The Single System
England Hockey Board’s (EHB) Single System for the development of young hockey players in
this country is now in it’s second year. This model has been five years in the planning, piloted in
2008/09, and initially implemented in 2009/10. It is based on scientific research, or the Long
Term Athlete Development Programme, which adopts a preparation, competition and recovery
cyclical model of performance.
Figure 1: The EHB Single System
The Single System is a process of delivery with a structured pathway designed to enable, not just
junior players, but coaches and officials, to fulfil their potential in an equitable, transparent and
consistent manner across the country. It is designed to give equal opportunities and equity in
coach delivery whether you live in Hertfordshire or any other part of the country. It is designed
to ensure that suitable levels of coaching and competition are offered at appropriate stages of
development to fulfil potential, be it as a club or International player, coach or official.
JUNIOR DEVELOPMENT CENTRES (JDCs)
This is a new level of performance is designed to deliver the development of core skills above
school and club at local training centres for boys and girls aged U13-U17 in any one calendar
year. JDC’s are open to players nominated by schools and clubs with either current or potential

talent in hockey. Coaching will be delivered to an EHB syllabus by qualified coaches and in
addition to training there will be festival competition between local county based JDC s.
Following the JDC training and festival assessment, players will be nominated by coaches to
attend Junior Academy Centre (JACs).
Due to restrictions in number of coaches available and numbers except for the U13 and U14
girls, all squads are combined.
To get to the next stage in the ladder, JDC players will be assessed in the EHB core skills as set
out by England over the 4 training sessions and the 1 competition session. As a result of this
assessment certain players will be nominated to JAC. To get to JAC, a JDC player needs to
attend a minimum of 3 sessions out of the 5 set out in the calendar.
JUNIOR ACADEMY CENTRES (JACs)
This is the second step on the England Hockey Board’s developmental ladder and formerly
county hockey. Nominated players from the JDCs will receive further coaching in the core skills
and match play from qualified coaches with competition between the JACs within regions. JACs
will run from January to May in a given season.
Hertfordshire are seeking to coach approximately 30 boys and 30 girls in the U13 and U14 age
group, and approximately 24 boys and 24 girls in the U15, U16 and U17 age groups in training
squads. The 2012-13 season saw a change in the organisation of the JAC championships. All age
groups will have 3 competition dates. The first 2 of which will be festivals and will consists of 3
or 4 counties playing together and offering the ability for Counties to put in more than 1 team if
they can. The final competition date will be for the shield and teams will be selected on merit.
Following the JAC programme, coaches will nominate players to attend assessments for the
Junior Regional Performance Centres (JRPC’s), a sub-regional level of development for
potential full regional players. Selection into the full regional squads will lead to participation in
the High Performance Camps (HiPACs) for U15 and U17 and the Futures Cup for the U16 and
U18 age groups.

Clothing
The County makes use of a facility offered by the Hockey Centre that allows you to order kit online. For JDC U14 Girls, where we have a Kite-Stag split, there is a red T-Shirt available for
Stag and sky blue for Kite. For all the other Age Groups please select the combined T shirt of
Royal Blue. For Goalkeepers there is a yellow smock. It is not compulsory to have a T-shirt. See
the advert in Appendix 1 at the back of this document.
Players can wear any socks, shorts, skirt, skorts they like. For those Players who went to JAC or
above please do not wear your Herts or JRPC shirt. We will use numbered bibs for every training
session.
The County website
The County have a website – http://hertfordshirehockey.pitchero.com/. This site is maintained by
the Herts Administrator. The site is used as a communication vehicle for hockey in the County. It
has links to all the club sites in the County.
JDC Assessment and Nomination to JAC
Throughout the whole of the JDC season (i.e. the 4 training sessions and the tournament), the
JDC Leader and the rest of the coaching team will assess each player for a set of core skills
ascribed by the EHB. (Details about these core skills and the scoring system can be found in
Appendix 5). Assessment is only made on what is seen at JDC training and competition. This is
according to the guidelines issued by the EHB. So we take no account of school or club
assessments. In addition, just because a player was in a JAC or JRPC squad in the previous year
it doesn’t mean that they will get to that stage the next season. It is a way that the Single System
has improved the ability for players to reach national level or to keep proving themselves.
Nomination Process to JAC
The steps involved in the nomination to JAC are as follows:
1. The Lead Coach, or a member of the coaching team assess, each player at each session.
The County supply an Excel spreadsheet which contains the player’s name and their bib
number and colour to help the coaching team carry out the assessment.
2. At the JDC Competition, an independent assessor is appointed. This person is a county
coach who has not been involved in the Group on a regular basis. (This year the
independent assessors will be Tom Godfrey – Director of Coaching – and Simon
Holloway – County Welfare Officer).
3. At the end of the Competition, the JDC Coach collates the independent assessor’s
comments and marks into his/her own for the JDC Competition.
4. The Excel spreadsheet will then generate an average score for each player for the whole
of the season. The Lead Coach reviews these average marks and rounds up or down to
make a whole number as the EHB system only acceptance scores of 1, 2, 3 or 4. In the
vast majority of cases the score is rounded up, there are guidelines issued to the Coaches
on how to use their discretion.
5. The comments from all the sessions are then used to produce the JDC General Comment.
The recommendation to coaches from the county is that the format should be: areas of
strength, areas to develop, general comments.
6. The comments and scores are then entered into the EHB system and then signed off by
the Lead Coach. The Director of Coaching then carries out a review of the JDC report for
all players. If necessary he may refer back to a coach a report for some further
explanation or if he is happy, he will mark the assessment as complete.
Date: 09/04/2020
Page: 7
HERTFORDSHIRE HOCKEY
7. When an assessment report for a JDC group is marked as complete the system then sends
an email to each player in that group to say the report is available to be read.
8. When Director of Coaching marks an assessment as complete, he will send the Herts
Administrator an email to let him know the names of the players who are to be nominated
to the next stage. The Herts Administrator will then send the relevant yes or no email.
This is done through the EHB system using the contact system, which means that all
correspondence is marked against a player. The places available at JAC (based on all
County JRPC players returning to JAC) are:

9. On receipt of the JDC report, players and parents can post a comment, which will be fed
back to the lead coach. Or alternatively, contact can be made to the County Welfare
officer. If the contact comes through to County Welfare Offices it is treated as an appeal
against the assessment.
JAC Nomination Appeal Process
Step 1: If a player does not agree with the assessment marks given to him/her, then the first step
is to contact the JDC Lead Coach through the comment capability on the EHB system. This
means that that the comments are registered on the EHB system. It is incumbent on the JDC
Lead Coach to reply to these comments (The EHB system will send an email to him/her to say
there is a comment for him to review).
Step 2: If no reply is received or the reply still does not satisfy the player, then the next step is to
email the County Welfare Officer (simonr.holloway@gmail.com). Please provide the following
information:
 A copy of all correspondence with the JDC Lead Coach
 A copy of the relevant JDC report
In the email please state the reasons for going to appeal (i.e. what is it you do not agree with or
are unhappy about. The County Welfare Officer on receiving this information will make contact
initially by email and then by phone to talk to the player. This is to provide him with more detail
before the internal review.
The internal review now takes place. Here the County Welfare Officer and The Director of
Coaching review the JDC Report in the context of the rest of the squad. They will contact the
JDC Lead Coach and other members of the coaching team to get their views. Either the Director
or the Welfare Officer will contact the player by phone and discuss the result of the review.
Step 3: If the player is still not satisfied with the outcome of this review, then a request to go to
3rd stage can be made. The request should be made in an email to the Director of Coaching,
copied to the County Welfare Officer. .The County will appoint an independent coach to
assessor to assessor the player in a game at club or school. There is a charge for this as The
County has to pay the time of the coach to attend the game and write the report. The cost for this
is £30. The Director of Coaching will appoint an assessor and inform the player who that is. It is
then the responsibility of the player to provide the assessor with the details of when suitable
matches for the review to take place are. The Assessor and player will then agree a date for

review. The Assessor will provide back to the Director and Welfare Officer a copy of a report of
the Assessment with a recommendation. This will also be sent to the player. The
recommendation of this report is binding on both the County and the player.
JAC
The Junior Academy Centre (JAC) is the next step up from JDC. Players selected for JAC come
from 2 places. Firstly those players from the County who were nominated to the Regional
Performance Centre (JRPC) have automatic entry into JAC. Secondly players from JDC are
nominated as a result of their assessment during the training sessions and the competition day.
