FY 96 CONGRESSIONAL UPDATE
The SAF/AQ Congressional Track provides Air Force personnel a
historical account of Congressional actions taken on the FY 96 President's
Budget Request. The Maxi-$-Track organizes Air Force programs as
follows: Aircraft Procurement (3010); Ammunition Procurement (3011);
Missile Procurement (3020); Other Procurement (3080); and Research,
Development, Test and Evaluation (3600). Within these sections, report
language concerning specific programs may be located either by using the
table of contents for that section or by referring to the program sequence
number. To coincide with budget accounting procedures, programs are
listed by either a P-1 (Procurement) or an R-1 (RDT&E) Sequence
Number which appears on the budget pages at the beginning of each
section.
This Maxi-$-Track incorporates numbers and language from the following
Congressional reports:

SAC report (S. Rept. 104-124)
Authorization conference report (H. Rept. 104-450) (NOTE: This is the
second authorization conference report. A previous report, H. Rept. 104406, was filed on H.R. 1530, which was vetoed by the President on
December 28, 1995.
Appropriations conference report (H. Rept. 104-344) (NOTE: This is the
second appropriations conference report. A previous report, H. Rept.
104-261, was rejected by the House on September 29, 1995.)
Narrative may be found at the end of each section (i.e., 3010, 3011, 3020,
3080, 3600).
Pertinent language not readily identifiable with a specific program may be
found in the General Comments section which is organized by
Congressional Report, i.e., HNSC, SASC, HAC, SAC, Authorization
Conference Report, Appropriations Conference Report.
The President signed P.L. 104-106, FY 96 DoD Authorization (S. 1124),
on February 10, 1996. H.R. 2126, FY 96 DoD Appropriations, became
law without the President’s signature on December 1, 1995 (P.L. 104-61).
