CHAPTER 7310 - BUILDINGS AND RELATED FACILITIES
7310.4 - Responsibility.
7310.42 - Regional Foresters, Station Directors, and Area Director.
3. Review and approve facility master plan (R-2 Supplement to FSM 7312.1,
item 1).
7310.43 - Forest Supervisors.
1. Establish when and where support facilities are needed, and prepare a
facility master plan for the Forest in conformance with FSM 7312.1.
7312 - PLANNING.
7312.1 - Plans.
1. Facilities Master Plan.
a. A facilities master plan for each Forest shall be prepared and
approved by September 30, 1988. Project proposals beginning with the
Fiscal Year 1990 will not be considered for the Regional Fire
Administration and Other Program unless the facilities master plan has
been completed and approved.
b. The plan shall include, but need not be limited to, the following items:
(1) Workload summary to include the present as well as the next 10-year
projection of work force size and location of the work, consistent with land
management planning.
(2) Determination of skills needed and ``best'' locations to accomplish the
work in item 1. Consider ceiling restrictions and efficiency of operation.
(3) Inventory of existing properties, sites, and facilities, including site
development plans, condition surveys, health and safety inspections,
energy retrofit plans, and so forth. All sites and/or building projects shall
be reviewed for cultural resource impacts (FSM 2360).
(4) Identifications of facilities to be retained, disposed of (sold, traded, or
removed) and acquired, along with documentation of reasons for these
actions. (Acquisition method(s) of needed facilities to be determined in
the preliminary project analyses).
(5) A priority list of facilities to be acquired (after the preliminary project
analysis has been completed for each facility needed).
a. An approved, current site development plan for projects at new
administrative sites, or a conceptual site plan for existing sites, showing

the originally approved site plan with the proposed and all foreseeable
projects is required before a project proposal will be considered for the
Region's FA&O Capital Investment Program.
7312.2 - Preliminary Project Analysis.
1. A preliminary project analysis for building projects or an engineering report
(FSM 7413.2) for water and/or wastewater systems is required before a project
proposal will be considered for the Region's FA&O Capital Investment Program.
2. A completed prospectus (FSH 7309.11) stating the design criteria is required
before a project proposal will be considered for the Region's FA&O Capital
Investment Program.
