Town of Hamden Town Board Meeting of October 7, 2015 Highway Superintendent Dibble reported that the department is about done with ditching and road side mowing and preparing the equipment for winter weather. The ATM machine has been installed at the Town Hall and is available for 24/7 use. The schoolhouse roof has been completed and the entire roof underlayment was decayed and needed replacing. The added cost was $1,580 and was approved. In the replacement of the roof it was felt that now is the best time to replace the fascia and an additional $880 was spent now to do so. All in all the roof is completely new and very impressive. Low bid contractor Seth Clark did an excellent job and was timely as well. The board approved a resolution to remove $15,980 from the Good Neighbor reserve fund to pay for the roof until such time the grant funding comes in. It was reported that the NYSDOT has responded to the Town request and is analyzing the speed limit in the hamlet. The Watershed Ag Council is purchasing another 99 acre land easement. This one is on Hamden Hill Road owned by Dave and Linda Raber. It is most unfortunate, but this easement will restrict any development on that property in the future. A highway shared services agreement was received from the Town of Tompkins. The Town Justice report was reviewed by the board and filed. The Delaware County Youth Bureau is holding their annual youth awards banquet on October 29 th at the White Castle in Walton. It was agreed that starting in 2016 the Hamden Sewer District would charge a $20 annual capital fee in addition to the normal user fee for each sewer service in the district. Currently the capital fee was as high as $10 annually. The opportunity came up to apply for up to $100,000 for capital projects through the State and Municipal Facilities Capital Program. It was decided that the board would apply for $50,000 for the replacement of dry hydrants in the hamlets of DeLancey and Hamden and $50,000 for a street sweeper for the Highway Department. Leon Merrill was selected to replace John Colon as a member of the Assessment Review Board. This appointment will carry a term of office through September of 2020. John decided not to renew his term for personal reasons. The board approved a resolution to apply for a grant in the amount of $8,718 for the Town Justice for personal services, a scanner and hard drive for organizing Town Justice files. It was reported that the archeology dig at the proposed boat launch uncovered historic artifacts dating back as far as 500 BC to 1300 AD. Pieces of pottery were found and indicated a camp of Native Americans may have used that site, next to what is now the Covered Bridge Park area. The boat launch will have to be redesigned in around the historic area and in hopes of constructing it in 2016. The tentative budget was reviewed and presented with a 2016 budget with less than a 1% increase over 2015 and therefore keeping under the State recommended tax cap. The salaries of the elected officials were set and they are the only part of the budget that cannot be increased. The remainder of the budget can be altered up to the adoption of the budget on November 4 th. The budget hearing will be held at 6:30 pm at the Town Hall. Delaware County Board of Supervisors Meeting of October 14, 2015 A budget amendment in the amount of $597.41 was approved removing this from the Contingency account for a copier/printer needed in the Treasurer’s Office but not budgeted in 2015. A budget amendment in the amount of $100 was removed from the Public Health Early Intervention Mobile IFSP Equipment account for Windows based tablets that cost more than the budgeted iPads. A budget amendment in the amount of $5,152.63 was removed from the Planning Personal Services account and transferred to the Equipment account for the unexpected purchase of four computer monitors, a laptop, and a copy machine. An account was established with the Treasurer’s Office to set up a fund for the Upper Delaware River Tail Waters Coalition and Tributary Communities’ Task Force. $700 from the Coalition was deposited in this new account. An award of not to exceed in the amount of $24,600 was given to GHD Consulting Services Inc. of Cazenovia, NY for dealing with an air handling system issue at the Compost Facility. A change order was approved in the amount of a $1,260 in a reduction in the contract to Nupump Corporation of Malaga, NJ, for the award of bridge scour repairs, in the Towns of Hancock and Middletown. The original award was for $160,904. A public hearing on Ag Districts in the Towns of Hancock, Colchester and Hamden was set for October 28, at 12:30 pm. In Hamden the proposal is to add 151 acres and remove 176 acres. A resolution was adopted to hold a public hearing on the 28th day of October at 12:35 pm for the purpose of imposing a hotel/motel occupancy tax in Delaware County. A vote on the bed tax will take place on that day after the public hearing. A resolution was adopted to start the process of overriding the tax levy limit for 2016. Currently the tax levy draft proposal is at 4%. There will be a public hearing on the override on October 28, 2015 at 12:40 pm. Three properties that didn’t sell at the tax sale, were sold as the result of sealed bids. Total paid for those three properties was $97,070 with tax deficit of $37,129. Respectfully submitted by Wayne Marshfield Delaware County Board of Supervisors Meeting of October 28, 2015 A resolution was approved accepting a grant in the Sheriff’s Office for $11,890 and to be used for overtime pay to work with the State Police to monitor seat belt use and reducing dangerous driving behaviors. The funding must be spent from October 1, 2015 to September 30, 2016. A resolution amending the budget and transferring $7,288 from Professional fees to Personal Services for the addition of Dr. Barburao Samudrala to replace the Bassett jail doctor, whom no longer wants to do the job. Three separate resolutions were adopted allowing the Sheriff, Emergency Services and the Personnel Departments to allow County employees to work in another department on a per hour basis to fill positions that cannot otherwise be filled. Such positions needed are monitors for civil service exams, correction officers, nurses, dispatchers, and deputies. A resolution was passed allowing the cooks in the jail at the Sheriff’s Department to work a 4 day work week. A resolution was approved modifying the agricultural districts in the Towns of Hancock, Colchester, and Hamden. Hamden is adding 151 acres and removing 176 acres from the Ag district. A resolution was adopted approving of the new ethics policy as recommended by the State Comptroller’s Office. A resolution was adopted to set a public hearing on the 10th day of November for increase of salaries for certain non- union department heads as follows: Director of Mental Health - $91,787 Election Commissioner - $22,100 Director of Emergency Services - $56,112 Director of Planning - $78,488 Real Property Tax Director - $61,201 Personnel Officer - $67,830 Director of the Office of the Aging - $69,080 Public Health Director - $80,299 Director of Information Technology - $78,442 Commissioner of Public Works - $93,129 Commissioner of Social Services - $87,019 Director of Veterans Services - $42,636 County Treasurer - $64,292 County Clerk - $64,292 Sheriff - $72,109 District Attorney - $152,500 A resolution was adopted apportioning the mortgage tax among the Towns.
