Town of Hamden Town Board Meeting of April 1, 2015
Wade Armstrong and his mother Cathy attended the Town Board meeting on
behalf of a Boy Scout requirement and badge for Wade.
Highway Superintendent Dibble reported that the highway department has been
hauling in sand from the Bloomville pit.
Bids were opened for trucking and the low bid of $8.74 per ton was accepted and
it went to Cobleskill Stone Products.
A report from Assessor Moshier was given and she is making progress on the data
collections and hopes to have them up to date in time for visiting properties this
summer to take building measurements, etc. and that to go along with the
pictures that were already taken. The board gave the unanimous approval for her
to notify the county that the Town of Hamden would be willing to put $1,258 in
the 2016 budget for our contribution to an updated aerial flyover of properties in
2016.
Supervisor Marshfield just happened to run into a posting in the Hamden Post
Office on the new hours of operation. They will be starting on April 4th and run
from 8:30 am to 3:30 pm weekdays with a closed lunch hour time from 11:30am
to 12:30pm. On weekends, they will remain the same from 8 am to 11:15 am. No
notification was given to the postal patrons, and this unfortunate lack of
communications will be relayed to the Postal Service.
In order to qualify for Flood design funding and for assistance from the Delaware
County Soil and Water Conservation District, the Town of Hamden Board
approved a memorandum of understanding between the two parties.

The board approved a $3,000 grant application to the O’Connor Foundation for
street flags and two historic signs for the schoolhouse project.
The board approved the grant application to the Delaware County Soil and Water
Conservation District for funding on stream management projects on Covert
Hollow Road and Basin Clove Road.
The Department of Health has issued a violation to the hamlet of Hamden water
district for filing a late water test report. The patrons have to be notified of such
violation and this will be done within 90 days of the violation.

Delaware County Board of Supervisors Meeting of April 8, 2015
Kinder – Morgan representatives gave a report to the board on the proposed
Tennessee Natural Gas Pipeline going through Masonville, Sidney, Franklin,
Davenport and Harpersfield. They fielded questions from the board.
Amanda Walsh was appointed the new Public Health Director, replacing retiring
Director Bonnie Hamilton. The term will begin on April 20, 2015 through
December 31, 2016.
A 1995 Case 721B loader is no longer of any use for the Department of Public
Works and will be sold at auction with a minimum bid of $20,000.
A resolution was approved giving the Chairman of the Board authority to enter
into an agreement with schools for the use of our voting machines.
April 6-12, 2015 was designated as National Public Health Week. This year marks
the 20th anniversary of Public Health Week and with it public health has improved
the life span of the average American by 25 years, and a 70% reduction in
HIV/AIDS related deaths.
Delaware County Youth Bureau summer employment request applications were
distributed for those towns interested for this summer youth.

Delaware County Board of Supervisors Meeting of April 22, 2015
A budget amendment was approved to remove $1032.99 from an account that
has accumulated funds earned which deals with the possession of illegal
weapons. This funding is for the purchase of a projector and computer for the
District Attorney DWI prosecutor.
A resolution was approved to transfer $62,129 from Social Services to the Youth
Bureau for the Summer Youth Employment Program.
A resolution was approved authorizing the Chairman of the Board to enter into an
agreement with the NYS Department of State and establish accounts to develop a
voluntary stream corridor management plan in the tail waters of the Delaware
River. The NYSDOS is funding this plan in the amount of $73,954. The tail waters
of the Delaware are in the Towns of Colchester, Hancock and Deposit.
The Board approved a resolution authorizing Emergency Services to contract with
Contingency Management Consulting Group, LLC of Mechanicsburg, PA for an
amount of $47,568 for the Delaware County Comprehensive Emergency
Management Plan update with annexes and revisions.
A resolution was approved to accept the low bid meeting specs to Robert Green
Truck Division of Monticello in the amount of $80,049. This is for a medium duty
Service Truck with utility box and for the Department of Public Works.
A resolution was approved to accept the low bid meeting specs to Tracey Road
Equipment of Kirkwood in the amount of $147,467. This is for the purchase of a
35,000 pound service truck with utility box for the Department of Public Works.
This truck is a four wheel drive and will have the crane mounted on it from the old
truck which is around twelve years old.
A resolution was approved to accept the low bid meeting specs to Ben Funk of
Hudson, NY in the amount of $155,652. This is for the purchase of a single axle
dump truck with a stainless dump body. This is for the Department of Public
Works as well.
A resolution was approved to accept the low bid meeting specs to Altec NUECO
LLC of Bel Air, MD in the amount of $94,900. This is for a used 2011 Bucket Truck.
This is for the Department of Public Works and replaces an old bucket truck that
has been abandoned and disposed of.
A resolution was approved to accept the low bid meeting specs to Tracey Road
Equipment of East Syracuse in the amount of $44,750. This is for the Department
of Public Works and is for a self-propelled broom. The County DPW has four selfpropelled brooms of which Towns can borrow with a County operator.
A resolution was approved requesting the NYS Legislature to introduce home rule
legislation authorizing the imposition of a hotel/motel occupancy tax in Delaware
County. Unless the Legislature approves, the County cannot impose a bed tax.
Currently all counties in the State of New York have a bed tax except for about
five and Delaware County is one. All counties at one time or another have been
approved by the legislature and Delaware County was refused just last year. This
is one more attempt to allow our County to enact home rule and decide what is
best for us as far as a bed tax goes.
