P21: Power for the 21st Century: David G. Koster, General Manager
In September 2011, the Holland Board of Public Works launched P21: Power for the 21st Century, a
communication effort to provide information and encourage open dialogue on generation options for the
Holland community. Through a schedule of various open meeting events and topics, the primary goal is a
community that has an educated and balanced perspective of the options available for electric generation. This
presentation covers many of the topics and issues discussed in this ongoing conversation, including fuel options,
generation types, current and proposed regulations, district heating, transmission, the Risk Analysis Process
(RAP) sessions with representatives from various local groups, and the sustainable return on investment (SROI)
analysis process necessary to understand how each option will affect the Holland Community economically,
socially, and environmentally in the long term.

David G. Koster was named General Manager in December 2011, and has served the Holland Community for
over 20 years through his work at the Holland Board of Public Works. He holds a Bachelor of Science in
Mechanical Engineering from Michigan Technological University. Since 2007, David has served as the
HBPW’s Operations Director, overseeing production and operations of the electric, water, and wastewater
utilities. He has been a member of the organization’s executive staff since 1998. David has also served as
Vice Chairman of the Michigan Municipal Electric Association’s Coordinated Energy Partnership Committee,
Section Chair of Michigan Mercury Workgroup at the Michigan Department of Environmental Quality, Staff
Liaison to the Holland Area Wastewater Treatment Plant Administrative Committee, and Commissioner to
Michigan Public Power Agency and a member of its Executive and Audit Committee. David and his wife,
Paula, live in West Olive with their two children, Sean and Regan.

members (marked with orange cones), there are some available spaces in Lot U (for Haworth guests, behind the
Kepple House by Dykstra Hall), Pillar Church parking lot, street parking where available, and the lot behind
New Holland Brewery and 84 East where available. The newer downtown parking ramp is also a great option!
You can easily cut through all snow melt areas on your way over to Haworth! If you live at Freedom Village,
please consider taking their bus over.

We express our sympathy to the friends and family of James Thomas who died February 27, 2012. James was
a retired mechanical engineer and just joined HASP in 2010, mentored by Don Williams.
Special note from Membership Committee:
It is our practice to remember members who have died during the year at our Annual Business Meeting and
Luncheon in June. As our membership grows, it becomes more and more difficult to know of deaths if we have
not been notified by family. Please remember to inform the HASP office if you know of the passing of any

COMMUNICATIONS
The last call, is always a subtle hint that it’s time to gather up your coats and head home after time away,
whether it’s that final day of vacation, or the last few minutes of a party. In this case, our last call is the last
reminder to have a chance to submit a piece of your writing for this years HASP Review. April 1st will be our
last date for accepting your poems, stories, essays or articles for this year’s issue. Hope to hear from you soon!

Sand Dune Change course RESCHEDULED!
If you were registered for the Sand Dune Change course that did not happen on Thursday, Feb. 23rd, it has been
RESCHEDULED to THURSDAY, APRIL 19th at 9:30 a.m.! We hope to see you then!

SERVICE
Tulip Time Trolley Guides Needed
We still need more Tulip Time Trolley Guides. The festival this year is Saturday, May 5th through Saturday,
May 12th. Guides attend a training session in mid April. The training includes materials and extensive scrip for
narrating the seventy five (75) minute tours. Guides are required to wear a Dutch costume provided by the Tulip
Time festival office if they do not have one of their own. Guides are sent a trolley schedule to mark the times
they are available. A guide may wish to be available one day or all eight days. How many runs do you want?
Two? Four? Six? Would you like to do mornings or afternoons? You determine your own schedule!
Snowbirds are welcome. We will contact you in the south.

HASP Spring Fling, Thursday, April 19, 2012, 5:30-7:30 p.m., Macatawa Bank
The annual Spring Fling is a great time to meet and/or reconnect with fellow HASP members. The event will
again take place at Macatawa Bank on 8th St. (lower level). Remember to enter the rear of the bank where
HASP greeters will welcome you. There is no charge for this social event. However, please bring a plate of
hors d’oeuvres or something sweet to share. Refreshments will be provided (wine, punch, coffee).
Reservations should be made to the HASP office by April 12th.
Arts and History Treasure Trove—a Springtime Day Trip to Ann Arbor, May 22, 2012

Art, Architecture, Ice Cream and Speed in Indiana, June 6-8, 2012
The HASP Special Events Committee offers a chance to see an outstanding art museum, an architecturally
interesting city and a famous racetrack.
We will leave Wednesday morning, June 6 at 7:30 a.m. from the Holland Municipal Stadium parking lot. We
will have lunch and lecture at the amazing Eiteljorg Museum of American Indians and Western Art in
downtown Indianapolis. Guided and individual tours will follow. Lodging is at the Fairfield Inn across the
street and dinner at TGI Fridays. The afternoon and evening will have several individual options within
walking distance including an IMAX theater (some options are along the canal walk).
Thursday starts an hour away in Columbus, Indiana, famous for its architecture, art and homes. A guided tour
will end at the 110 year old Zaharakos Ice Cream Parlor and Museum for lunch in the center of charming
downtown Columbus. After some shopping time, it’s back to the Fairfield before a special evening dinner at
the Rathskeller German Restaurant. Options missed on Wednesday can be explored before or after dinner. On
Friday morning, it’s off to the Indianapolis Motor Speedway, for a guided in-bus tour of the track and garages
and their Hall of Fame Museum. Lunch will be on the way home aiming for Holland by dinner time on Friday.
Breakfasts will be included at the hotel. Much more information, including the tentative schedule can be found
on a 2-sided information sheet outside the HASP office or via email by contacting Don Williams,
williams@hope.edu, for a copy. Costs at $296 per person, double occupancy, or $425 for single occupancy. It
will include all meals, group admissions, transportation and lodging. A deposit of $100 (per person) and to
reserve your space with reservation form is requested by April 20th, with the final balance due by May 18th.
Note: Attendees will be contacted by an event coordinator regarding menu choices prior to the trip.

The Volunteer Services organization on Hope College's campus is hosting a "Moonlight Serenade" senior prom
Friday, March 30th at Evergreen Commons on 480 State Street in Holland. We would love to have HASP
members participate in this event. The dance will be from 6:30-8:30pm and it is a Hawaiian theme. Come dance
the night away with Hope students and friends. If you have questions regarding the event e-mail
