Perkins Plan cover these funds. An addendum is used when colleges are requesting to change activities in their grant. Attachments are used for final reports. FUNDING AND REPORTING TIMELINES Leadership funds are available July 1, 2015 and must be expended by June 30, 2016 Grant funds will not pay for costs incurred prior to the grant approval date and/or before July 1, 2015. Final reports are due July 31, 2016. Final report forms are on the SBCTC web at http://www.sbctc.ctc.edu/college/_e-wkforceperkinsleadershipgrants.aspx. Final reports must be uploaded as an attachment to the grant in OGMS. The SBCTC is not able to upload documents for colleges. The Replication projects fit under the following statewide initiatives: career pathways competency-based education assessment and follow-up curriculum development projects recruiting and advising implementation of training appropriate to WorkFirst adapting to emerging technologies distance education integration of basic skills business and industry partnerships for program improvement statewide articulations - secondary to postsecondary other Do I need to copy the project exactly as it is written in the Replication database/book? No, fit the project concept to the needs of your campus. How do I get more information about a project? Contact the original college listed on the project for information and guidance. The originating college may request reimbursement for mailing or copying materials. INDUSTRY BASED PROFESSIONAL DEVELOPMENT (IBPD) FUNDING IBPD includes return to industry work experience or industry sponsored training directly related to the program being taught or supervised. These funds provide opportunities to stay current in the career field. Colleges cannot use funds for conferences or instruction in general teaching/ supervisory skills. Who can apply for funds? CTE instructors CTE administrators CTE and adult basic education teams of instructors/administrators attending industry training What is Industry-based professional development? Temporary working positions in the field (either paid or volunteer) to improve knowledge of current practices. Attendance at recognized hands-on industry sponsored training program resulting in industry certification or an industry upgrade. Teams of Adult Basic Education faculty or administrators jointly attending industry specific professional development with CTE faculty or administrators with the intent to deliver contextualized integrated instruction. Washington State Board for Community and Technical Colleges 2015-16 Perkins Leadership Block Grant Guidelines Page 2 of 3 LOCAL STUDENT LEADERSHIP FUNDING These funds support faculty advisors for local CTE student clubs or organizations. Advisors coordinate club activities and prepare students for regional, state, and national skills competitions. Funding generally covers the costs of an advisor, advisor travel, and materials for competition. Do NOT use grant funds to: Purchase supplies, jackets, or other effects for students' personal ownership. Pay for non-instructional activities such as athletic, social, or recreational events. Print and disseminate non-instructional newsletters. Purchase awards for recognition of students, advisors, or other individuals. Pay membership dues. Student Leadership organizations must be skills-oriented, provide leadership, participate in competitions, and have state or national affiliation with a recognized career leadership organization. RESERVE FUNDS If you do not know how all $16,000 of your grant will be spent at the time you apply for the grant, you can budget funds on the Reserve line. However, you must do a budget revision request in OBIS and, if applicable, an application addendum in OGMS prior to spending the funds. You cannot spend or invoice for funds budgeted to the Reserve line.
