—Acquisition Plans

4G07.104-70 Automated Advanced Acquisition Plan.

(a) Regional Office Staff Directors and National Forest and Grassland Supervisors shall submit to the Zone Acquisition Lead Contract Specialist a listing of planned procurement needs in accordance with Contracting Office procedures. The Advanced Acquisition Plan includes procurements of Construction over $2,000, Service over $2500 and Supply over $3000.

At a minimum, the listing shall contain the information listed below.

(b) Responsibilities: Program Managers, Contracting Officers and Budget Officers shall cooperate in the development of the Acquisition Plan. Acquisition plans should ensure that planned contract awards are balanced throughout the fiscal year to the extent possible with a goal of no more than 35 percent of the actions planned for the fourth quarter. In addition to the information in (a) above, the acquisition plan should contain:

(c) All units shall provide the procurement forecast, as required by Departmental Regulation

5090-003, annually by July 25. Revisions to the procurement forecast must be provided by April

15. Each Zone/Service Center shall input their Advanced Acquisition Pan into the USDA

Procurement Forecast Program and submit their individual files to the Regional Office for consolidation. Each Region is responsible for gathering all database entries/files for the Region into one electronic document and email it to the Procurement Policy In-Box by the appropriate time.

(d) Review/Update of Acquisition Plans. Regional Office Staff Directors and Forest and

Grassland Supervisors shall develop and submit an updated Acquisition Plan by April 15. Any changes to the plan after the April 15 update shall be supported by a justification, approved by the line officer, and incorporated into the plan.

(e) Revisions to the Acquisition Plan. Regional Office Staff Directors and Forest and

Grassland Supervisors may adjust procurement priorities and needs as the situation warrants for their unit. Generally, revision after the updates will be made as a result of budget changes; emergencies such as pest infestations, public exigencies; changes in program direction and other similar events.

(f) Acquisition Plan Maintenance.

(1) Each responsible contracting office is responsible for monitoring the submission of Requests for Contract Action and requisitions listed on their respective plans. If actions are not received as indicated on the plan, follow-up action shall be taken with the responsible unit and the plan shall be documented accordingly. Late requisitions shall not be given priority over properly prepared and timely submitted requests.

(2) Requisitions that are not identified on the acquisition plan shall be approved by the Staff Director or Forest and Grassland Supervisor prior to processing.

(g) Cutoff Dates. Following are the cutoff dates for submission of requisitions for acquisitions to be awarded in specific quarters of the fiscal year:
