Moody benefitted from an existing strong relationship with the community and base leadership support
Held three planning meetings and tabletop exercises in a six month period, leading
to our Oct 13 Way Ahead Meeting which developed the groundwork for our charter.


Who is involved:
 Moody Air Force Base (Civil Engineer, Contracting, Legal, Finance)
 Lowndes County (Legal, Finance, Utility Department, County Manager, Board of Commissioners)

What resources does each provide:
 Moody provides fully functioning water and wastewater plants, on base and inside the fence line
on Federal property
 Lowndes provides manpower, expertise, and equipment/supplies to operate the plants and
provide service

How does it work:
 Moody establishes a sole-source service contract with Lowndes County for operation and
maintenance of the installation’s water plant, wastewater treatment plant and associated
infrastructure; and provides for a one-time installation of a valved interconnection between the
municipal and base water supply systems to provide redundant service during emergency rprs
 Lowndes takes over operations and assumes responsibility for consumables and maintenance
as required per the service contract
 Both share in cost of constructing the interconnection between county and base systems

What value is created:
 Moody estimates a $210,000 annual savings, and gains service redundancy to enhance
antiterrorism/force protection measures via interconnect
 Lowndes County gains expanded customer base, service redundancy, and enhanced ATFP
