Chief Architect Job Reference: LM People Job Code/Title: Location: Programme / Functional Group: ISGS11497 L2096I/Chief Architect London MPS CCF Description of Business Environment: The Metropolitan Police Service (MPS) polices an area of over 620 square miles and provides services to London’s 7.6 million residents, 3.5 million commuters as well as its 2 million daily visitors. It also has the responsibility for a number of national policing and security functions. Covering such a large area, with such a large population, means that frontline policing has become ever more reliant on the information, communications, and technology services provided and supported by the Directorate of Information. The Command and Control Futures (CCF) programme aims to replace the aging technology that currently assigns the Police resources to respond to 999 emergency calls and which also manages major London events such as the Notting hill Carnival. The procurement involved the selection of a computer aided despatch (CAD) product, awarded to Northrup Grumman and their Command Point application, tailoring it to MPS operations and then transitioning it to live operations so there is no impact on the 999 service to the general public. Lockheed Martin is the system integrator and technology partner to the MPS, contracted for up to 17 years on an initial base contract of £85m over 9 years. Lockheed Martin is responsible for transforming the MPS Systems & Services through improved integration of contact handling, customer service Technology Insertion for mobile application and new CAD. Specific Job Description:: Working with the Programme Manager, Chief Engineer, customer technical representatives, and LM engineering leads, the Chief Architect will own the solution for the new enterprise architecture and ensure that any requested changes are consistent with the approved architecture, representing the LM Team’s primary technical interface to the MPS. The Chief Architect will be a highly skilled information system architect, covering the whole spectrum of solution / infrastructure architecture, service oriented architecture (SOA), middleware, hardware & software, with knowledge in architecting and implementation, including mission-critical information systems. Responsibilities include; Key contributor to the capture strategy – shape the game. Key contributor to the selection of the correct partners to form the C&CF System Integrator team Definition of the System Architecture for C&CF and all architecture deliverables required Provide System Architecture direction for both the team and customer Support the LM programme office as required. Responsible for providing estimating, budgeting, architecture, and program planning information as required. Actively participate in definition of business area architecture definition for complex system Establish design and architectural guidelines for current and future software technological activities Adhere to LM IS&GS processes for system development Incorporate relevant LM and commercial relationships within the C&CF programme to increase LM IS&GS’s capability to grow the business and perform on the SI programme Required Skills: Previous knowledge as Chief Architect on multi company programmes in both bid and performance phases. Must have the ability to liaise and work with the customer to help them meet their long term strategic ICT aims. Knowledge of developing System Architectures with as many of the following aspects as possible is highly desired: Service Oriented Architecture, Virtualisation, Cloud transformation, Business Intelligence tools, Document Management, Business Process Management, Rules Engine, Forms Processing, Integration of structured data and content in various other formats, Web and mobile device, ITIL, Highly resilient (fault tolerant) with disaster recovery capabilities. Appropriate Degree from an accredited University or equivalent knowledge/combined education, with professional knowledge and specialised training commensurate with assignment. Management of all levels of all requirements within a DOORS environment, including the production and management of the requirements document e.g. (SRD, SSRD, ICD) and their conversion into specifications. Working knowledge of ITIL V3 and ideally foundation certified.
