4. Flat Rate Fees. Gallatin National Forest base fees for Outfitter/Guide activities were
established in 2003. All fees are adjusted annually by the IPD-GDP (Implicit Price DeflatorGross Domestic Product) factor. This adjustment will be made automatically in the Special Uses
Data System (SUDS). Current-year fees may be found in the “OG Flat Fees” form in the SUDS
Special Uses Library. See Exhibit 01 for the base fee and example fees for 2006. Flat rate fees
shall be reviewed at 5-year intervals and adjusted as necessary to ensure the fees reflect fair
market value.
