Description: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently,
and/or a negligible amount of force constantly to move objects. Light work requires walking or standing
to a significant degree and pushing and/or pulling.

The Assistant Director, Parking and Transportation is responsible for overseeing all activities
performed within Parking and Transportation Services to include enforcement and field
operations, campus shuttle operations, and transportation management. Additionally, the
incumbent is responsible for long-term planning to meet parking demands, identifying and
implementing strategic parking initiatives, and oversight of all parking facilities. The position
maintains a role in business analysis and process improvements for broader Facilities Services
Department (FSD) operations, with emphasis in the implementation of new technologies. As a
member of the FSD management team, the incumbent participates in strategic planning, policy
development and process planning for respective units.

30% - Leadership and Employee Management
 Supervise functional managers including: the parking administrative office, special
events coordination, campus information centers, enforcement, maintenance, campus
shuttle operations, parking meters, and campus parking structures
 Formulate and communicate university and department policies, rules, and regulations
to staff and ensure compliance
 Work with personnel staff to identify employee training needs, morale issues and
leadership development opportunities for unit; develop and provide guidance for
supervisors and staff in areas relating to how FSD does business in the most efficient
and effective way

35% Operations and Program Management
 Plan, implement and coordinate program services
 Oversee all parking facilities, grounds and events
 Ultimate responsibility for the quality of parking and transportation service operations,
plans, maintenance, construction, events, etc.; develop long-term preventive
maintenance plans
 Analyze FSD Parking Services operations and implement process improvements
 Liaise and coordinate with local municipalities to offer services
 Act as ex-officio member on the University Parking and Traffic Board which provides
recommendations on campus parking and transportation concerns to Vice President,
Administration and Finance for approval
 Troubleshoot and solve escalated complaints and problems; solutions require evaluation
of multiple options
10% - Fiscal Management
 Manage the Parking and Transportation budget, which is a fully self-funded auxiliary
operation, and the department’s bond debt accounts; maintain and improve the cost
effectiveness of work performed
 Budget resources with the goals of improved cost-control procedures, reallocation of
resources to conform to changing priorities, and developing management and audit
controls to assure compliance
 Create and monitor funding plans to service current debt and plan for new construction
 Develop and present parking and transportation plans, budgets, and reports to Senior
Director, Planning & Construction for future campus parking and transportation services
15% - Business Process Administration
 Analyze, identify and implement business process efficiencies, including development
and implementation of internal processes and procedures to ensure compliance
 Identify and implement new technologies to improve operations and service
 Accountable to project milestones and deliverables; identify and communicate needed
resources, scope increases and time delays to senior management for business
processes
 Serve as liaison with IT; assist in technology selection process and work with IT staff to
complete projects
 Serve as the point person for various special projects
10% - Strategic Planning
 Plan and implement goals for improving Parking and Transportation Services and
handling future parking capacity issues
 Create and implement a 5-Year perpetual Parking Strategic Plan
 Attend and participate in professional group meetings; stay abreast of new trends and
innovations in the field
 Serve as a member of the senior leadership team to set priorities, goals, and key
performance indicators

The Assistant Director has autonomy for all administrative and operational aspects of parking
and transportation services on campus. The incumbent designs and implements operational
improvements, develops operating budgets, proposes department policies, and
parking/transportation programs. Incumbent is ultimately responsible for work quality, accuracy,
and meeting deadlines by staff and for projects assigned. Incumbent develops and implements
strategic and operational initiatives as part of routine functions.

The Assistant Director is responsible for developing and recommending the Parking and
Transportation budget and makes routine revisions based on business needs; final budget
submission is approved by the Senior Director, Planning & Construction. The position works
with senior leadership on personnel issues, planning, goals, and long-term objectives.

Bachelor’s Degree
Five years of related professional experience

Relevant Experience: progressively responsible managerial experience in
