CLASS TITLE: BUDGET ANALYST
ALLOCATION FACTOR(S)
This is budgetary work conducting financial management analyses at the department-wide level for a
state agency.
EXAMPLES OF WORK PERFORMED:

Makes detailed analyses and management critiques of budget requests submitted by various
divisions or districts and prepares reports of such analyses and critiques.
Reviews and recommends procedural changes in the preparation of operating budgets and
subsequent budget implementation.
Assists in the development and evaluation of short and long-range objectives and proposed
programs.
Assists in the preparation and the examination of legislative and operating budgets.
Gathers and analyzes data needed to make cost analyses.
Conducts critical analysis of requested budget changes and makes recommendations for
department-wide operations for the various divisions or districts.
Conducts on-site reviews of public school and post-secondary education institution's financial
operations or the financial operations of districts.
Participates in special projects relating to financing public school post-secondary education or
health and/or human services projects.
Performs related work as required.

Knowledge of accounting and auditing principles and procedures.
Knowledge of the methods of reviewing and analyzing financial data.
Knowledge of basic mathematics.
Ability to develop and recommend budgetary revisions.
Ability to review, analyze and evaluate financial data.
Ability to understand and apply laws, rules, regulations, policies and procedures.
Ability to utilize problem-solving techniques.
Ability to make detailed analysis and management critiques of budget requests.
Ability to assist in the preparation and examination of legislative budgets.
Ability to conduct financial management analysis.
Ability to plan, organize and coordinate work assignments.
Ability to communicate effectively.
Ability to establish and maintain effective working relationships with others.
MINIMUM QUALIFICATIONS



A bachelor's degree from an accredited college or university with a major in accounting or
business administration and four years of professional experience in budgeting, accounting,
auditing or financial planning or analysis work; or
A master's degree from an accredited college or university in accounting, business
administration, public administration, or possession of a Certified Public Accountant (CPA)
certificate and three years of professional experience as described above.
Professional or nonprofessional experience as described above can substitute on a year-foryear basis for the required college education.
