See FSM 7300 Zero Code exhibit 1 for the delegation of authority summary for this chapter. Permittee's facility construction drawings and specifications are subject to same delegation of authority as Forest Service owned improvements. FA&O construction proposals must be supported by an approved Facility Master Plan. Construction drawings and specifications must be consistent with approved Design Narratives, Engineering Reports (DN/ER) and Site Development Plans (SDP) for approval. Public utility extensions shall be supported by an approved ER and SDP prior to initiating public utility contracts. 7310.42 - Regional Foresters, Station Directors, and Area Director. 1. a. Consider the limitations contained in FSM 5404 when selecting the method of facility acquisition (lease, purchase, donation, construction, exchange). b. Evaluate case by case requests for delegation of approval authority for construction drawings and specifications using the criteria found in FSM 7100 Zero Code as a guide. 4. b. Evaluate fuel storage and dispensing facilities using criteria found in FSH 6409.31 (Subchapter G, Agriculture Property Management Regulation 10438.5300-2). Approved facilities must also satisfy 40 CFR 112 regards Spill Prevention, Control, and Countermeasure Plans (FSM 7442). 7310.43 - Forest Supervisors. 1. a. Ensure that facility management activities are supported by approved Facility Master Plan (FSH 7309.11, ch. 20). 4. a. Ensure that the approved Facility Master Plan and preliminary project analysis supports project prior to submitting a construction proposal or preparing the project specific DN/ER and SDP.
