Statute of the Contest
for young foreign scientists holding a Ph.D.
who suggested promising scientific projects for NRNU MEPhI in 2014-2016.
Moscow 2014
1. General regulations
1.1. The aim of the Contest for young foreign scientists holding a Ph.D. who
suggested promising scientific projects for NRNU MEPhI in 2014-2016 (hereinafter
- the Contest) is to select young foreign scientists with the best projects for their
further implementation in scientific branches of the National Research Nuclear
University “MEPhI” (hereinafter - NRNU MEPhI) in the frame of NRNU MEPhI
Competitiveness Growth Program (hereinafter - the Program) and in accordance with
the Program Plan of Activities for solving tasks set for Russian universities in the
frame of the open contest for providing universities of the Russian Federation with
the state support aiming at raising their competitiveness among world scientific and
educational centers, held in accordance with the Decree of the President of the
Russian Federation №599, May 7, 2012, and the Resolution of the Government of the
Russian Federation №211, March 16, 2013.
1.2. The organiser of the Contest is the Federal State Autonomous Educational
Institution of Higher Professional Education «National Research Nuclear University
MEPhl».
Location and mailing address of the Contest organiser: Kashirskoye shosse 31,
Moscow, 115409, Russian Federation.

1.3. The Contest is announced by NRNU MEPhI rector’s order and is held annually
within the time limits set by the order.
1.4. For implementation of the winning project in NRNU MEPhI, presented by a
young foreign scientist holding a Ph.D. the director of the branch of NRNU MEPhI,
where the project will be implemented, is to choose a scientific adviser for the project
from leading scientific branches of NRNU MEPhI.
1.5. A foreign scientist holding a Ph.D. will be provided with the dormitory if
necessary.
1.6. Relations of the parties in the frame of the Contest are regulated by labour
contract and statutes of law of the Russian Federation.
1.7. Winners of the Contest will be awarded with labour contract.
1.8. Application forms not conforming to the conditions of the Statute about the
Contest, presented with application order violation or later than the term set, will not
be considered by the Contest Expert Committee for young foreign scientists holding a
Ph.D. who suggested promising scientific projects for NRNU MEPhI in 2014-2016.
1.9. Contest projects will not be returned, reviews will not be issued.
1.10. Contest procedure is presented in Annex 1.
2. Requirements to participants of the Contest
2.1. Contest participant may be a young foreign scientist who received the Ph.D.
degree not later than 5 years before the date of the Contest announcement.
2.2. Age of Contest participant at the moment of applying for the Contest should be
not more than 35 years old.
2.3. Contest participants may be young foreign scientists who filled the Contest
application form in accordance with the stated application form presented in Annex 2
of the Statute.
2.4. A foreign scientist holding a Ph.D. has a right to present one promising scientific
project.
2.5. At the moment of applying for the Contest a foreign scientist holding a Ph.D.
must have not less than three papers, indexed in “Web of Science” database as well as
international working experience in scientific research centers or leading foreign
universities.
3. Requirements for promising scientific projects and their implementation
conditions
3.1. Declared research activities should not repeat active or completed promising
scientific projects out of all levels of budgetary funds and other sources.
3.2. A foreign scientist holding a Ph.D. sending an application for the Contest
proposes theme and brief description of the promising scientific project for its further
implementation in NRNU MEPhI in accordance with Annex 2 of the Statute.
3.3. A scientific adviser of the winning scientific project performs the following
functions:
a) provides management of the promising scientific project and activity of a foreign
scientist holding a Ph.D.;
b) suggests help for administrative support of a foreign scientist holding a Ph.D.;
c) confirms the written consent to perform obligations while assessing the
application of a foreign scientist holding a Ph.D.
3.4. In the frame of confirmed labour contract with a foreign scientist holding a Ph.D.
NRNU MEPhI:
a) provides continuous salary payment during the period of the contract;
b) provides working place for a foreign scientist holding a Ph.D., access to present
experimentation facility for implementing the promising project;
c) according to the results of the application considered by NRNU MEPhI
International Consultative Council, results of Expert Committee conclusion and
recommendations of a scientific adviser NRNU MEPhI makes a fixed-term
prolongable employment contract with a foreign scientist holding a Ph.D. or
makes a fixed-term employment contract on probation period of 3 (three) months
after which NRNU MEPhI may make a fixed-term prolongable employment
contract taking into account scientific adviser’s recommendations.
3.5. The result of the conducted promising project will be publication of articles in
scientific journals with the net impact-factor not less than 4 (four) (according to
Journal Citation Reports (Thomson Reuters)) (submission is obligatory) and sending
2 (two) international applications for issuing invention patents (if available).
3.6. While implementing a promising scientific project a foreign scientist holding a
Ph.D. by agreement with the scientific adviser should promote promising scientific
project’s results in the form of reports at international conferences, seminars and
using different form of external media.
3.7. A foreign scientist holding a Ph.D. and his/her scientific adviser takes the
responsibility for achieving results of a promising scientific project, considered by
the contract.
4. Contest period
4.1. Period of submitting applications and holding the Contest is set by NRNU
MEPhI rector’s Contest order.
4.2. Applications received after the closing date are not admitted to the Contest.
4.3. Period of announcing the Contest winners is set by NRNU MEPhI rector’s
Contest order.
5. Procedures of Contest application form preparation
5.1. A foreign scientist holding a Ph.D., interested in participation in the Contest
should prepare a Contest application form in electronic form or a hard copy according
to the Contest application form presented in Annex 1 of the Statute and send it to the
Contest e-mail: postdoc@mephi.ru or to NRNU MEPhI mailing address:Kashirskoye
shosse 31, Moscow, 115409, Russian Federation.
5.2.
Signing the Contest application form a foreign scientist holding a Ph.D.
guarantees that he/she:
- agrees with the Contest conditions;
- doesn’t violate copyright of the third party;
- doesn’t claim for confidentiality of the materials submitted with the application
(i.a. plans of scientific projects) and gives the Contest organisers the right for their
non-commercial use.
5.3. The Contest application should be prepared and submitted in both Russian and
English language or in English only. If any other documents are presented in different
languages, they should be submitted only together with notarised Russian and
English translation.
6. Considering Contest applications, including promising scientific projects,
selection criteria
6.1. Contest applications received including promising scientific projects are checked
according to requirements of the Contest Statute and data credibility. If any
discrepancy or false information is found, application will be dismissed and a
notification will be sent to an applicant.
6.2. When received and checked applications for promising scientific projects are
directed to an Expert Committee within not more than 5 (five) working days from the
closing date of submitting applications.
6.3. NRNU MEPhI Contest Expert Committee considers applications for promising
scientific projects and chooses the best one according to the following criteria:
- timeliness of the theme of a promising scientific project;
- academic novelty of a promising scientific project;
- originality of the author’s approach to delivering scientific ideas;
- practical relevance of a promising scientific project;
- consistency, reasoning, literacy;
- quality of work documentation.
Having considered and chosen applications NRNU MEPhI Contest Expert
Committee draws up a protocol and sends selected applications for promising
scientific projects to NRNU MEPhI International Consultative Council for further
expert examination.
6.4. NRNU MEPhI International Consultative Council performs an expert
examination of the applications received, ranks promising scientific projects of
foreign scientists holding a Ph.D. and sends the examination results to NRNU
MEPhI.
6.5. Expert Committee gets the examination results (rating) from NRNU MEPhI
International Consultative Council, chooses the winner of the Contest, draws a final
protocol and transfers information on the Contest results to Scientific Research
Department for further placing on the official NRNU MEPhI website.
6.6. The winner of the Contest will be a foreign scientist holding a Ph.D. who
suggested the best promising project for NRNU MEPhI.
6.7. In accordance with expert examination results all applications are ranked and
Expert Committee makes decision about the Contest winner and their number by
voting if a quorum is present not less than 2/3 of overall Expert Committee.
7. Announcement of Contest Results and interaction with winners
7.1. Information on results and winners of the Contest are placed on the official
NRNU MEPhI website in “Contests” section and may be published in media and the
Internet.
7.2. E-mails with the Contest Results are sent to participants and winners of the
Contest.
7.3. In agreement with the assumed NRNU MEPhI scientific adviser a draft of labour
contract will be sent to winners of the Contest for considering and further interaction
and employment in NRNU MEPhI.
7.4. Department of international cooperation issues an invitation for employment visa
and work permit for the winner of the Contest if necessary.
7.5. Organisational Legal Department makes labour contracts with winners of the
Contest when they arrive at NRNU MEPhI.
