The primary duty of the employee(s) in the position(s) allocated to this class is to spend the majority of time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward or discipline subordinate employees or the effectively recommend such actions. Plans work loads, work flows, deadlines, work objectives and time utilization of staff. Evaluates employees through establishing evaluation criteria and responsibilities; meets regularly with employees to ensure the established criteria are met. Trains employees in methods for performing an effective and efficient job. Communicates on a regular basis with employees both individually and in staff meetings. Directs the work of employees to ensure best use of time and resources. Supervises a quality control field unit engaged in reviewing and documenting eligibility determinations to assess the validity of decisions concerning the initial and continuing eligibility of persons receiving services. Consults with program offices on policies issued and interpretations to ensure that reviews are conducted in accordance with requirements. Interprets federal and state laws and regulations as they relate to the administration of a social and economic services program. Assists Quality Control Analysts with the review of specialized and complex eligibility determinations; evaluates accuracy of completed reviews. Ensures accuracy of complex and technical analytical reports and records of investigative findings to identify specific errors in recipient eligibility. Provides orientation and in-service training for all quality control staff assigned to unit. 5891-QUALITY CONTROL SUPERVISOR-SES Assists in developing quality control policies and procedures relating to specific program areas. Applies and interprets program policies to individual case reviews. Participates in the analysis of findings for groups of error cases and in the preparation of reports in planning and implementing corrective action(s) to meet program objectives. Participates in meetings held with program office and district program staff in planning steps required to implement and evaluate corrective action(s). Consults with federal staff on quality control requirements, state quality control operations and federal monitoring of review systems. Performs related work as required.
