7310.3 - Policy
7. Only standard structure (7310.42 - Exhibit 01) building designs may be used without
prior Regional Office approval. When standard designs are used, a qualified architect or
engineer (FSH 7309.11, Zero Code chapter, section 05) may make minor modifications for site
adaptation only.
7310.4 - Responsibility
7310.42 - Regional Foresters, Station Directors, and Area Director
2. Leasing follows the process set forth in FSH 7309.11, chapter 30, section 31 after
approval of the Preliminary Project Analysis.

a. Regional Forester review and approval of building designs, foundations, and
construction proposals for all buildings, owned or authorized by the Forest Service, is
delegated to the Director of Engineering and Aviation Management (EAM). The
levels and types of authorizations for FA&O projects are listed in 7310.42 – Exhibit
01. For additional approval on recreation developments see R-10 Supplement to
FSM 2330.
b. The Director of EAM may redelegate design authority for buildings and
foundations on a case-by-case basis upon receipt of a written request for delegated
authority from a Forest Supervisor. The request will identify specific individuals
assigned to the design team and their roles and responsibilities. Criteria for
evaluating delegated authorities include design team members’ prior experience,
education, certifications and/or professional licensing and the demonstrated ability of
the design team to conduct adequate peer review of design work.
c. Regional Forester review and approval of site development plans and designs is
delegated to the Director of EAM, along with the Director of Recreation, Lands, and
Minerals (RLM), when developments involve a water and/or sanitation system.
d. Subject to limitations contained in FSM 5404, Regional Forester approval of
acquisition of buildings is delegated to the Director of EAM. This responsibility may
not be redelegated.
e. The Director of EAM is responsible, along with the Director of RLM, for review
and approval of design teams.

7. Develop and implement a regional strategy for making Fire, Administrative and Other
(FA&O) facilities accessible to persons with disabilities.
8. Regional Forester approval authority for short-term developments (7310.42 - Exhibit
02) is delegated to the Forest Supervisors and cannot be redelegated.
9. Regional Forester approval is required prior to extending the life of short-term
developments beyond five years.
7310.43 - Forest Supervisors
7. Develop and implement a strategy for making forest facilities accessible to persons
with disabilities.
8. Establish design teams, in writing, for all facility developments (including contracted
design work). Size of the team and the skill level of individuals assigned to the team will be
commensurate with the type of development. Coordinate assignments to the design team with
the appropriate Regional Office technical staff.
9. Request delegated authority for approving site development plans and designs for
FA&O developments, as appropriate.
7312 - PLANNING
7312.1 - Plans
1. Facilities Master Plan. A current approved Forest Facility Master Plan is required to
support new project proposals.
7312.3 - Project Funding Priority
1. The Region 10 Director of EAM is jointly responsible, with the Director of RLM, for
the Region 10 Capital Investment Program (CIP) process. Coordination between Directors will
include: development of a process for program management; assessment and selection of
proposed projects; recommendation of project priorities; development and management of a 5year CIP Project Priority List; management of capital investment funds; and project
implementation monitoring. Forest Supervisors will periodically be given an opportunity to send
in capital investment project proposals.
7312.5 - Facilities Inventory
Each Forest will enter and maintain inventory of buildings over $5,000 in value, in the
Infrastructure database. All mandatory data fields in the database will be updated annually.

7310.42 - Exhibit 02
Definitions
Conceptual Design. The designer’s initial communication to convey proposed design
solutions. Can present one or different design alternatives to meet objectives as presented in
the Design Prospectus. Illustrates the relationships between proposed development(s) and
existing and proposed site conditions. (Ref. FSH 7309.11, 30)
Design Prospectus. A graphic and narrative description of a proposed project.
Documents project needs and development requirements and may be used to evaluate facility
performance (Ref. FSH 7309.11, 30)
Design Team. Established by the Forest Supervisor in collaboration with the project
manager, design team leader, Forest Staff and RO Staff. Comprised of qualified individuals
with skills required to implement project within budget and on schedule. Size and make-up
of team is usually determined by the size and complexity of the project. Develops solutions
to needs identified in design prospectuses or design narratives. Prepares or supervises
preparation of plans, specifications, cost estimates, design calculations and contract package
as appropriate.
Design Team Leader. The Forest Supervisor in collaboration with the project
manager, Forest Recreation and Engineering Staffs, and RO Recreation and Engineering
Staffs assigns the design team leader. Helps select and manage the design team to produce a
design that meets the needs identified in a design prospectus or design narrative, within
budget and schedule. Is the main contact point with regards to project design and contract
development. Is usually a technical specialist experienced in design. Works closely with the
project manager. May also be the project manager.
Facilities Master Plan. Clarifies existing forest plan direction and guides, in a general
way, the acquisition, continued use, and disposal of facilities. (Ref. FSH 7309.11, 20)
Facility. A single or contiguous group of improvements that exist to shelter or to
support Forest Service programs. The term may be used either in a broad or narrow context;
for example, a facility may be a ranger station compound, lookout tower, information kiosk,
campground, fishing or viewing platform, visitor center, research laboratory, recreation
complex, utility system, or telecommunications site. (Ref. FSH 7309.11, 0 code, section 05)
Non-Standard Structure. A building, bridge, or other constructed feature that does not
have a plan approved for region-wide use by the Alaska Region Director of Engineering (and
the Alaska Region Director of Recreation for recreation structures) and/or has not been made
a part of the Forest Service Directives through a Region 10 handbook or manual supplement.
Includes standard structures that have been modified in any way from approved plans and
specifications.

Definitions
Preliminary Project Analysis. Provides review of all viable project alternatives and
recommendations for further specific project development action(s). Includes draft
prospectus and location analysis. (Ref. FSH 7309.11, 20)
Project Manager. The project manager is assigned by the Forest Supervisor to be the
client's (usually the District Ranger's) representative in dealing with affected and interested
employees and publics with regards to the project. The project manager’s goal is to
implement project on schedule and within budget. The project manager serves as a main
contact point for the project in general. Works closely with the design team leader. May also
be the design team leader.
Short-Term Development. A lease for less than 5 years or a site development
documented in a NEPA decision to be removed within 5 years.
Site Development Plan. Depicts the logical and progressive establishment or
replacement of improvements, buildings, pedestrian and vehicle circulation, and utilities
needed for effective use of a specific site. Includes a site survey plan and the conceptual or
designed location and "footprint" of all planned roads, buildings, and utilities to show size
and orientation. Includes all proposed grading and surface drainage features. Includes other
site features (e.g. views, access roads, trails, site furnishings, etc.) as needed to communicate
intent. Shows locations of discrete, controlling features that affect future extensions, future
facilities, or the operation or modification of existing facilities.
Site Survey. Provides a site base map detailing all site information essential to site
planning and design. Includes as a minimum; baseline and elevation control, boundaries, map
size and scale, elevation contours, and site features.
Standard Structure. A building, bridge, or other constructed feature that has plans and
specifications approved for region-wide use by the Alaska Region Director of Engineering
and Aviation Management (and the Alaska Region Director of Recreation, Lands, and
Minerals for recreation structures) or the plans and specifications have been made a part of
the Forest Service Directives as a standard through a Region 10 handbook or manual
supplement.

7313 - DEVELOPMENT
7313.3 - Design Standards
1. A value analysis (VA) is required on the design of facilities estimated to cost more
than $1,000,000 to construct. VA’s will be scheduled at appropriate times during the design
process. Justification for any VA team recommendations not adopted by the design team will be
documented and presented to the approving official for their review and concurrence before
proceeding further with design work.
10. All Force Account and volunteer construction of buildings will be done with a set of
approved plans.
11. Use the Built Environment Image Guide (FS-710) in site and facility planning and
design.
7313.4 - Construction of Forest Service Owned Facilities
All projects constructed in phases will require review and approval of the contract packages for
the technical adequacy of each phase. The review and approval authorities are the same as for
the original project. Approval is valid for three years from the date of the final signature.
Drawings and specifications must be reviewed for currency and re-submitted for approval prior
to contract action when construction has not been initiated within three years of the final
approval date.
All modifications to contracts resulting from plans and specifications that originally required the
approval of the Director of EAM shall be reviewed by the Regional Facilities Engineer for
buildings, the Regional Environmental Engineer for water and sanitation systems, the Regional
Structural Engineer for structures, and the Regional Landscape Architect for site development
prior to final approval and implementation.
