Part 4 - Commercialisation Cost
Provide estimated commercialisation-related cost with justifications to achieve your
sales targets within 6 months after the product development phase.
The sales target will be tied to the final grant reimbursement of 20%. This 20% will only be
disbursed upon delivering the sales target as per your specified timeline.

landscape and MDeC and Matrade organised trade missions.

7. Legal advisory cost – relating to distribution/reseller, licensing, franchising agreement
8. Travelling cost
*Restricted only to travelling cost spent for meeting potential customers and for participation in trade fairs,
exhibitions and etc. with justifications provided (i.e. company to provide full details of customer, objective,
outcomes etc. ). Only applies to economy class travel with no more than 2 persons per trip.
9. Accommodation
*Restricted only to accommodation cost spent during business trips for meeting potential customers and
for participation in trade fairs, exhibitions and etc. with justifications provided (i.e. co to provide full details
of customer, objective, outcomes etc. ). Claimable amount for accommodation in Asia and non-OECD
countries is limited to RM500 per day. Claimable amount for accommodation in OECD countries is limited
to RM700 per day. Any extra cost will be paid by the company itself.
Important note: If your company is awarded the Market Development Grant (MDG) from Matrade
pre/post PCF approval, then you are NOT allowed to double claim for the same expenses from PCF.

Intention to Apply
The Company intends to apply to MDeC for funding under the Product Development and
Commercialisation Fund (PCF) to assist the Company in carrying out product development and
commercialisation activities for the proposed project identified in this application (“the Project”).

Acknowledgment
(1)
The Company acknowledges that the submission of this application and/or the fulfilment
of the Eligibility Criteria specified in paragraph 6.3 below do not create an obligation or
guarantee on the part of MDeC to approve the application herein. If this application is
approved, any decision conveyed by MDeC to the recipient on the scope and amount of
the funding offered (the “Grant”) and the conditions upon which the Grant is subjected to,
shall be final and not open to any negotiation, appeal or recourse. If the application is
rejected, the decision conveyed by MDeC to the Company shall be final and is not open
to appeal or any other recourse by the Company.
(2)
The Company hereby acknowledges that while MDeC will use reasonable effort to
safeguard the confidentiality of the information submitted in this application, MDeC shall
be entitled to:
(a)
disclose the information submitted herein to such persons involved in the
evaluation process of this application including without limitation MDeC’s
employees, consultants, agents, advisors and/or such other persons as may be
appointed by MDeC;
(b)
use any information submitted herein for the purposes of consolidation, analysis,
and / or preparing statistics, provided that no identifiable details of the Company
is disclosed and if the Company does not agree that any part of the information
provided herein can be used for such purpose, it should expressly identify such
data and highlight the same to MDeC in advance in this Application Form.
Eligibility Criteria
The Company is required to meet the following Eligibility Criteria to be eligible to apply for the
Grant and upon receipt of the Grant shall continuously comply with such Eligibility Criteria at all
times thereafter, throughout the availability period of the Grant:
(1)
The Company:
(a) Is a company incorporated in Malaysia; and

(b) Is not the subject of a winding up order; and
(c) Has a paid up capital of at least RM200,000; and
(2)
More than 50% of the legal and beneficial ownership of the Company is vested in
Malaysian(s); and
(3)
a. The Company is not listed on local and/or international bourses and is not a company
in which more than 50% of its ultimate legal and beneficial ownership (direct or indirect)
is vested in a listed company; and
b. If the Company has previously received any such funding for a different product
development and commercialisation project(s), such project(s) has been completed
successfully; and

The Company is not a recipient of, or has previously received any funding under PCF
from MDeC; and
(5)
The Company is and has been an MSC Malaysia Status Company for at least one (1) year
as at the date of the application and complies with all conditions thereunder, including has
responded to quarterly AQIR surveys conducted by MDeC; and
(6)
Work on the Project (which is the subject of the Grant application) has not been
completed as at the date of this application; and
(7)
The Company is not listed on local and/or international bourses and is not a company in
which more than 50% of its ultimate legal and beneficial ownership (direct or indirect) is
vested in a listed company.
Specific Conditions
In the event this application is approved, the Company acknowledges and hereby agrees to be
bound by such conditions as may be specified in the Funding Agreement to be signed with
MDeC which shall include but not limited to the following conditions:
(1)
No part of the Project can be outsourced unless such outsourced portion(s)
(a) pertains to non-core R&D activities only;
(b) has been expressly declared in this application form; and
(c) has been approved by PCF committees.
(2)
The Company shall submit to MDeC evidence of Intellectual Property Right having been
created under the Project, comprising at least One (1) of any of the following:

filing applications of patent (excluding divisional patent), utility innovation, trade /
service mark or industrial design with the relevant authorities; or
(b)
assertion of ownership of copyright by way of affirmation of statutory declaration.
Utilisation of Grant
In the event this application is approved, the Grant will be made available on a reimbursement
basis in accordance with such milestones as may be specified in the Funding Agreement and the
Company shall only utilize the Grant for APPROVED CLAIMABLE COSTS only. “Approved
Claimable Costs” is defined to mean such item(s) and amount(s) that are eligible to be claimed
under the Grant and incurred by the Company in relation to the Project as specified in the
Funding Agreement. Unless specified otherwise in the Funding Agreement, Approved Claimable

In the event this application is approved, the Company shall, in the event the Funding

Personal Data Protection Statement
The Company hereby represents and warrants that with regard to the personal data (as defined
under the Personal Data Protection Act 2010) provided to or to be provided for the purpose(s) of
and/or in connection with this application and the Project, the Company has obtained the
required consent for MDeC to process the personal data in question. The Company agrees that,
with regard to the personal data which may be provided by MDeC to the Company for the
purpose(s) of and/or in connection with this application and the Project, the Company shall
comply with the Personal Data Protection Act 2010.










The problem statement shows that the company has conducted a comprehensive market study and has in-depth
understanding of the market needs.
Proposed solution is innovative, unique and sufficiently differentiated from local and global competitors’ solutions.
Proposed approach, technologies, system architecture/design are relevant, scalable, flexible and not obsolete.
Proposed hardware, software, network facilities, resources and other support are relevant to the success of the project.
Project activities, project deliverables, resource allocation and timelines are realistic and achievable.
Key project risks been adequately identified and there is a credible Risk Management Plan.
The project team has the necessary skills and experience / track record to deliver the project.
Substantial involvement of Malaysian Knowledge Workers in the core project elements.
Project manager has a proven track record or experience in project management.
Category 2: Commercial Merits







The company has defined its target market accurately and there are credible projections of future market growth. The
company target market is the global market.
The company has clear sales targets and market share goals been established in terms of geography and timelines.
The company has submitted credible Letter of Intent from prospective clients.
The company has a clear understanding of the competitive landscape within their target markets and has drawn up a
credible positioning strategy for their product vis-à-vis competitors (The positioning strategy must be supported by
the proposed product pricing, features, performance and delivery).
The company’s sales strategies, business model, identification of customers are credible, sustainable and attainable to
achieve commercialisation targets within 6 months after the product development phase.
Adequate sales & marketing expertise with proven track record to achieve commercialisation within 6 months after the
product development phase.
