Town of Hamden Town Board Meeting of November 5, 2014 Superintendent Dibble reported that he has purchased new signs for all the seasonal roads, so that vehicles know the roads are closed in the winter and will not travel them even though their GPS’s tell them to. A resolution was adopted to designate the normal six roads in the Town of Hamden as seasonal and will receive no plowing in the winter. The Chambers Hollow stream stabilization project has been completed and the Town is waiting for the Federal funding. It should be received by the December meeting. A resolution was approved to place the Hamden Sewer bills on the January property taxes as well as the delinquent water bills in the Hamden and DeLancey water districts. This resolution is done every year. The October resolution was amended to purchase a snow plow for the ton truck. Superintendent Dibble found a lower price than the one anticipated and the bid will go to Chenango Truck and the price for the plow installed is $4,200. The previous month the low bid was expected to be from Stahls for $5,900. The new bid is for a stainless steel plow and the payment for it can be delayed until 2015. The proposed 92 acre NYCDEP conservation easement on the Cheryl Ceresna farm was reviewed and turned over to the planning board. The final report for the DeLancey septic pump out and inspection process was reviewed for possible further projects in 2015. Recognition was given to the following persons who donated their time in the placement of 400 bags of rubber mulch in the playground: Ryan Kilmer, Brinton Muller, Deb Muller, Lorilynn Kilmer, Jamie Dugan and Wayne Marshfield. A public hearing was called for in December for the fire and ambulance protection contracts for the Delhi Fire Department. The budget was presented for 2015 with less than a 2% increase in taxes for that year. The overall budget to the tax payers will increase approximately 1.8%. Reasons for the small increase was insurance premium increases of 13%, wage increases of 3%, and $10,000 of funding for the data collection and assessment reserve fund. The Delhi Fire Department and the Walton Fire Department increased their contract costs to the Town slightly over 2% and the Downsville Fire District contract had no increase. At least for this year the Town complied with the State’s recommended tax cap. Delaware County Board of Supervisors Meeting of November 12, 2014 A resolution was adopted to amend the budget by accepting a grant in the amount of $2,850 from the Office of the NYS Attorney General and to be used to reimburse Delaware County 50% of the cost of purchasing Bullet Proof Vests for the deputies. A resolution was adopted to amend the budget by accepting a grant in the amount of $10,004 from the US Department of Justice and to be used to reimburse Delaware County 50% of the cost of purchasing Bullet Proof Vests for the deputies. A resolution was adopted to amend the budget by accepting a grant in the amount of $7,500 to the Delaware County Emergency Services for the purpose of creating an Emergency Management Application to service Delaware County responders as well as citizens. A resolution was adopted to amend the budget by accepting a grant in the amount of $117,264 from the NYS Public Safety Answering Points Operations Grant Program. It will allow for items including a reverse 911 system, and a phone and radio recording system. A resolution was adopted to amend the budget by accepting a grant in the amount of $67,500 from the NYS Division of Homeland Security and Emergency Services. It is to be used for consultant services to develop and or enhance plans and protocols for the Comprehensive Emergency Management Plan. A resolution was adopted to amend the budget by accepting a grant in the amount of $75,000 from the NYS Division of Homeland Security and Emergency Services. It is to be used for the purchase of a prefabricated communications shelter. A resolution was adopted to amend the budget by transferring $1,500 from the Itinerate Providers EI fund to the Public Health Preparedness fund set up for training and personal protective equipment to treat and deal with Ebola. This was mandated and ordered by the Acting Commissioner of Health of the State of New York. A resolution was adopted to amend the budget by transferring $7,545 from the Office of the Aging Contracted Services to the Equipment line. This is for the purchase of two laptops, one printer, and one copier. A resolution was adopted to amend the budget by transferring $10,000 from the Chemical fund to the Cinders and Sand fund in the Department of Public Works. This will allow the County to stockpile more abrasives for winter use. A resolution was adopted to accept three change orders for an overall increase of $15,514 for the new Material Recovery Facilities Building at the landfill. This is for electrical, lighting controls, and branch circuit wiring over and above the contract issued to NELCORP Electrical Contracting Corp. of Endwell. A resolution was adopted authorizing the disposal of six vehicles no longer for use. These vehicles will be put up for an online auction and if there are no bids they will then be scraped. A resolution was adopted to apportion the mortgage tax by town and village. Hamden’s portion of the mortgage tax will be $8,737, which is lower than expected by the Town budget. A resolution was adopted to apportion the self-insurance by town. Hamden’s portion of the total $1,900,000 is $25,482. The County issued a negative declaration for the application to the NYS Office of Parks, Recreation and Historic Preservation for the purpose of creating and maintaining snowmobile trails in Delaware County. A resolution was adopted for the filing of a grant application for State financial assistance for the disposal of household hazardous waste. A resolution was adopted calling on the State to develop a 100% State funded indigent legal defense system as a way to provide mandate relief and lower property taxes. A resolution was adopted in memory of former sheriff Levon Telian who served as Sheriff from 1968-1986. A resolution was adopted to transfer funds in the Sheriff’s Department to replace a patrol vehicle totaled in a recent motor vehicle accident. The amount transferred from Contingency was $27,817. Respectfully submitted by Wayne Marshfield Delaware County Board of Supervisors Meeting of November 25, 2014 A resolution was adopted accepting a grant in the amount of $23,587 for HEAP funding. NYS has informed the County that these additional funds are available for administrative costs and are 100% reimbursed by Federal funds. A resolution was adopted to transfer $550,000 in the Social Service Family Assistance and Services for Recipients funds to the Foster Care fund. This should carry the Foster Care program through to the end of the year. A resolution was adopted to charge back to the Towns various amounts relative to expenses incurred by the County for 2014. Hamden’s portion was only $491. A resolution was adopted to allow the Fiscal Affairs department to make bookkeeping entries necessary to close the books for 2014. This balancing of the books and the accounting thereof will be presented to the Board of Supervisors upon completion. A resolution was adopted authorizing a four day work week for the County Public Works Department. A resolution was approved calling for a public hearing on imposing a surcharge on wireless communications services in the County. The public hearing will be held on December 10th at 12:45pm. The surcharge would be 30 cents per month on each wireless device and the funding will go towards the costs associated with the providing of a wireless 911 system to serve Delaware County. The 2015 Delaware County budget hearing was held with only one comment and the budget was approved at a 6% increase. The overall budget from 2014 was up $1,600,000.
