2015 or NEWER HEAVY DUTY ¾ TON 4-WHEEL DRIVE PICKUP

Northeast Iowa Community College will be accepting bids for the purchase of one (1) 2015 or newer, heavy duty ¾ ton 4-wheel drive crew cab pickup truck, for the National Education Center for Agricultural Safety (NECAS).

Enclosed you will find the Sale Conditions, Bid Specifications and Dealer Bid Form for the truck.

Sealed bids are due in the District Office by 2:00 p.m. on Thursday, February 4, 2016 . Sealed bids must be sent to David Dahms at the following address. Bids addressed to other college personnel at other college locations will not be considered and will be returned, unopened, to the vendor.

Bidders are not restricted on the number of bids submitted.

Facsimile bids will be accepted pursuant to all terms and conditions as stated on Page 2 of this

Invitation to Bid .

Bidders may submit bids via Federal Express, United Parcel Service, United States Postal Service

Overnight Delivery, etc. in response to this solicitation. These responses must arrive at the place and by the time specified in the solicitation. Bidders must allow sufficient time for delivery prior to the time for receipt. Responses in transit or not at the opening location at the time for receipt will not be considered.

The only acceptable evidence to establish receipt is the evidence maintained by Northeast Iowa Community College. Warning - Overnight deliveries are not guaranteed to be delivered by 2:00 p.m. in the Calmar area.

The Board of Trustees reserves the right to waive technicalities and reject any or all bids. The

Board shall be the sole judge in determining equality of products bid as compared to those specified and reserves the right to increase or decrease quantities desired.

FACSIMILE BIDS

(A) Definition. Facsimile bid, as used in this solicitation, means a bid, modification of a bid, or withdrawal of a bid that is transmitted to and received by the school via electronic equipment that communicates and reproduces both printed and handwritten material.

(B) Bidders may submit facsimile bids as responses to this solicitation. These responses must arrive at the place and by the time specified in the solicitation. Bidders must allow sufficient time for complete transmission prior to the time for receipt. Responses in transmission or not at the opening location at the time for receipt will not be considered.

The only acceptable evidence to establish receipt is the evidence maintained by the school.

(C) Facsimile bids that fail to furnish required representations, documents or information or that rejects any of the terms, conditions, and provisions of the solicitation may be excluded from consideration.

(D) Facsimile bids and any necessary bonds must contain the required signatures. The bidder adopts, as bidder's original signature, the signature appearing on any facsimile bid, documents or bonds reproduced by the receiving fax machine. The printout of any facsimile bid, documents or bonds of the receiving machine (including any complete photocopy thereof) is considered writing and is considered a counterpart original.

(E) The College reserves the right to make the award solely on the facsimile bid. On request, the apparently successful bidder agrees to promptly submit the complete original signed bid and any other response documents.

(F) Facsimile receiving date, time, location and compatibility characteristics are as follows:

(G) If the bidder chooses to transmit a facsimile bid, the College will not be responsible for any failure attributable to the transmission or receipt of the facsimile bid including, but not limited to (1) receipt of garbled or incomplete bid; (2) availability or condition of the receiving facsimile equipment; (3) incompatibility between the sending and receiving equipment; (4) delay in transmission or receipt of bid; (5) failure of the bidder to properly identify or sign the bid; (6) illegibility of bid; and (7) security of bid data.

GENERAL CONDITIONS FOR BIDDING

2015 or NEWER HEAVY DUTY ¾ TON 4-WHEEL DRIVE PICKUP

1. Conflicts Between Terms:

The College reserves the right to accept or reject any exception taken by the bidder to the terms and conditions of this request for proposals.

2. Waiver of Informalities:

The College reserves the right to waive any and all informalities in bids if such waiver does not substantially change the offer or provide a competitive advantage to any offer.

3. Delivery:

The college desires to have vehicle equipped and ready for delivery 45 – 60 days after receipt of purchase order by bidder. Vehicle must have full tank of gas when delivered.

4. Invoices:

Invoices, completed MCO's and Application for Title and warranty documents are to accompany each unit ordered. The college will process the title documents.

5. License Plates:

Dealer plates must be used when making deliveries.

6. Service:

Prior to delivery, the vehicle shall be completely serviced at a factory authorized service center in the

State of Iowa as follows:

A. Antifreeze must be installed. It shall be permanent type with protection to -40 degrees

Fahrenheit.

B. Engine tune-up completed.

C. Complete lubrication.

D. Wiring check.

E. Body conditioning.

F. Wheel alignment and balancing.

G. Interior and exterior clean.

H. All other manufacturer recommended inspections and tests.

7. Risk of, Loss of, or Damage to the Equipment:

The College shall be relieved from all risks of loss or damage to the equipment during periods of transportation, prior to delivery, except when loss or damage is due to fault or negligence of the College.

8. Taxes - State and Local:

The College is exempt from federal, state and local sales and use taxes on the equipment or parts supplied pursuant to this contract.

9. Ownership:

Ownership of vehicles, accessories and devices procured under this contract shall remain with the dealer until such time as it transfers to the College, in accordance with the provisions of this contract.

10. Equipment and Accessories:

Vehicles being bid must be a 2015 or newer crew cab truck and have all standard equipment as specified below and all safety equipment required by Federal and State regulations.

11. Pre-Delivery Service:

Form No. MV-FM shall accompany each vehicle upon delivery certifying preparation inspection and road testing by the dealer prior to actual delivery.

12. Inspection:

All vehicles purchased by the College will be inspected after delivery. If the vehicle is rejected because of deficiencies, it shall be the dealer's responsibility to:

A. Pick up the vehicle, make the necessary correction(s) and redeliver the vehicle for re-inspection.

The dealer must arrange to have the necessary work done or an approved schedule set within 96 hours (exclusive of Saturdays, Sundays or holidays) after receipt of written notification. Otherwise, the College may have the necessary corrections made at the dealer's expense.

B. Should serious deficiencies be found, the College may require dealer to pick up rejected vehicle and replace it with a like unit.
