The Regional Forester is responsible for review and approval of administrative site development plans and building designs within the Region, except as delegated in this supplement. Forest Engineers may be delegated authority for technical design of buildings and related facilities based on the skills (knowledge, experience, and ability) assigned to the activities of a project (see table 01). Forest Supervisors may approve these projects. For those activities not included in a blanket delegation, the Forest Engineer will initiate the delegation process by submitting to the Staff Director, Engineering, evidence of ability to perform and specifying the necessary skills for accomplishment (see table 02). Delegation will be finalized in a letter to the forest. Authority for technical design may be delegated as follows: a. Full authority, unlimited in scope. b. Full authority, specific to a particular project or individual. Blanket authority for specific design components can be given based on the skills of a certain individual (example: plumbing, electrical, and so forth). c. Approval authority based on required Staff Director, Engineering review of all, or portions of, a project to be executed by the Forest Engineer. d. Approval authority based on designated A&E services, specific forest personnel, RO personnel, or combinations thereof, performing specific design aspects and components of a project. Evaluation of the forest's ability to execute projects will be based on the assessment of technical skills stated in the right-hand column of table 02. Skills submitted will be compared to those required by the component and complexity of the project. Candidate's ability will be evaluated based on the following: (1) Past performance on similar projects. (2) Education, self-study, and training in the required area of expertise. (3) Licenses, certification, or similar evidence of ability. (4) Documented experience in the area of expertise. Remodeling The alteration, replacement or modification of a facility in a way that changes the size, function, purpose or use. Repair The refurbishment or replacement of existing facility components with the same kind of material for the purpose of maintaining the original condition and function while returning the facility to a sound state. Restoration To change or alter a facility in order to essentially replicate or return it to a previous or original form or state. Standard Designs Complete facilities, systems or components designed to be constructed in the original form for the intended function without changes other than those adaptions made for differing site conditions, material variations and legal requirements, for example, local building codes.
