Facing DEMOgraphic change with common strategies and nimble actions for improving the sustainability of social and WELFare policies and increasing the quality of life of aged people OBJECTIVES The main objective of the project consists in reducing the negative effect of the population ageing in the social-economical and territorial development of the Central Europe area, by promoting the diffusion and the application of services and tools oriented to ensure the sustainability of social policies for elderly both at public spending and healthcare service quality level. In particular, the project intents to: - set up and apply tools and methodologies to evaluate and monitor the applicability and the efficiency of the already implemented social policies for elderly people spread in the Central Europe area; - establish a permanent “Transnational Board for Social Policy for elderly people” and related public expenditures, that, with the above mentioned tools and methodologies, is able to orient the policymakers in the process of definition of sustainable social policies and to support all stakeholders (mainly public administrations and social and health services providers) in the processes of territorial application of social policies for old people; - promote operative actions oriented to improve the sustainability and the efficacy of social policies: o widen innovative healthcare services for elderly people, with specific attention to people affected by chronic diseases, by the employment of new technologies; o other (according to pilot action that will be activated by project partners). - contribute to the renewing process of the European Social Agenda to be achieved from the 2010. ACTIVITIES WP0. PROJECT PREPARATION The WP includes all the activities related to project preparation (partnership meeting, definition of project concept and activities, budgeting, drafting of application form, collection of documents for project submission, etc) in order to submit the project idea. WP1. PROJECT MANAGEMENT & COORDINATION The WP includes all the activities related to a sound technical, economical and financial management of the project, in order to guarantee the conforming development of the project, according to the rules related to the obtaining of Structural Funds. Task. 1.1 Technical and administrative management of the project (establishment of a Project Steering Committee and a Transnational Secretariat Service for the whole partnership Task. 1.2 Financial management of the project (including audit) Task 1.3 Monitoring and external appraisal of the project WP Leader: Veneto Region OUTPUT: tools and instruments allowing the sound management of the project according to Programme rules WP2. COMMUNICATION, KNOWLEDGE MANAGEMENT AND DISSEMINATION The WP includes all activities of the sensitization, information and results dissemination targeted to stakeholders. It foresees the realization of initiatives oriented to inform the general public about the achievements and results of the project. The WP, moreover, foresees the realization of specific activities that allow the replication of the proposed initiatives (mainly methodologies and tools) in other areas of the Central Europe and of the whole European territory. Task. 2.1 Communication, dissemination and knowledge management strategy for internal (among partners) and external (to stakeholders and general public) communication Task 2.2 Interactive tools for the involvement of stakeholders (web site, newsletter, wiki and blog tools) Task. 2.3 International and local event (realisation of the Kick-off meeting, final conference, local events) Task. 2.4 Project publication (project brochure, final publication and policy-maker guidance) WP Leader: to be defined OUTPUT: communication and dissemination material, meeting and events, etc. WP3.TRANSNATIONAL TOOLS FOR THE MONITORING OF THE SUSTAINABILITY OF SOCIAL POLICIES FOR ELDERLY PEOPLE The WP is oriented to define and put into practice methodologies and tools for the monitoring of the sustainability and the applicability of social policy for elderly people with main reference to non selfsufficient elderly people. In particular, the WP foresees the following activities: - definition of a transnational common methodology (e.g. multi-criteria analysis) able to highline common and different objectives, fields of actions, application modalities; - definition of innovative methodologies and tools for the evaluation and the monitoring of the impacts of social policies for elderly people in terms of effective benefits for final targets (i.e the increasing of their quality of life) as well as in terms economic impacts of social spending in public expenditure; - data collection of regional/national information on the application modalities of social policies for elderly people (non self-sufficient elderly people), as well as their impact both at social benefit and public expenditures levels; - analysis on the existent social policies for elderly people applied in the project partners’ area by the application of the above mentioned transnational methodology in order to evaluate and to outline the fields of actions for the improvement of the sustainability and the applicability of already existing social policies for elderly people of the project partners’ area. Analyses and monitoring activities will be carried out by the general supervision of the “Transnational Advisory Panel”, as described in the following WP4. Task. 3.1 Definition of a operative methodology and tools for the monitoring of the sustainability of social policies for elderly people Task 3.2 Open transnational database and analyses of the social policies for elderly people with main reference to non self-sufficient elderly people Task. 3.3 Appraisal and outlining of the fields of actions for the improvement of the sustainability and the applicability WP Leader: Province of Rovigo OUTPUT: - joint methodology and tools for the appraisal of social policies for elderly people with main reference to non self-sufficient elderly people; - open database containing information of sustainability of social policies for elderly people; - report/s on appraisal of the opportunities for improvement of social policies for elderly people in term of their sustainability on public expenditures. WP4. TRANSNATIONAL BOARDS AND TOOLS FOR THE JOINT MANAGEMENT OF SOCIAL POLICIES FOR ELDERLY PEOPLE The WP represents the core activity of the whole project. It foresees the establishment and the functioning of a “Transnational Board for Social Policy for elderly people”, as the main reference point, able to offer joint approaches for a sound definition and especially application of social policies, for policy-makers, public administrations and social and health services providers. The Board will be supported by a Transnational Advisory Panel, constituted by experts on the topic of social policies for elderly people with main reference to non self-sufficient elderly people, acting as a technical supporting body. According to the results provided by the analysis activities of WP3, the Transnational Advisory Panel will be in charge of: - define innovative tools and operative addresses for the improvement of the applicability and the sustainability of social policies for elderly people; - (on the basis of previous tools) support the Transnational Board in adopting the operative tools, by the definition/renewing, the implementation and especially the application of sustainable (from the social and financial point of view) policies oriented to elderly people. WP5. PRACTICAL TESTING OF TOOLS AND POLICIES FOR THE IMPROVEMENT OF QUALITY OF LIFE OF NON SELF-SUFFICIENT ELDERLY PEOPLE On the basis of achievements of WP3 and WP4, the WP5 is oriented to the promotion of practical actions oriented to improve the efficiency and the sustainability of project partners’ social policies for non selfsufficient elderly people. To this aims, specific pilot actions will be activated in each partners’ territory. Pilot actions could regard the improvement and the widening of services for: - Non self-sufficient people, mainly elderly people; - Alzheimer affected people. Task. 5.1 Pilot action in each region involved by the project WP Leader: to be defined OUTPUT: - to be defined WP6. MONITORING AND REVISION OF TOOLS The pilot actions foreseen within the WP5 represent a first application of valuational and operative tools set up by the “Transnational Board for Social Policy for elderly people”. The WP6 intends to monitor the impacts arising from the application of these tools in terms of: - effective improvements of social services (effective benefits for elderly people), - effective improvements in the financial sustainability of renewed and more applicable policies set up by the operative tools proposed by the Transnational Advisory Panel and implemented by the Transnational Board; - effective improvement in the territorial development of Central Europe area. On the basis of the results of the foreseen monitoring activity a revision of tools and methodologies defined by the Transnational Advisory Panel will be realised, as well as a new updating of the transnational database.
