Business Process Engineer Clearance Required: Active Top Secret with Polygraph Location: Fort Meade, MD Anticipated Start Date: Immediate Pending Customer Approval PCI has an immediate, funded opening for a Business Process Engineer on our Prime contract supporting the Agency in Ft Meade. The contractor will support the delivery of key project deliverables related to Business Process Improvement and Reengineering efforts. The contractor is accountable for assessing current state (AsIs) business processes and working with key stakeholders to understand and document future state (ToBe) processes, and their respective Standard Operating Procedures (SOPs). The contractor is also responsible for establishing effective partnerships with the various diverse organizations to obtain information required for current state processes and to gather data to facilitate process improvements. The contractor shall provide support for the following tasks: Process Documentation: Document current state processes and deliver process/value stream maps to the customer. Processes: Document and publish Agency administrative and technical processes and procedures. Assist with the development and maintenance of a directory of Agency SOPs. Continuous Process Improvement (CPI): Work with Agency organizations and other contractors to propose future stats processes and improvements utilizing standard techniques in Lean Six Sigma (LSS) and Business Process Reengineering (BPR). Business Process Reengineering: Assist with planning and conducting BPR sessions with Subject Matter Experts (SMEs) and contractors using an LSS approach to identify process gaps, hidden factories, rework, and non-value added steps in the business processes and document business rules. Apply LSS and Systems Engineering methodologies to the BPR sessions for integration of system concepts into the business process. Data Analysis: Assist with critically evaluating information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract from low-level information to a general understanding, and distinguish user requests from underlying needs while highlighting the root causes for defects/concerns. Requirements: Elicit and confirm requirements and functionality gaps using interviews, documents analysis, requirements derivation, surveys, site visits, SOPs, use cases, scenarios, business analysis, tasks, and workflow analysis for delivery to the customer. Communication: Proactively communicate and collaborate with customers to analyze information needs and functional requirements to deliver the following: Process Diagrams, Business Requirements, Use Cases, SOPs, Integration Touch Points, etc. Facilitation: Facilitate meetings between SMEs and System Development contractors and track action items. Functional Analysis: Provide strong analytical and process documentation skills to the effort, by demonstrating an understanding of how to interpret customer business needs and translate these into the application and operational requirements. Provide support in identification of relationships, overlaps, and gaps in functional areas that impact the Business Convergence (BC) mission. Operations: Provide assistance to each of the BC office with daily business operations to include daily work activities, reports, briefings, and coordination functions. Position Requirements Minimum Green Belt in Six or Lean Sigma Experience supporting or leading process improvement team Experience working and interfacing with senior Government staff Knowledge, experience, training with one or more other process frameworks (CMMi, ITIL, PMP, ISO, SCRUM) is highly desirable Experience in business process re-engineering Strong Visio and PowerPoint experience is required Experience working/supporting NSA is desirable.
