PROMOTING YOUTH EMPLOYMENT IN SECTORAL INVESTMENT
AREAS (PYEII) GRANT SCHEME (TRH1.2PYEII/P-03)
ANNOUNCEMENT FOR THE SELECTION OF
INDEPENDENT ASSESSORS
BACKGROUND
Based on the rules and regulations of the Human Resources Development Component
under Instrument for Pre-Accession Assistance (IPA), European Union Coordination
Department in MoLSS (herein after referred to as HRD OS), invites the interested parties
to be independent assessors to assist in the selection of the projects funded under the Call
for Proposals regarding “Promoting Youth Employment in Sectoral Investment Areas
(PYEII) Grant Scheme” funded in the scope of HRD OP. The global objective of the
grant scheme is to attract and retain more people in employment by promoting youth
employment and decreasing unemployment rate of young people.
It is planned to recruit approximately 25 independent assessors for the abovementioned
Call for Proposal. Selected independent assessors will be invited to the assessment of the
grant applications by the HRD OS in line with the number of grant proposals. The HRD
OS reserves its right to increase or decrease the number of independent assessors to be
selected depending on the number of applications received and/or the quality of the CVs.
DURATION AND LOCATION
The anticipated working period for the Independent Assessors is given in the Table 1
below:

The mentioned period is indicative. However, it should be noted that these periods
indicate the total process of assessment. The HRD OS has the right to increase or
decrease the number of days stated above according to the number of grant applications.
The contracts with independent assessors will be signed for all evaluation steps.
The Candidates should consider their availability for the above indicative period for
assessment of applications. For this purpose, “Statement of Availability” declaring their
availability for the relevant period should be signed. The selected independent assessors
will be notified about the final time schedule of working days via e-mail by HRD OS.
Detailed information about the call for proposals will be published on the website of the
HRD OS (www.ikg.gov.tr) in the following days.
The working office of independent assessors will be the premises of HRD OS in Ankara:

Independent assessors will work under the supervision of the Chairperson of the
Evaluation Committee.
DESCRIPTION OF THE EVALUATION
The general stages of evaluation and selection of project proposals will be as follows:
1. Controlling the Administrative Compliance of the applications and Evaluation for
the Concept Notes.
2. Controlling the Administrative Compliance of the applications and Evaluation for
the Full Application Form.
3. Verification of Eligibility.
REQUESTED SERVICES
The recruited independent assessors will perform the steps as mentioned below:
1st Step (Administrative Check and Assessment of Concept Notes)
The independent assessor has to complete:
 The administrative checks,
 Respective check list for concept note,
 Assessment of concept note.
The administrative check of each proposal will be done by one independent assessor. The
evaluation of concept note for each proposal will be carried out at least by two
independent assessors.
The checklists and evaluation grids are presented to the Secretary of the Evaluation
Committee.

2nd Step (Administrative Check and Assessment of Full Applications)
The independent assessor has to complete:
 The administrative checks,
 Checklist for full application form,
 Assessment of full application form.
The administrative check of each proposal will be done by one independent assessor. The
evaluation of full application for each proposal will be carried out at least by two
independent assessors.
The checklists and evaluation grids are presented to the Secretary of the Evaluation
Committee.
3rd Step (Verification of Eligibility)
The independent assessor has to complete the eligibility checks by filling the respective
check list in the Guideline for Applicants. The verification of eligibility of each proposal
will be carried out by one independent assessor.
The check list is presented to the Secretary of the Evaluation Committee.
The independent assessors will perform a quality assessment of project application/
documentation in accordance with the Guidelines for Grant Applicants and any
supplementary documents provided to them.
REQUIRED OUTPUTS
The independent assessors will fill in individual evaluation grids for each step
mentioned above. The evaluation grids should contain concrete and objective reasons for
the scoring given to a proposal and shall be coherent with the final score and justify it in a
relevant/pertinent way.
WORKING SCHEDULE
Independent assessors will work in accordance with the indicative timing schedule
through the evaluation phases.
LANGUAGE
The working language is English and Turkish. All evaluation grids need to be filled in
English. Therefore, the independent assessors should have sufficient knowledge of
writing in English.

NUMBER OF MAN-DAYS AND FEES
Contracts with the independent assessors will be concluded for the evaluation of grant
applications under PYEII Grant Scheme. The fee for each step of evaluation process and
the maximum proposals evaluated by independent assessors per a day are stated in Table
2 below.
Please note that, independent assessors will be paid based on the quality of their
work and the number of applications assessed.

Fees are meant to cover all costs of the independent assessors including per diem and
travel costs. No additional funds are foreseen for the independent assessors who do not
reside in Ankara.
INDEPENDENT ASSESSORS PROFILE
The independent assessors must have the necessary qualifications and professional
competence to provide a reasonable opinion in the assessment of proposals, according to
the specifics of the particular procedures for the Call for Proposal. These points are
specified below:
Qualifications and Skills:
 To have higher education – at least bachelor degree;
 To have a good knowledge of English language (reading and writing). (This
should be proven by a valid Certificate of English language test (at least 60 in
KPDS or equivalent in TOEFL IBT 72, IELTS 4 and ÜDS 60 or similar
documentation like a diploma from a university in which English is the teaching
language, language course certificate).

 Candidates who have published academic articles in English or lecturing in
English language do not have to submit any language related documentation
referred to above.
 Full computer literacy.
The following will be asset:
 To have Master or PhD degree in the field of economics, labour economics, social
policy etc. (in the related areas)
 Knowledge of Project Cycle Management
 Knowledge of European Union financial instruments and procedures
General Professional Experience
 At least 5 years of professional working experience
The following will be asset
 Experience in preparation or assessment or evaluation of grant scheme(s) or
programme(s) in the relevant field of HRD OP.
Specific Professional experience:
 To have minimum 5 years of experience in employment, education, youth or
entrepreneurship fields.
The following will be asset:


Experience in the following fields:

Vocational and technical trainings.

Trainings/Guidance oriented setting up business/entrepreneurship.

Job and vocational guidance services.

Transition from school to work including internship/on-job trainings
programmes.

Innovative career guidance and consultancy services and entrepreneurship
support mechanism.

Job creation programmes.

Policy making on promoting employment.
Researches related to employment, labour market and entrepreneurship

The selection of the independent assessors will be performed by a Committee, established
by the HRD OS.
The selection procedure is as follows:

Respect for the deadline for submission of applications,
 Documentary check of the provided by the applicants based on required
documents,
 The Committee may interview the applicants (where necessary) only for the
candidates approved after the documentary check,
The evaluation will be based on the scoring Table 4 below:

The evaluation committee will decide on the scoring method of assets.
Any enquiries/questions regarding the application and evaluation process of candidates
are prohibited. Only successful candidates will be informed by e-mail and official letters.
Afterwards, those candidates who are selected as Independent Assessors will be invited
to sign Declaration of Impartiality and Confidentiality and a contract with the HRD OS.
In this declaration, Independent Assessors will declare that they will be impartial in the
process of project evaluation and selection, are not in direct or indirect relation with a
project proposal and does/did not participate in the preparation of any project under the
respective grant scheme. Independent Assessors should immediately inform the HRD OS
in a situation that may harm their impartiality. Also, Independent Assessors will declare
that they will keep all the information or document confidential and will not share it with
third parties.
Failing to declare a conflict of interest or failing to respect the confidentiality and
impartiality during the evaluation process where an independent assessor is involved may
lead to termination of his/her contract. Also, the respective independent assessor will bear
any other consequences and sanctions provided by the legislation or by the above
mentioned contract.
After the contract is signed, the independent assessors will participate in a training
programme regarding the call for proposal and the evaluation process. The dates and
premises will be notified to selected independent assessors via e-mail by HRD OS.

REQUIRED DOCUMENTS FROM THE CANDIDATES
 Curriculum Vitae in the requested format with the related information
determining the experience in the field specified in Table 3 (All the pages of

The Evaluation Committee may request the supporting documents to CV as

 Copy of the diploma(s) for higher education,
 Copy of valid certificates of English language tests (KPDS, TOEFL, IELTS,
ÜDS) or similar documentation like a diploma from a university in which
English is the teaching language, language courses certificate, where
appropriate.
 Statement of Availability for the evaluation period1.
After selection of independent assessors, HRD OS has the right to request the originals of
documents to be read and approved.
The CV format, application form and statement of availability can be downloaded
from the following website: www.ikg.gov.tr.
APPLICATION PROCESS
The requested documents have to be presented at the latest by 21.01.2013, at 16:00
(local time).
Each document must be presented as 1 original (with signature and initials as stated
in the application form) and 2 copies.
The required pack of documents has to be received on time in a sealed envelope. “REF:
TRH1.2PYEII/P-03 Selection of Independent Assessors” must be written on the
envelope while sending application documents to the address below:

Applications can be sent via courier OR can be delivered by hand at the administrative
office at the above stated address.
The deadline for the submission of applicaton is 21.01.2013 as evidenced by the date of
dispatch, the postmark or the date of the deposit slip. In the case of hand-deliveries, the
deadline for receipt is at 16:00 (local time) as evidenced by the signed and dated receipt.
Please note that applications sent by e-mail and/or after the deadline (as stated
above) will be automatically rejected.
Submitting any changes/supportive documents regarding application before the
deadline will be accepted. These documents have to be submitted in the same
conditions with original ones as stated above.
