7310.42 - Regional Foresters, Station Directors, and Area Director.
3. The Regional Forester is responsible for review and approval of administrative site
development plans and building designs within the Region, except as delegated in this
supplement.
Forest Engineers may be delegated authority for technical design of buildings and related
facilities based on the skills (knowledge, experience, and ability) assigned to the activities
of a project (see table 01). Forest Supervisors may approve these projects. For those
activities not included in a blanket delegation, the Forest Engineer will initiate the
delegation process by submitting to the Staff Director, Engineering, evidence of ability to
perform and specifying the necessary skills for accomplishment (see table 02).
Delegation will be finalized in a letter to the forest.
Authority for technical design may be delegated as follows:
a. Full authority, unlimited in scope.
b. Full authority, specific to a particular project or individual. Blanket authority for
specific design components can be given based on the skills of a certain individual
(example: plumbing, electrical, and so forth).
c. Approval authority based on required Staff Director, Engineering review of all, or
portions of, a project to be executed by the Forest Engineer.
d. Approval authority based on designated A&E services, specific forest personnel,
RO personnel, or combinations thereof, performing specific design aspects and
components of a project.
Evaluation of the forest's ability to execute projects will be based on the assessment
of technical skills stated in the right-hand column of table 02. Skills submitted will
be compared to those required by the component and complexity of the project.
Candidate's ability will be evaluated based on the following:
(1) Past performance on similar projects.
(2) Education, self-study, and training in the required area of expertise.
(3) Licenses, certification, or similar evidence of ability.
(4) Documented experience in the area of expertise.

Glossary
Acoustics
Activities involving treatment of a special or unusual acoustical condition dealing with sound
attenuation, control, treatment, amplification, reproduction, transmission production and effects
that are associated with the facility.
Electrical
Activity involving the generation, transmission, control, switching, distribution, storage and use
of electrical energy other than convenience appliances; also includes lighting control.
Electronic And Communication
Activities that involve systems for radio, telephones, audio/visual, slide/movie projection, video,
computers, signal, monitoring and detection other than convenience equipment.
Energy Management
Activities concerned with the use and conservation of conventional and alternative energy
sources, supply/storage methods other than convenience appliances.
Envelope
Activities that involve the system of enclosure of a facility including such aspects as climatic
interface, durability, security, vandalism, esthetics, daylighting, fenestration, form and spatial
development, material use and structural integrity.
Facility
A single or contiguous group of improvements that exists to shelter or to support Forest Service
programs. The term may be used in either a broad or narrow context; for example, a facility may
be a ranger station compound, lookout tower, leased office, work center, separate housing area,
visitor center, research laboratory, recreation complex, utility system, or telecommunications
site.
Finishes And Furnishings
Activities involved with the use of surface treatments, furniture, equipment, accessories, systems
and finish materials for a facility.

Glossary
Fire safety
Activities involving the facility that relate to fire protection, alarms, extinguishment systems, fire
escapes, exits, smoke and fire containment and firefighting.
Function
Activity governing the occupancy and use of a facility and its form and spatial development that
are determined by consideration of accessibility, configuration, circulation, ergonomics,
accommodation of activity and purpose, utilization and layout of space.
Hazardous Materials Handling
Activities related to the use, containment, disposal and storage of flammable, corrosive,
explosive, toxic or poisonous chemical, biological and radiological substances.
Health And Safety
Activities concerning the safeguards and procedures that protect the physical health and mental
well-being of people occupying or using the facility.
Machinery And Processes
Activities involving the use of equipment processes or machinery that requires special
knowledge for installation, maintenance or use such as: elevators, welding, fueling and
conveying.
Mechanical
Any activity involving the heating, cooling, ventilating, humidifying or otherwise conditioning
the air of a facility or portions thereof by mechanical systems other than convenience appliances.
Minor Construction
Minor construction and betterment of FA&O project facilities including only complete projects
estimated to cost less than $250,000.

Glossary
Plumbing
Activities involving the supply, storage, treatment, distribution, utilization and handling of water,
soil and waste; also piped and pressurized fuels, liquids and gases.
Renovation
The alteration, replacement or modification of facility elements or components that upgrades or
refurbishes them without changing the building function or size.
Remodeling
The alteration, replacement or modification of a facility in a way that changes the size, function,
purpose or use.
Repair
The refurbishment or replacement of existing facility components with the same kind of material
for the purpose of maintaining the original condition and function while returning the facility to a
sound state.
Restoration
To change or alter a facility in order to essentially replicate or return it to a previous or original
form or state.
Standard Designs
Complete facilities, systems or components designed to be constructed in the original form for
the intended function without changes other than those adaptions made for differing site
conditions, material variations and legal requirements, for example, local building codes.
Structural
Activities dealing with the response of the facility structural system to various loading effects.
