TR-41.3.5 Chair’s Report for Aug 2015
Working Group TR-41.3.5 met on Tuesday, August 4, 2015. The following people were in attendance:

The TIA Important Notice of Participation and Intellectual Property Rights Policy were pointed out. No
relevant patents or published pending patent applications affecting the projects under consideration were
identified.
The agenda (TR41.3.5-15-08-001-L) was reviewed. Don McKinnon indicated he had an initial draft for a
proposal to revise ANSI/TIA-470.220-D to remove the alerter requirements for B-type ringing that he
would like to discuss under new business. The agenda was modified to add this item and approved
as -001-MR1 without further change. The report for the San Jose meeting (-003) was reviewed and
accepted without modification. The list of documents available for this meeting was reviewed and
updated (-002-MR1).
Project Status: The following is a summary of the status of each Project assigned to TR-41.3.5.

ANSI/TIA-PN-912-C, Wideband Gateway Transmission Requirements
Current Status: The second default ballot on Draft 2.1 of ANSI/TIA-PN-912-C-D2 closed on July 6,
2015 with 8 Approve, 1 Abstain, and 3 Ballots Not Returned (see TR41.3.5-15-08-005). TR-41.3 had
agreed during the May meeting that the document could be submitted for publication if the default
ballot resulted in no comments or only minor editorial comments that could be resolved by the editor.
Although no comments were received through the default ballot process, Editor Steve Whitesell did
find a number of additional editorial items needing correction while preparing the document to be
submitted for publication. These were documented in TR41.3-15-08-004-R2 and the final version of
ANSI/TIA-912-C was submitted for publication on July 22 nd. [Subsequent to the TR-41.3.5 meeting,
we learned ANSI/TIA-912-C was published on August, 6, 2005.]

ANSI/TIA-PN-1063-A, Analog Telephone Port Requirements for Packet-based User Premises
Terminal Adapters
Current Status: ANSI/TIA-PN-1063-A was approved for publication at the May TR-41.3 meeting but
was being held until ANSI/TIA-912-C was also ready for publication because of references made to
that document. It was submitted along with that document on July 22 nd. [Subsequent to the TR41.3.5 meeting, we learned ANSI/TIA-1063-A was published on August, 6, 2005.]

Additional Information:

Don McKinnon reviewed contribution TR41.3.5-15-08-006-M proposing changes to the text of
ANSI/TIA-470.220-D to eliminate the alerter performance requirements associated with B-Type
ringing. This proposal is a result of discussion during the May meeting about the fact that the ATIS
removed reference to anything other than 20 Hz ringing in the 2000 revision of its ANSI/T1.401
network interface standard (now ATIS-0600401.2006). A liaison request to ACTA (see TR41-15-05007-L) for guidance on this matter was forward to the ATIS Copper/Optical Access, Synchronization,
and Transport Committee (COAST) and resulted in a reply indicating that 20 Hz ringing is all that

needs to be supported (see TR41-15-05-008-L). Jason Nixon indicated that support for 30 Hz ringing
was still necessary in Canada. However, Type-A includes both 20 Hz and 30 Hz, so eliminating Btype ringing should not be an issue from that standpoint. There was general consensus to
recommend that TR-41.3 open a project for this revision. It was also agreed to recommend that TR41.3 open a companion project to revise the ANSI/TIA-470.210-E resistance and impedance
document to remove the impedance requirements associated with Type-B ringing.
Target Completion Date: May 2016
TR-41.3 Action Requested: The Working Group requests TR-41.3 to authorize a new project to
revise ANSI/TIA-470.220-D to remove alerter requirements related to B-Type ringing.

project to revise ANSI/TIA-470.210-E to remove impedance requirements related to B-Type ringing.

Note was also taken that the ANSI/TIA-470.130-C narrowband analog headset performance
document is well past the April 2013 date for its 5-year review. The Working Group agreed to
recommend that TR-41.3 vote to reaffirm the document and then open a project to revise it by adding
level measurements in addition to the current loudness rating specifications, update all references,
add conversational gain as the volume control measure, and otherwise bring it into alignment with the
ANSI/TIA-470.110-D narrowband analog handset performance document.
Target Completion Date: August 2015 for reaffirmation. December 2016 for revision.
TR-41.3 Action Requested: The Working Group requests TR-41.3 to reaffirm ANSI/TIA-470.130-C.

TR-41.3 Action Requested: The Working Group requests TR-41.3 to also authorize opening a new
project to revise ANSI/TIA-470.130-C to bring it into alignment with ANSI/TIA-470.110-D.

American National Standards.
