DATE: February 2014 Job title: Qualifying Supervisor (QS) Electrical Company: Mears Ltd Line Report: Technical Compliance Managers Direct Reports: Electricians and contractors Location: Various areas around London and SE branches JOB PURPOSE To supervise a team of electricians working at various branches within a fixed geographical radius in and around the Greater London area and liaise with Branch Managers / Contractors and Clients as and when required. Whose main area of work is to maintain electrical systems and appliances in domestic and commercial properties to a high quality standard, in accordance with the current Edition of the Wiring Regulations PRINCIPLE ACCOUNTABILITIES 1. To work across a number of contracts / branches as deemed necessary by Technical Compliance. 2. To supervise a team of electricians and apprentices ensuring that work is carried out in accordance with BS7671 & The Electricity at Works Regulations (as amended) and with Mears procedures as published on the IMSP. 3. Where necessary train and instruct electricians and apprentices on the use of testing equipment, lock off kits and other appropriate equipment which is essential to ensure safe working practices at all times. 4. To be the main point of contact between Mears Technical Compliance Team / NICEIC / SHE / Branch Managers and where appropriate the contractors and client. 5. Where required issue works to electricians as appropriate to their skill level and / or supervise electricians as required. 6. Take reasonable care of the Health and Safety of themselves and others who may be affected by their acts or omissions. 7. Using the Destiny web portal verify electricians inspection & testing results, (where not used verification will be by use of NICEIC approved certification and reports) 8. Carry out Quality Audits on a regular basis as indicated by Compliance or as required. 9. Deliver regular Tool Box Talks of an electrical / SHE nature, either as indicated by Compliance or findings from the audits / certification. 10. Be responsible for the safe keeping of: Electrical Library / Electrical Forms / Electrical Test Kits / Digital Pens / Any other Mears equipment issued to and in use by Mears electricians. Most of which is located at the individual branches across their area of responsibility. 11. Be responsible for the Internal calibration of all test kits and to keep records on Mears Plant and Equipment database. Liaise with Compliance and our nominated External Calibration company to ensure instruments are calibrated in accordance with Mears published guidelines. 12. To take responsibility for all actions undertaken by the electricians under his/her supervision. 13. As required hold impressed stock of spares for test instruments / Pens / forms / technical books keeping up to date records of items issued. Electrical QS/supervisor -TC/sg/Jan 2014 DIMENSIONS The primary reporting line is to the Electrical Compliance Managers. The job role will include a close working relationship with branch Managers, Regional H&S Managers, Supervisors, Electrical operatives and Electrical Contractors FINANCIAL RESPONSIBILITY Responsible for safe guarding equipment, tools and stock. Minimise the financial and environmental impact of waste. COMMUNICATIONS Apart from Team Members the main contacts of this post are Customers / Clients, Branch Managers / Site Supervisors, Branch administrative Staff, Operatives and Regional Support staff such as our Mobile PAT operatives. Outside agencies such as DNO / Meter Operators / NICEIC as required KEY TASKS To supervise a team of electricians working at various branches within a fixed geographical radius in and around the Greater London area. Be registered as the Qualifying Supervisor for the branch/s and be available for annual assessments by the NICEIC as proscribed within the rules of enrolment. Conduct QC of all electrical works undertaken by both in-house electricians / operatives and contractors as proscribed within Mears IMSP004. Verification of all inspection and test results, whether the inspection & testing certificates / reports are paper based or electronic created by Mears employees. Ensure the Mears Plant & Equipment DB is kept up to date with details of all electrical test equipment issued and in use by the electricians under the supervision of the QS. Including the equipment issued to any Mears ‘Maintenance Operatives’. Ensure that Mears Test Equipment / Digital Pens and Safety Equipment is in good order and regularly inspected. Trace, diagnose and rectify faults using appropriate testing and measuring equipment, ensuring systems and appliances are left in a safe and serviceable condition. Undertake routine maintenance and servicing to electrical systems and appliances** to the standards required by IET (GN1,3,5,7,8 in particular) **Generally at Mears branches undertaken by Mobile PAT operative. Be prepared to act as a mentor to trainees within the organisation and encourage a learning environment. Be available for any audit conducted by Compliance / SHEQ / NICEIC. Conduct as requested ‘Competence’ assessments as required by Compliance. Be the first point of contact for any electrical issues, either raised by the client or the electricians on site. Be able to deliver regular TBT’s to electricians and any other staff of an electrical bias. Conduct / Arrange Portable Appliance Tests** on all the group office equipment and owned portable appliances as and if required.**Liaise with MPAT operative if needed or where required conduct urgent PAT by use of issued equipment. Erect use and dismantle access equipment. Obtain, where requested, Customer feedback on completion of works. Any other duties as deemed necessary, if these duties are of a greater level of responsibility or skill of those required in the post then full training and appropriate supervision will be provided. Not to recklessly or intentionally interfere with or misuse anything provided in the interests of Health and Safety. To assist with regular Health and Safety inspections in their own workplace. To repair and/or replace timber roofs PERSON SPECIFICATION Essential To have a proven track record of supervising a team of electricians working at remote locations. Able to supervise a team of electrical operatives and electrical contractors with tact, integrity, honesty, un-biased and professionally. The ability to lead by example when installing, repairing, inspecting & testing electrical installations and have the knowledge and experience to fill in correctly, the appropriate Electrical Certificate or Electrical Condition Report for the type of work being undertaken. The following qualifications are essential: {Note some of the qualifications are early versions and only the full qualification will be accepted} City and Guilds 2360 Parts 1 and 2, or NVQ Level 3 Including AM2, or City and Guilds 2330 Levels 2 and 3, or (from Sept 2011) City and Guilds 2357 Including AM2 City and Guilds 2392 – Fundamental Certification, Inspection and Testing, City and Guilds 2391 (or to have shown competence in the area of Inspection & Testing electrical installations, in accordance with Guidance Note 3 of the IET and have a good knowledge of a variety of electrical installation work. Or to have been assessed by such persons as the NICEIC for the role of Qualifying Supervisor) or City and Guilds 2394 –Initial Verification and Certification of Electrical Installations, and City and Guilds 2395 – Periodic Inspection, Testing and Certification of Electrical Installations, and City and Guilds 2382-10/12 or 2382-20 (17th Edition of the Wiring Regulations, preferably the C&G2382/12 or show clear understanding of the latest Amendments) City and Guilds 2399 (Environmental and Renewable Technologies) Should the role require the candidate to work on and maintain Solar Thermal Hot Water Systems or The Installation and maintenance of Small Scale Solar Photovoltaic Systems. C&G2377 (Portable Appliance Testing) Should the role require the candidate to carry out PAT. From April 2013. If the applicant has not held the post previously in the last 2 years of Qualifying Supervisor, they will need the additional qualification of C&G 2397 or EAL 7965 Relevant English & Maths qualifications.
