Business Intelligence & Database Analyst
(Exempt)
Reports To:
Director of Management Information Systems
Salary Range:
Level 20 -(Position is budgeted for an annual salary in the low $60,000
range with benefits)
Job Summary:
This position serves the needs of the CSC’S staff and providers as business
customers of the data collection and reporting systems by translating their
analytical needs into actionable technological solutions. The ability to
switch contexts between the understanding of high level business
processes and the underlying data structures to validate & document the
requirements would be needed to be successful in this position. This role
would serve to be a business partner to the staff, collaborating with them
to ensure that the quality solutions are delivered to match their
functionality and requirements. Willingness to support the analytical
needs of business areas such as Operations, Finance, Research &
Planning (RAP), MIS, Program Services (PS), Public Affairs &
Organizational Development (PAOD) or others as required. This position
works with provider-supplied information and CSC staff to continuously
improve reliability and procedures related to data storage and collection.
This position integrates and analyzes information for all CSC departments.
Major Duties and Responsibilities:
Review, update, and investigate pertinent data from social service
providers to insure a high level of quality, accuracy and timeliness. This
includes manipulating multifaceted databases to analyze and report all
aspects of the data.
Utilize any available applications (Tableau or SSRS) to design and develop
dashboard for BI and predictive analytics reports.

Work closely with consultants on various MIS projects such as the Data
Warehouse (DW), Business Intelligence (BI), etc.
Collaborate with business data owners to develop, analyze, maintain and
submit reports used to measure, monitor and manage data.
Work with and maintain all SQL data base systems, i.e., SAMIS, STAR,
Great Plains and others.
Work with departments to improve and systemize as they compile and
analyze data including comparison of outcome measures to benchmark,
identifying trends, completing barrier analysis, etc. Assure completion,
accuracy and timeliness of all reports and data.
Cross training with other MIS team members to learn all aspects of SAMIS
on the front end and back end reports.
Conduct troubleshooting with management and MIS staff as problems in
data management systems arise to promote consistency in reporting.
Compile documentation for high-level design, flow diagrams, mappings
and technical specification documents for DW & BI applications.
Follow federal and state laws, in addition to implementing programs,
policies and procedures in accordance with CSC’s priorities.
Conduct oneself in the best interest of the County’s constituents and in
support of the CSC’s mission statement.
Perform other related duties as assigned.
Experience, Knowledge, Skills and Abilities:
Bachelor’s degree in Business, Mathematics, Computer Science,
Information Systems or related field and five (5) years or more of relevant
experience in a governmental, not-for-profit agency or complex
organizational environment, especially related to Data Warehouse, data
analysis or database administration. Microsoft DBA or other DBA
certification preferred; OR Associate’s degree in Business, Mathematics,
Computer Science, Information Systems or related field and seven (7) years
or more relevant experience in a governmental, not-for-profit agency or
complex organizational environment, especially related to Data
Warehouse, data analysis or database administration. Microsoft DBA or
other DBA certification preferred; OR high school diploma or equivalent

and fifteen (15) years or more successful progressive experience in a
governmental, not-for-profit agency or complex organizational
environment, especially related to Data Warehouse, data analysis or
database administration. Microsoft DBA or other DBA certification
preferred.
Knowledge of current computing technologies and software applications
such as specialized Business Intelligence software, SPSS, Tableau,
Minitab, SQL query language, Microsoft Access, SharePoint and other
database applications appropriate to the position’s job responsibilities.
Hyperion and SQL Reporting Services expertise required.
Experience with and understanding of Dimension Modeling - Star Schema
& Snowflake with Kimball methodology; ability to create conceptual
models to capture system wide requirements.
Excellent analytical skills and attention to detail.
Detailed familiarity with computer systems, word processing,
spreadsheets, statistical packages and other data base management
software.
Good organizational skills; the ability to handle multiple priorities
simultaneously with a high quality result.
Ability to communicate effectively, both orally and in writing.
Must possess valid driver’s license and vehicle insurance or have other
means to enable travel locally and non-locally, including getting to work
and going to other locations during the day for meetings as well as
overnight travel.
