Administration Job Description Position: Status: Supervisor: Department: FLSA: IT Manager Full-time – Monday-Friday; Times may vary Tribal Administrator IT Department Exempt Position Summary: Under the direct supervision of the Director of the Tribal Administrator, incumbent will provide lead technical supervision of IT staff and management of Reno-Sparks Indian Colony Information Technology Program. This position is responsible for coordinating and executing the overall maintenance and upgrades of the network, desktop, VoIP communication system, Broadband community service, hardware and software in conjunction with technical consultants and IT Committee. Incumbent will support management and employees with technological support of desktop computers, applications, and other work related technologies. Duties: provides supervision and technical assistance for installation, configuration, and ongoing maintenance of system network, desktop computers, VoIP (voice over internet protocol) communication system, Broadband community service, software, and related hardware equipment; monitors application software and operating systems to diagnose and resolve issues in a timely manner; provides supervision and technical assistance with the testing and replacement or repair of system network, desktop computers, VoIP (voice over internet protocol) communication system, Broadband community service, software, and related hardware equipment; provides system administration and operation management of system network, desktop computers, VoIP (voice over internet protocol) communication system, Broadband community service, software, and related hardware equipment in coordination with consultants and vendor support contacts; provides management and supervision of system-wide back-ups and preparation of disaster recovery plans; provides supervision and technical support to resolve technical problems, and provide users with effective and efficient solutions; analyzes, recommends, and installs upgrades to network equipment and software to maintain the integrity and security of RSIC’s computer/network systems and phone systems; provides training to RSIC staff on effective use of software and hardware; ensures interconnectivity of diverse systems, including but not limited to: file servers, e-mail servers, computer conferencing, VoIP phone systems, and administrative systems; maintains computer supplies, technical specifications, and software licensing records; manages and maintains the RSIC Website (www.rsic.org); performs other job related functions as directed Minimum qualifications: Bachelor of Science from an accredited college or university with a major in Computer Science; At least five (5) years or more of professional experience with computer networking, repairs, and software installation and maintenance; additional experience and certification may substitute for Bachelor’s degree; preferred at least two years of management experience; computer proficiency with RSIC software applications within one (1) month of hire Blackbaud Fundware, Accufund, Microsoft Office, and ShoreTel VoIP; knowledge of principles and methods of computer programming as evidenced by confirmed work history and interview; manual, visual, and physical dexterity sufficient to perform all job related functions at the time of hire; age twenty-one (21) years or older at time of hire with eligibility for the Reno-Sparks Vehicle Insurance Program; must be able to pass the law enforcement background check in order to access and maintain RSIC law enforcement hardware, software and data; and, ability to successfully communicate both verbally and in writing. Tribal Chairman Tribal Administration Exempt Position Summary: This position is responsible for providing oversight and direction of the daily operations of assigned tribal departments and programs. Duties: Coordinates assigned tribal department activities with the Tribal Chairman to develop and implement all initiatives directed by the Tribal Council and to regularly report on the status of department projects, assignments, and functions; schedules and conducts meetings with assigned department heads to evaluate program effectiveness and efficiencies, to identify short and long term goals and to ensure completion of program objectives; prepares and administers the annual tribal budget for assigned departments and approves all subsequent modifications to ensure the most effective use of financial and operational resources; reviews all proposed grant and contract requests prior to submission for funding and assists in the negotiation of services; advises and assists the Tribal Chairman and Tribal Council with organizational planning and community development; provides effective supervision, training and development, and feedback to assigned department heads; maintains fiscal accountability for all programs under the position’s supervision and complies with all applicable federal and tribal laws, regulations, policies, procedures, and processes; and performs all job related duties and functions as assigned or requested. Minimum Qualifications: Masters degree in Business or Public Administration with at least five (5) years as an administrator of equal level and responsibility as described above or a Bachelor’s degree with at least seven (7) years of progressively responsible experience in the management of multiple departments and functions related to the administration of programs, policies, procedures, and budgets; knowledge of and experience in the administration of federal and/or tribal laws, regulations, and guidelines; at least three (3) years of prior management experience involving the interviewing, hiring, training, mentoring, and evaluating of personnel; knowledge of government fund accounting procedures as evidenced by experience in the public sector or tribal government; ability to successfully communicate in English both verbally and in writing; moderate to advanced computer skills in including Word, E-mail, Excel, and Power Point; ability to work evenings and weekends at the request of the Chairman, Tribal Council, or in response to other relevant assignments; and ability to maintain strictest level of confidentiality in all matters pertaining to the oversight and management of multiple departments and employees. Position: Status: Supervisor: Department: FLSA: Accounting Supervisor Full-time – Monday-Friday; Times may vary CFO Finance Exempt Position Summary: Under the direct supervision of the CFO, the position performs professional level accounting services and supervision to the accounting support staff to ensure accuracy and timeliness of RSIC accounting records and reports. Responsible for ensuring compliance with RSIC financial and accounting policies and procedures in all aspects of supervision and responsibilities. Provides support and assistance to RSIC management staff as needed regarding accounting services, procurement requirements, and programmatic financial reporting. Reporting directly to the CFO, performs related work as assigned or delegated by the CFO. Duties and Responsibilities: Supervises, directs and reviews the day to day accounting work and operations of the RSIC, including Accounts Payable, Accounts Receivable including billing and customer services. Personnel management includes hiring, evaluating, training, and disciplining direct subordinates. Responsible for the monthly billings, collections, notices and reconciliations of all G/L accounts. Other financial transactions in accordance with Generally Accepted Accounting Principles and in conjunction with Federal, State and RSIC guidelines and laws; prepares and reconciles the balance sheet, compliance reports and other financial reports as needed. Responsible for day to day payments to make sure vendors and third parties get their payments in a timely fashion. Assists the CFO in implementing and maintaining the electronic fiscal records, financial accounting system software and initiate improvements/training for all users. Oversees and directs accounting staff to assist CFO prepare for annual single audit, other grantor reviews and/or other audits as required. Collaborates with CFO to formulate and implement short term and long term financial policies and procedures; develop departmental goals and objectives and administer the finance budget. Exercises prudent judgment on diverse and specialized accounting projects, prepares accurate financial statements and reports. Maintains chart of accounts, ensures accuracy of account codes by reviewing and approving work of subordinates before data is entered into the financial accounting system. May provide technical assistance to Program Managers in understanding financial reports and other accounting related matters. Minimum Qualifications: Bachelor’s degree in accounting, business administration or finance from an accredited college or University and five years of management or supervisory experience in financial accounting, preferable in governmental or Tribal accounting systems. Knowledge of organizational planning techniques including supervision and staff as well as goals and objectives and work standards; administrative principles and practices, program and budget development and implementation. Ability to work with software formulas, tables, and analytical review for reconciliation purposes.Must possess knowledge of GASBE 34 and thorough understanding of principles and practices of generally accepted accounting principles, including financial statement preparation and methods of financial recording, reporting, and budgeting. Experience and working knowledge of the principles and practices of computer applications and accounting software (AccuFund) as applied to the accounting functions. Must be able to secure a bond, pass a security background check, and possess a valid Nevada driver’s license.
