This serves as our school’s handbook for students and parents. It provides valuable information about the policies and procedures at Blackfoot High School. Our school board, district administration, and school staff, in sharing this handbook, would like you to understand that we seek to cultivate an active partnership with you. Back to TABLE OF CONTENTS ACADEMIC LETTERING POLICY To be eligible to apply for an academic letter at Blackfoot High School each candidate will meet the following criteria: 1. Must have six consecutive trimesters (2 full years) of work in grades 9, 10, 11, and 12 with an overall GPA of 3.5 or higher. 2. Must take at least 8 classes during the last three consecutive trimesters in the academic areas of math, science, English, or social studies during the 11th and/or 12th grade year. (Students who have not been on the trimester system or who have transferred to Blackfoot High School must have 3 out of 6; or 4 out of 7 classes in the academic areas so listed.) 3. Must not have reached step three (3) of the District Discipline Policy during the 3 trimesters (2 semesters) prior to their eligibility for this award. 4. Must have verified acceptable citizenship in each class enrolled in at the time of application for this award. Back to TABLE OF CONTENTS ACTIVITIES Students are encouraged to participate in all school functions. Participation in any given activity is to be under the responsibility and 11 direction of the faculty sponsor. No student or student group shall be allowed to represent the school in any activity unless the school has approved it. All participating students and sponsors are required to ride the school provided transportation to and from activities sponsored by the school. An exception would be: 1. If after an activity, the parent/guardian speaks to the advisor or coach, face to face, and provides the sponsor or coach with a written and signed note. The student will then be released to the parent/guardian. 2. If the parent/guardian makes previous arrangements with the principal or assistant principal PRIOR to the activity and completes the appropriate documentation. Back to TABLE OF CONTENTS ADDITIONAL CREDIT OPPORTUNITIES Additional credit is available for students needing credit to graduate. Prior approval by the counselors is necessary before taking the additional credit option. The following areas qualify: 1. College / University High School Independent Study classes. (i.e. B.Y.U. Independent Study) 2. Summer School 3. Concurrent enrollment in an approved post-secondary training institution. 4. Job experience / Work Study. 5. Idaho Digital Learning Academy. The above credits may be earned outside of the regular high school classroom setting. These credits may be used to raise a G.P.A., make up for failed classes, make room for electives, gain on-line experience, or take college level courses. Students taking these courses are responsible for the payment of all fees associated with the course. * 12 *Seniors participating in any of these courses are encouraged to have course completed and turned in for grading by May 20, 2016. Back to TABLE OF CONTENTS ADDRESSING TEACHERS Students shall address teachers in the accepted manner during the time that they are serving in their official capacity. First names and nicknames shall not be used by students in speaking to teachers. Students are expected to show proper respect to all teachers, employees and the property of Blackfoot School District. Back to TABLE OF CONTENTS ADMISSION TO ACTIVITIES Students with activity cards will be admitted to all school sponsored activities free or at a reduced rate. Students without activity cards must pay full adult prices. Students who choose to leave an activity will not be allowed to re-enter the activity. Students are expected to adhere to the School District Code of Conduct while in attendance at all school activities. Students in violation of the School District Code of Conduct will be handled by the school administration. Blackfoot High School reserves the right to refuse admission as deemed necessary. Back to TABLE OF CONTENTS ADMITTANCE TO BLACKFOOT HIGH SCHOOL Students who move into Blackfoot School District will be allowed to register under the following conditions: 1. 2. If a student has moved into the district with his/her parents they may enroll by meeting with the principal. If a student transfers from another district and is not living with his/her parents then he/she must meet with the building principal and make formal application to attend school. 13 3. 4. 5. 6. All students enrolling at BHS may be asked to sign an BHS AttendanceBehavior Contract. Copies of birth certificates and immunization records are required of students who have never attended Blackfoot Schools. Prior to admittance students not living with their legal guardian must provide the school with power of attorney or a notarized statement showing guardianship. All transfer students must provide a completed checkout sheet and/or transcript from their previous school prior to admittance. Failure to produce these documents may result in a 3-day waiting period prior to enrollment. Back to TABLE OF CONTENTS ADVANCED PLACEMENT CREDITS Students enrolled and completing AP courses will be given AP listing on transcripts only after proof of successful completion of the test is verified by the counseling department. Blackfoot High School will provide funding alternatives to any student unable to pay for the testing fee. Back to TABLE OF CONTENTS ADVISORY Advisory involves assigning approximately 20 -25 students to each teacher advisor. The teacher devotes time to developmental guidance activities, during which students can explore their personal interests, goals, and concerns with a supportive group of peers. A curriculum supports grade-level interests, designed to assist our students develop mentally and socially during the high school years. Teachers also assist the students in keeping track of academic progress throughout the trimester. Advisory groups are important to our school because a trusted high school teacher is often the student’s first choice as someone to turn to in time of need. Please remember this is an “advisory program.” 14 In a needs assessment at Blackfoot High School, students asked for time to work on homework and time to get help from teachers. Collaboration Time is devoted to allow students to use their time to work with teachers and other students to make progress in classes. Also, this scheduled time will enhance the high school experience to develop and promote participation in campus-life activities, i.e. Clubs/Organizations, Intramural, etc., to better serve our students during the high school years. Advisory Classes meet every Tuesday for 25 minutes. Attendance is mandatory and a letter grade is assigned to student performance and participation. Wednesday through Friday throughout the school year, Collaboration Time replaces Advisory to facilitate the Make-up Policy, Intervention/Remediation opportunities, and campus activities to ensure all students remain on track for graduation and/or promote BHS School Spirit within the student body. Back to TABLE OF CONTENTS AFFIRMATIVE ACTION POLICY STATEMENT The Board of Trustees of School District #55 commits itself to an Affirmative Action Program that will provide for equal opportunities in educational programs, extra curricular programs, and the delivery of educational services. The intent of the program is to insure equal educational opportunities to all students within the District and to ensure equal treatment of all employees in recruitment, employment, training, and promoting other personnel practices. The District Affirmative Action Program focuses on all students and employees in the District, with a particular focus on all racial and ethnic minorities, women, disabled, and older persons. Back to TABLE OF CONTENTS ASSEMBLIES All school assemblies are sponsored by the student council and faculty of Blackfoot High School. These assemblies are part of the total educational program. Students, by law, are under the jurisdiction of the school for the entire school day and therefore, are required to attend scheduled assemblies. Truancy will 15 automatically be given to any student not at the assembly. Students who do not show proper respect at assemblies will lose their privilege to attend and will be assigned In-School-Suspension. ALL STUDENTS MUST ATTEND ASSEMBLIES - IT IS PART OF OUR SCHOOL DAY! Back to TABLE OF CONTENTS ATTENDANCE POLICY Students are expected to attend school every day. Our school is concerned when a student does not show up for a class or the entire day. We know parents also are concerned and want to be informed quickly when a student is absent without permission or is truant. To ensure that our school and parents know when a student is absent or truant as soon as possible, we ask that parents report absences to school within a day. Our school, in turn, will report to parents when a student has missed a class or school on the day of the absence. To ensure parents are notified quickly when a student is absent and to ensure the school knows when a student is absent with or without excuse, our school has established the following procedures: Back to TABLE OF CONTENTS PARENT, STUDENT, SCHOOL ATTENDANCE EXPECTATIONS 1. Students are expected to attend every class, every day. 2. Students are expected to clear up "excusable" absences through the office. 3. This can be done by having a parent call the office or have a student bring a note BEFORE the absence occurs, or BEFORE the student returns to school. 4. Any absence (from one period to all day) not appropriately cleared through the office is considered truancy. 5. If students need to leave in the middle of the school day, they are required to have parents call to check them out or have a signed note. They need to check out of the office when they leave, and check back into the office when they return. 16 6. Students are allowed six absences in any given course (no more than 2 may be truancies). The seventh absence will result in the student not receiving credit for that course. An appeal may be made to the attendance review board to review their case for extraordinary circumstances. 7. Three truancies in any particular class will result in the student not receiving credit for the course and subsequently having too retake the course without the chance of appeal to the attendance review board. 8. If the absence was a result of teacher error, the student will work that out with the teacher. The teacher will then inform the attendance secretary to make the appropriate changes Back to TABLE OF CONTENTS PARENT REPORTING ABSENCES TO SCHOOL ● Whenever a student is absent, the parent should call the attendance office on the day of the absence and/or no later than 24 hours from the absence. ● Our attendance office phone number is: 208-785-8810 ● This timely notice is important because without it, a student may be incorrectly identified as truant. ● The phone call should include: ● The student's first & last name, spelling out the last name clearly. ● The date(s) of the absence(s). ● The reason for the absence(s). ● A phone number where parents can be reached. In the case of an extended absence of two (2) or more days, we ask that you notify the school so we can inform teachers, provide make-up work if requested, and verify that your student is safe. In reporting extended absences, please give details as to the nature of the extended absence and an expected date of return to school. Extended medical illnesses will require documentation from your health care provider. Back to TABLE OF CONTENTS 17 SCHOOL REPORTING ABSENCES/TRUANCY TO PARENT ● When a student is absent and the school was not notified, we will: ● Call parents from 10 am, 2 pm, and 6 p.m. that day using an automated calling system. Please make sure the school has your most current contact information. ● Update information in Infinite Campus allows parents to monitor attendance, grades, and other information. Please contact the main office for your Infinite Campus login. ● Identify the student for possible follow-up depending on past absences. ● If you have any questions concerning an absence, please contact the attendance secretary during office hours the next day, 7:30 a.m. until 4:00 p.m. Back to TABLE OF CONTENTS MONITORING ABSENCES, CONSEQUENCES & POSSIBLE LOSS OF CREDIT Our school and parents expect students to be in school every day it is in session. We recognize that life's events and school activities may make it necessary for a student to occasionally miss a class or an entire day. We identify absences with various codes defined in definition of terms. By coding absences, we are able to the use the information to inform parents, identify students who may be having difficulty, and take actions when absences threaten a student's success in school. Furthermore, this coding system is helpful when determining which absences are excused in regard to the credit petitioning for Excessive Absences (explained later in this section). Back to TABLE OF CONTENTS TRUANCY POLICY Truancy is defined as student absence from class or school without school or parent permission. Our school views truancy as a serious concern and administrators will work with students and parents to change the behavior. The following steps will take place when students are truant: ● 1st truancy-Administration may contact parents for a conference about the truancy. Students are expected to make up time in detention. 18 ● 2nd truancy-The administrator may choose to assign consequences such as: 3 to 5 days in school suspension (ISS), truancy contract, serving time in detention, Saturday school, notification to parent regarding possible suspension of driving privileges of student (as per Idaho Code 94-303A). ● 3rd truancy-The administrator may choose to assign consequences such as: 3 to 5 days ISS, attendance contract, serving time in detention, notification to parent regarding possible suspension of driving privileges of student (as per Idaho Code 94-303A); possible loss of credit, referral to an attendance court, making up lost time outside the regular school day, or reduction in grade. Student facing loss of credit may appeal. The student may also be referred to the Blackfoot School District Board of Trustees for a formal expulsion hearing. Back to TABLE OF CONTENTS EXCESSIVE OR CHRONIC ABSENCES Our goal is for all students to attend school every day. Attendance is monitored daily to identify students with difficulties. Administrators and teachers will work with students and their parents to identify strategies to address the behavior. Students who receive seven (7) absences in any class period within a trimester will face consequences such as: ● loss of credit, ● making up lost time outside the regular school day, ● other action determined by the school administrator or designee based on the individual's situation and need. Absences which are included as part of the seven (7) excessive absences are: ● Unverified ● Verified ● Truancy The student will be notified after his or her six (6th) absence that he or she would faces consequences for excessive absences and is in danger of losing credit if he or she misses another day. If a students obtain seven (7) or more absences, they 19 have the option to complete "time-for-time" in order to make up lost class time. They also may petition for the lost credit. Students who continue to miss school jeopardize their success in school and also impact other students. When students are enrolled in school, they are assured a space in their classes as well as resources such as textbooks, instructional materials, and other necessary material. If the student doesn't attend, those resources are not used effectively. Because of this, we've identified a process to handle chronically absent and/or habitually truant students. Students who do not improve their attendance and continue to miss school may be identified as chronically absent and/or habitually truant. School administrators will contact parents to schedule a conference to identify strategies to avoid the student being dropped from school rolls. The student will be dropped from the rolls if he or she is absent for ten (10) consecutive school days without notification from the guardian. If the student returns to school, he or she may be re-enrolled. Students served by homebound teachers will not be included in this procedure. Back to TABLE OF CONTENTS DENIAL OF CREDIT APPEALS PROCESS An appeals process is available for students who are denied credit because of excessive absences or truancy. At seven (7) absences - Unverified, Verified, or Truant - the credit denial is assigned and the student may file a petition during the Petition Process at the end of the trimester. Petition forms will be made available during the last two weeks of the trimester. Students will use the form to explain the reasons for the absences, how attendance or behavior has changed, actions taken, and why credit should be granted. A credit petition committee consisting of a building level administrator, a counselor, attendance officer, and teachers will review the application and make a decision. If credit is denied, the student may ask the committee for a face-to-face hearing to appeal the denial. All decisions of the committee are final. Back to TABLE OF CONTENTS 20 ATTENDANCE INCENTIVE POLICY In an effort to reward good students with good attendance, BHS students with 2 or less absences (97% attendance) , 2 or fewer tardies, and a B- grade in any class are eligible for the Attendance Incentive. This eligibility allows the student to be exempt from trimester End-of-Course Assessments (ECA). Grades for the class will be calculated as the Term Grade at the end of the trimester, without penalty for the Final exam. **********Dual Credit, AP, PTE courses may require an ECA for College credit/certifications, therefore may not be included in this incentive policy. Please check with the teacher for specific details of participation in this policy************** Back to TABLE OF CONTENTS PRE-EXCUSED ABSENCES These absences include school related events such as athletic competitions, music contests, etc. or planned personal or family emergencies with administrative approval, including medical absences where the student has received assignments and/or participated in test reviews in advance. In the case of these pre-arranged absences, all missed schoolwork (including the missed test) is due the day the student returns to school, with teacher discretion, to extend the deadline. All pre-excused absences, if resulting in missing more than 2 days during a trimester in any class, will exclude individuals from the Attendance Incentive Policy. Back to TABLE OF CONTENTS TARDY POLICY The Blackfoot School District recognizes that students who are habitually and carelessly tardy to class constitute a serious interruption in the educational process. Students are expected to be in class on time with materials, ready to 21 learn. Teachers are responsible for handling classroom tardies in a reasonable manner and to notify students when they have been marked tardy. At the third tardy, student will be referred to the office for further action which will include: 3rd tardy: 3 days lunch detention 4th tardy: 4 days lunch detention 5th tardy: 5 days lunch detention, behavior contract 6th tardy: 6 days lunch detention, parent meeting w/ administrator 7th tardy: In-school or out-of-school suspension Periodic hall sweeps will be conducted by administration, and students caught in hall sweeps may be assigned 2 lunch detentions. If a student fails to attend a detention, 2 additional detentions will be added to assigned days. Continued failure to attend will result in in-school suspension and/or Saturday school. Back to TABLE OF CONTENTS LEAVING CLASS OR SCHOOL Blackfoot High School is a CLOSED CAMPUS during the school day with the exception of the lunch period. Once a student is in school, he/she will not leave the school (or class) for any reason without checking out through the attendance secretary and contacting his/her parents. Students who leave campus without checking out through the attendance office will be truant. Permission to leave the school will be granted once the attendance secretary has talked to the parent. Students may be excused from class only through the request of the office or another member of the staff. Verified absence will be recorded by the attendance office. The student is either in class or not. The attendance office is responsible to classify the absence. An absence that has not been verified by parents within 48 hours. Absence which is excused by a medical doctor due to due illness and is submitted to the attendance office within 48 hours of the absence. If credit is lost due to medical absence, a student may appeal to the administration to have the credit reinstated. OUT OF DESIGNATED AREA: When a student is not in an assigned/approved area Back to TABLE OF CONTENTS BANNER SYSTEM Purpose: 1) To reward students for positive behavior 2) To provide incentives to keep the campus clean Green Banner– Campus is clean and there have been no major disciplinary violations (fights, vandalism, thefts). Any major disciplinary violation automatically results in a red banner. If we are on green banner for 5 days, students will earn an hour lunch. Random hour lunches will be scheduled in advance and not necessarily the day after we have been on green banner for 5 days. Yellow Banner- “Warning”, requiring two days with a clean campus and no major disciplinary violations to get back to green 23 Red Banner- Need two days with a clean campus and no major disciplinary violations to get back to yellow. Specific areas of the campus that are continually not taken care of will be closed (i.e halls during lunch, gym, parking lot). Students must pass the exam before receiving credit for the challenged course. 1. Students will be required to pay a $50.00 exam fee. 2. A maximum of four (4) credits may be applied to graduation requirements at Blackfoot High School. 3. Student must have a “C” grade point average before being allowed to challenge a course at BHS. 4. Courses can only be challenged once. 5. Courses may not be challenged out of sequence. 6. Challenge course exams must be taken during the first two days of each trimester. Blackfoot High School will provide the following to each student wishing to challenge a course: 1. Course objectives outline. 2. Final exam administration and correction. 24 3. All courses requiring hands on application will be given by the instructor teaching the class. Guidelines for Challenging Classes: 1. Students will have the option of taking the challenged class to earn a better grade than received on the challenged exam. However, courses failed or attempted may not be challenged. The higher grade will be recorded on the student’s transcript. 2. Supervision and administration of the exams will be given at the convenience of the Blackfoot High School administration. 3. Blackfoot High School will not be responsible for the loaning, renting, selling or providing classroom books or materials for the challenged classes. 4. The test for the challenged class must be taken at the high school proctored by an administrator in an atmosphere conducive to good concentration. 5. No other testing circumstances will be allowed. 6. Students may not challenge a course they are currently enrolled in, or have taken, regardless of the grade earned. 7. Students wishing to challenge a course will be considered by the department and the administration on case-by-case bases. Grading Policy: The grade on the challenged exam and the practical exam will be combined in order to come up with the final grade for the challenged course using the Blackfoot High School approved grading schedule. Students must have a minimum of 70% in order to receive credit for challenging a class. Back to TABLE OF CONTENTS Plagiarism/Cheating/Integrity/Honesty* An emphasis will be placed on academic honesty. Blackfoot High School supports and promotes academic honesty in all endeavors. Academic integrity is part of our focus. Students need to carefully use the internet at all times and properly refer sources obtained from the internet. If a student merely copies a paper from any source, including electronic sources, it is a form of plagiarism, and classroom policies will be enforced. Teachers have policies regarding plagiarism and cheating, 25 and it is the teachers’ responsibility to inform the students of their classroom policy on plagiarism and cheating. The office will receive funds and write checks for all student organizations and activities. Students should always get a receipt from the secretary and retain it in their records until the end of the school year. In order to have money taken from any school fund, a school purchase order must be filled out and signed by the principal. No charges to any school account are allowed. Student leaders and advisors may meet with the financial secretary to review their organizational accounts. Choosing to disrupt class infringes upon the right of the teacher to teach and the right of the other students in the class to learn. Even those disruptions that appear minor in nature seriously interfere with the educational process. The following are expectations of all students: 26 1. SUPPLIES AND MATERIALS: All students will bring the necessary supplies and materials to class to ensure their progress and success. 2. CLASSROOM BEHAVIOR: Students are expected to comply with teacher and substitute guidelines and use courteous behavior towards teachers and other students at all times. All staff members will utilize these guidelines: 1st Incident-Teacher/student conference. Teachers will document this conference and the reasonable interventions/modifications within the classroom setting that have been initiated to stop the disruptive behavior. 2nd Incident -Teacher/student/parent conference and or parent is contacted. Teachers will document this conference and the reasonable interventions/modifications within the classroom setting that have been initiated to stop the disruptive behavior. Teacher will notify student and parent of the continued disruption and document the conference. Behavioral expectations, intervention/modifications will be documented with all three signatures. 3rd Incident – If the above listed efforts have been made and documented. The teacher may then refer the student to administration. Upon receipt of the referral from the teacher, the principal or designee will determine action to be taken regarding the referral. Teachers will provide the list of interventions and communications to the administration 4th Incident- Refer the student to the administration. (Example; bullying, sexual harassment, or drugs and alcohol)*** Back to TABLE OF CONTENTS 27 CLUBS Blackfoot High School encourages the organization of clubs which have constructive purposes and are affiliated with the school. In order for a club to be recognized by the school or student council it must have a current constitution on file with student council and be approved by student council and the school administration. Each club has the responsibility for regulating the conduct of its members in club activities. Any club which does not have a faculty advisor assigned or which carries on activities which are illegal or contrary to school or district policy shall not be affiliated with the school, and its members shall not be allowed to represent the school in activities. Clubs which are not affiliated with the school shall not conduct activities of any kind on campus during school hours and shall not use the name of the school or cause themselves to be identified as representatives of the school. Club meetings will be held before school, at lunch or after school. Back to TABLE OF CONTENTS COLLEGE DAYS Senior students with an overall GPA of 2.5 or better may have two days of preexcused absences from school to visit the college or university of their choice. Students requesting this privilege must have a pink, college day excuse form, filled out and signed by the principal prior to their leaving on their visit. This is a school/activity excused absence. Applications to receive a College Day: 1. Should be submitted at least three days prior to the date of absence. 2. Should be returned after the college visit with confirmation that the student actually visited. 3. Must not be submitted during the last two weeks of school. NCAA Clearinghouse Back to TABLE OF CONTENTS DANCE GUIDELINES & RULES The purpose of having school dances is to provide wholesome entertainment for the students of Blackfoot High School who wish to attend. The following guidelines and regulations have been prepared to ensure students enjoyment at this activity. School dress standards will be adhered to. 1. Dances held at Blackfoot High School are sponsored by the Student Council or organizations within the Student Council. The dances are for the benefit of the students and their dates. 2. All guests will be expected to abide by the rules, regulations, and dress codes of Blackfoot High School. All guests of Blackfoot High 30 3. 4. 5. 6. 7. 8. School students must have a current high school Identification card from their school and also fill out a Dance Guest Permission Form from the main office. School Administrators will then approve or deny the request. **See the main office for more information.** Applications for the use of the gym for a dance must be submitted on an activity form and presented to the principal and student government at least four (4) weeks before the intended activity. There must be at least two chaperons at the dance. There must be at least one police officer in attendance at the dance. Sponsoring organization or club will pay for the officer. Once a student leaves the dance, he/she has left for the entire event, and will not be allowed to return to the dance. Any student or guest attending a Blackfoot High School dance who has been drinking, smoking, or whose actions are termed improper will be referred to the Blackfoot Police Department. Procedures as outlined in the Discipline Handbook will be followed. Students with student body cards will be required to pay a $3.00 admission fee while those students without student body cards will be required to pay $5.00. Admission prices that exceed this amount must be cleared by the principal. Student must show activity card at the event to receive the discount. Back to TABLE OF CONTENTS JUNIOR/SENIOR PROM Prom attendance is limited to currently enrolled, full-time Blackfoot High School juniors and seniors. Fulltime Blackfoot High School juniors and seniors are allowed to bring a date/guest from another school if they have received approval from the administration on the Guest Dance Permission Form. Forms are available in the office and must be turned into the main office at least 5 days before the event. Permission forms are available at all times in the office. Please contact an administrator if you have any questions. The price of tickets for the prom will depend on the anticipated cost of decorations, music, favors, royalty, and refreshments as determined by sponsors. The proper dress for the prom is semiformal attire. This includes best dress to formals for the ladies. For the gentlemen they can wear clean dress pants to tuxedos. Criterion for selection of these students may be obtained from the head of a particular department. Back to TABLE OF CONTENTS DESTRUCTION OF SCHOOL PROPERTY Pupils who willfully destroy school or individual property through vandalism, carelessness, or rowdy behavior will obligate themselves and their parents to be financially responsible for the repair or the replacement of the damaged property. Participating students will be subject to school discipline as well as legal prosecution. Students may bring their own lunch or $2.10 for a BHS lunch tray. Students are not allowed to use the vending machines and the lunchroom does not allow for charges. Students are expected to bring schoolwork with them to lunch detention or they will be given additional assignments to complete. Back to TABLE OF CONTENTS 32 IN-SCHOOL SUSPENSION (ISS) When a student is assigned ISS, he/she will report to the detention hall no later than the morning tardy bell, and will remain there throughout the school day, including the Lunch period. The student is responsible for bringing homework to complete while in ISS. If the student does not have homework, assignments will be furnished. A major discipline situation during ISS will result in immediate OSS. Students may bring their own lunch or $2.10 for a BHS lunch tray. Students are not allowed to use the vending machines and the lunchroom does not allow for charges. Students may talk to the detention hall teacher in extreme circumstances involving lunch. Back to TABLE OF CONTENTS OUT-OF-SCHOOL SUSPENSION (OSS) Students whose behavior is considered disruptive or who have a continued nonresolved behavior problem may be suspended out of school. This action is deemed very serious and will require a parent-student-administrator conference before reinstatement can take place. The intention of the staff at Blackfoot High School is to provide a continuous, uninterrupted education for all students. Students suspended out-of-school for inappropriate behavior will be expected to maintain their work in all classes. 1. Students suspended will be allowed to request their assignments and be given an opportunity for missed school work. However, half credit will be granted. 2. Inappropriate behavior warranting out-of-school suspension would include: fighting, habitual tardiness, flagrant truancy, or inability for self-control. Any areas considered disruptive or a continuous non-compliance to school regulations could result in an out-of-school suspension. 3. Students on out-of-school suspension will not be allowed to attend any extra-curricular activity or practices related to activities on the days of suspension. All coaches and advisors will be notified of the suspension. Back to TABLE OF CONTENTS 33 DISCIPLINE CODE FOR ELECTED STUDENT LEADERS AND STUDENTS PARTICIPATING IN ALL EXTRACURRICULAR ACTIVITIES Student Body Officers serve as a role model to students in the school, and their behavior should be exemplary. Truancies are not allowed in this group and they shall be disciplined according to district policy. In addition to previous discipline outlined, a student who participates in athletic programs or extracurricular activities or who serves as an elected student government officer at Blackfoot High School, who is found guilty of using, possessing or selling tobacco, or being guilty of consumption, selling, possession of, or being under the influence of alcoholic beverages or illicit drugs, either on school property or at school related functions shall be disciplined according to the following district policy: First offense: The first offense shall result in suspension from ten school days of the grading period for student government or extracurricular activities. Student shall attend class but shall be suspended from leadership assignments and duties. Second offense: If a second offense occurs during the school year, it shall result in the student being removed from office, team, activity and student government class. Club or organization officers will be disciplined and governed by their respective club or organization's by-laws as provided in their constitution. In addition, offenders will be disciplined according to the provisions outlined in the District Discipline Code Policy. Back to TABLE OF CONTENTS DRESS STANDARDS POLICY TITLE: Student Dress Code POLICY NO: 511.50 It is the policy of this school district that students shall dress in a manner which is appropriate for an effective educational environment. While recognizing the importance of allowing students to express their individuality through their attire, the school is responsible for ensuring that student dress is conducive to a positive 34 and respectful environment for all students. The standards of appearance for students shall ensure that the student be clean, neat, and properly dressed. They shall observe modes of dress and standards of personal grooming which are in conformity with the studious atmosphere and good personal hygiene necessary in schools. Dress or appearance of no student shall be extreme to the point of creating a disturbance or hazard to oneself, others, or school property. All students are, therefore, required to dress in a manner that promotes a safe and healthy school environment, and is not disruptive of the educational climate and process. School is a professional work environment for students. Compliance with the dress code policy is the responsibility of every student and parent. The dress code policy is to be enforced by all staff members. Dress Standards: 1. Garments must be of a length and fit that are suitable to the build and stature of the student. Upper garments must adequately cover the waistline and must not expose the midriff while the student is performing normal school-related activities (studying, retrieving books, raising hands, etc.). 2. Shirt straps must be no less than the width of a student/staff ID card or 2 inches in width. Strapless garments, tube tops, and halter tops are prohibited. 3. Pants, shirts, shorts, skorts, and skirts must be worn in a fashion in which undergarments are not visible whether the student is standing, sitting, or bending. Undergarments may not be exposed. 4. Pants, shorts, skorts, and skirts may not have holes, rips, frays, or tears that require additional clothing to cover the skin above the knee. 5. Pants shall conform to the build and stature of the student, shall be worn at the waist, and shall not extend below the heel of the shoe in length. 6. No pajamas are to be worn, unless it is for an administration-approved school activity. 7. Skirts, shorts, dresses, and shirts worn as a dress must be no shorter than the length of a student/staff ID card above the knee. 8. See-through, sheer, transparent, or mesh clothing is not allowed unless worn as an accessory with other clothing that complies with the dress code standard. Prohibitions: 35 The following prohibitions will be enforced when the student is on school premises or at any school sponsored event, regardless of location: Students are prohibited from wearing or carrying clothing, accessories or jewelry, or displaying piercings or tattoos, which, by picture, symbol, or word, depict or allude to any of the following: a. Drug usage, including alcohol and tobacco; b. Controlled substances of any kind; c. Drug paraphernalia; d. Gangs; e. Violence; f. Sexually explicit, lewd, or indecent material; g. Illegal acts; or h. Degrading to any group on the basis of race, religion, gender or sexual orientation. 1. If the building administrator or designee has a reasonable belief that gang activity is or may be present in the school, students are prohibited from wearing, using, or carrying, any clothing, jewelry, or other attire or accessories, or displaying tattoos, emblems, symbols, signs, or codes, which are evidence of membership or affiliation in any gang. Bandanas, do-rags, sweatbands may not be worn on school grounds or at school-sponsored activities at any time unless approved for wearing at extracurricular activities. 2. Accessories which pose a safety hazard or can be used as a weapon are not allowed. a. Jewelry and accessories shall not convey messages that are crude; vulgar/profane; violent/death-oriented; gang related; sexually suggestive; and/or promoting alcohol, drugs, or tobacco. b. Pierced jewelry shall be limited to the ear. Dog collars, tongue rings, wallet chains, large hair picks, chains that connect one part of the body to another, or other jewelry/accessories that pose a safety concern for the student or others shall be prohibited. c. Pierced jewelry, other than earrings, may not be worn at school. d. Belts must be worn appropriately and not hang down. 3. Students are prohibited from wearing clothing which reveals a student's breasts, cleavage, abdomen, or buttocks. Necklines of all upper garments must be modest. Low-cut necklines are prohibited. 4. Students are prohibited from wearing head coverings and sunglasses in 36 school buildings during school hours, except as may specifically be authorized by the building administrator or designee. This includes, but is not limited to, hoods and hats of any type. Students are required to wear shoes or other footwear in school buildings, unless the building administrator or designee indicates otherwise. Slippers and roller shoes are not allowed at any time or place. Discipline Dress code violations will be considered a major discipline offense and disciplinary actions will follow the procedures outlined in the Discipline Policy Handbook. This disciplinary action will continue throughout the school year and will start over at the beginning of each semester/trimester. Activity Days The building administrator or designee may determine appropriate attire options for special activity days. Definitions: 1. "Controlled substance" includes, but is not limited to: Opiates; opium derivatives; hallucinogenic substances, including cocaine, and cannabis and synthetic equivalents of the substances contained in the plant; any material, compound, mixture, or preparation with substances having a depressant effect on the central nervous system; and stimulants. 2. "Drug" includes any alcohol or malt beverage, any inhalant, any tobacco product, any controlled substance as defined above, any illegal substance, any look-alike or counterfeit drug, any medication not approved and registered by the school authorities, and/or any substance which is intended to alter mood. 3. "Drug paraphernalia" includes all equipment, products, and materials of any kind which are used, intended for use, or designated for use, in planting, propagating, cultivating, growing, harvesting, manufacturing, compounding, converting, producing, processing, preparing, testing, analyzing, packaging, repackaging, storing, containing, injecting, ingesting, inhaling, or otherwise introducing into the human body a controlled substance as defined in this policy. 4. "On school premises or at any school-sponsored activity, regardless of location" includes, but is not limited to, buildings and grounds on the school 37 campus, school buses, school parking areas, and the location of any schoolsponsored activity. 5. Undergarments include, but are not limited to, bras, bra straps, boxers, briefs, etc. LEGAL REFERENCE: Idaho Code Section 33-5 12 ADOPTED: November 16,2006 AMENDED: May 20,2010 Students who are in violation of the dress standards policy will be sent to the office where parents will be notified. Students may then be sent home to change their clothing. The absence from school will be considered unexcused. Items may also be retained by the school administration. Back to TABLE OF CONTENTS DROPPING OR CHANGING CLASSES AFTER THE START OF A TRIMESTER Students and parents are encouraged to make a careful selection of classes during spring registration for the next year. Selection of classes is one of the most important responsibilities that a student has in order to allow him/her the best possible education at Blackfoot High School. Due to class availability and scheduling conflicts from classes offered the same period, students must request 3 classes (at a minimum) beyond the 5 classes needed each trimester to fill their schedule. Class changes will only be allowed for specific reasons and within specified time frames. Bona fide reasons for class changes include the following: 1. to satisfy graduation requirements 2. to fill each student’s schedule 3. to ensure proper academic placement 4. as directed by administrators, counselors, and teachers Schedules changes will be dependent on availability of classes and number of students per class. For courses taught more than one period a trimester, schedule changes will not be made which create significant imbalances between the sections and negatively impact the learning environment. Schedules will be finalized prior to 38 the first day of school. Student-initiated class changes must be made prior to the first two days of 1st trimester and the 1st day of 2nd and 3rd trimester. Any time a student makes a class change, they will be required to complete a BHS Add/Drop Request Form and obtain teacher’s signatures prior to making schedule changes. To the maximum extent possible, class time will not be used to make class changes. Class changes will be made before school, after school, or during the lunch period. If the class change occurs after the first seven days of a trimester, the student will receive a failing grade (F) in the course and no credit (NC) for the class to which he/she will be assigned. If a student has to be removed from a class for disciplinary reasons, the student will lose credit for the course and receive a failing grade (F) on the report card. Back to TABLE OF CONTENTS DRUG FREE ZONE Idaho State Law, 37-2739B, provides for a fixed MINIMUM SENTENCE of FIVE YEARS OF CONFINEMENT in drug trafficking convictions within a 1,000 foot radius surrounding the property of a public or private, elementary or secondary school, or in those portions of any building, park, stadium, or structure or grounds which were, at the time of the violation, being used for any activity sponsored by or through such a school as stated in the District Discipline Policy: A. Students possessing, using, or being under the influence of any drug, illegal substance, alcohol, or any intoxicant of any kind: 1. May be suspended. 2. Police may be called and parents notified. 3. Meet with the superintendent of schools before returning to school. It is recommended that the superintendent consider the following: a. On the first offense, in addition to being suspended, students may be referred to a counselor. The counselor will meet with the student at the school on a regular basis. b. Following the student's return from suspension, the student will automatically be referred to the school's student assistance core team where one team member will be assigned to follow up periodically with the student. The student may also be assigned to 39 4. 5. 6. an education group within the school to help encourage him/her to stay away from involvement with drugs and alcohol. OPTIONS FOR THE DISTRICT DISCIPLINE APPEALS PANEL (NOT MANDATORY COURSE OF ACTION) c. Meet with counselor. Counselor will outline specific program for each student, including attendance and academic progress reports on a weekly basis. d. Be required to perform up to thirty (30) hours of school service hours. (This includes service hours required by the courts.) e. May be given other assignments as being on Step Four, and any further violations shall cause the student to be referred to the board of trustees for possible expulsion. Students selling or transmitting alcohol shall be turned over to the police authorities and referred to the superintendent of schools and the board of trustees for an expulsion hearing on the first offense. Students selling or transmitting drugs or illegal substances shall be suspended and turned over to the police authorities and referred to the superintendent of schools and the board of trustees for an expulsion hearing on the first offense. Students using or possessing tobacco on school premises shall be treated in the following manner unless they have already been placed on a previous step: 1st Offense: Refer student to principal who will notify police authorities for ticketing. The student will receive 2 days out of school suspension. 2nd Offense: Refer student to principal for disciplinary action (1-5 day suspension) and to police authorities for ticketing, and to the Superintendent and Board of Trustees for expulsion. Back to TABLE OF CONTENTS ELECTRONIC DEVICES Students will use electronic communication or data devices only in a manner consistent with instructional and testing activities in the classroom. These devices include, but are not limited to, handheld calculators, PDA's, pagers, cell phones, music playing devices, cameras, and laptop computers. Use of these devices must not violate any district policy or cause classroom disruption nor may they be used in the access, creation, or possession of inappropriate materials (i.e. pornography). 40 Electronic devices may only be used in the classroom for educational purposes and at the discretion of the teacher. Videotaping or taking pictures is prohibited on campus unless approved by building administration. If the policies are violated, administrators will determine consequences based on the severity of the incident. Additionally, on the first offense the device may be confiscated until a parent picks it up. *Exceptions to this policy may be made only with administrative approval* 1st Offense: The device may be confiscated. The violation will be entered into the student’s discipline log. The device will be returned to the student at the end of the class period of confiscation. 2nd Offense: The device will be confiscated. The violation will be entered into the student’s discipline log. The device will be placed in an envelope, sealed with tape, and student’s signature on tape. The teacher will bring the phone to the appropriate administrator and the phone will be returned to the parent/guardian. 3rd Violation: The device will be confiscated. The violation will be entered into the student’s discipline log. The device will be placed in an envelope, sealed with tape, and the student’s signature on tape. The student will be assigned a Saturday school for insubordination. The device will be returned to the parent/guardian. 4th Violation: The device will be confiscated. The violation will be entered into the student’s discipline log. The device will be placed in an envelope, sealed with tape, and the student’s signature on tape. The student will serve a 3 day in-school suspension for insubordination. The device will be returned to the parent/guardian. *Failure to comply will result in insubordination and all sequent violations will result in out of school suspension (OSS). Back to TABLE OF CONTENTS ELIGIBILITY, EXTRACURRICULAR & ACADEMIC 41 In order for a student to be eligible for the following offices or extracurricular competition he/she must have and maintain a cumulative grade average: Student Officers B Cheerleaders C Athletics/Dance Team - C Class Officers - B While each club or organization may have its own constitution and eligibility requirement it should be remembered that the one constant factor that each student will be held accountable for is the number of classes failed. Students must not have more than one "F" per trimester. Students who receive more than one "F" will remain ineligible for one full trimester or until the grade is made up Head coaches and activity advisors are responsible for monitoring participants' progress toward academic eligibility for competition/participation in any activity sponsored by BHS. Students participating in any school sponsored extracurricular program must maintain the following academic standards: 1. Must pass 4 out of 5 classes during the previous trimester. Example 1: You must pass 4 of 5 classes in the 2nd trimester in order to play spring sports-Baseball, Softball, Tennis, Track, or Golf. Example 2: You must pass 4 of 5 classes in the 3rd trimester in order to play fall sports---Football, Volleyball, Cross Country, or Soccer. Example 3: You must pass 4 of 5 classes in the 1st trimester in order to play winter sports--Wrestling, or Basketball. 2. Seniors participating in extracurricular activities and who are online for graduation must be enrolled in at least 3 classes throughout their sports season. At least one of these classes must be an academic class. 3. Eligibility shall be checked after the first three weeks of each trimester. If a participant is below a 2.0 (or the grade level set by the activity’s by-laws), or if a student has had an Eligibility Concern Slip filed against him/her by a teacher, which can be submitted at any time, he/she will have five school days to satisfy the 2.0 © GPA(or the grade level set by the activity’s by-laws),and/or bring the grade of a specific class to a 2.0 © level or the grade level set by the activity’s by-laws. Failure to do so will cause the participant to be declared ineligible to participate in all extra-curricular activities for at least one week, or until he/she becomes eligible. 4. Some organizations may have individual considerations which require higher standards than listed, however, no organization may have lower expectations or standards. 42 8. 5. Students taking Release Time must pass all 4 classes they are enrolled in at the high school in order to remain eligible for extracurricular competition. 6. For the purpose of determining student eligibility, the most recent grade for a repeated class will be used to determine overall GPA. 7. All students participating in extracurricular activities shall purchase an activity card before participating. Participation in School Activities: In order to protect the health and well being of the students who participate in school activities, the following policy will be followed: Students who are not in school the entire day of any BHS sponsored activity shall not be permitted to participate in the activity that day or evening. If time does not permit immediate notification, students will not participate in the next scheduled activity. Friday truants may not participate in Saturday activities and competitions. Students who have excused absences for doctor or dental appointments will not be subject to this ruling. Back to TABLE OF CONTENTS FALSE EMERGENCY ALARM/TAMPERING WITH SAFETY DEVICE A student shall not circulate a story of a fire, bombing, bomb threat or other catastrophe when that student knows the story to be untrue. Students will not tamper with safety devices on any school property. If injury results to any person as a result of a false alarm or tampering with safety devices, the student will be reported to law enforcement agencies. (Idaho Code 67-11a) Back to TABLE OF CONTENTS 5TH YEAR SENIORS It is our hope students will complete their high school career in 4 years. However, we recognize that due to circumstances some may not. Blackfoot High School will allow students to return and finish their education under the following contract: 1. Must take five classes each trimester (full load) 2. No Off Campus will be allowed 3. Must work toward graduation through the quickest possible path. 4. Must not violate attendance/discipline policy. 5. May not receive a failing grade. If any of the above guidelines are not carried out the student will be referred to other programs. Back to TABLE OF CONTENTS FIGHTING All students attending Blackfoot High School will be free from intimidation by other students. Fighting, unnecessary roughness, hazing or harassment on the part 44 of any student will not be tolerated. Any infraction of this regulation either in the school or on the school grounds will be referred to an administrator and SRO officer. Violators will be suspended from school for up to three days upon the first offense. On the second offense they shall be suspended for up to five days. If a 3rd offense occurs the student will be referred to the Board of Trustees for expulsion Back to TABLE OF CONTENTS FIRE AND BOMB DRILL PROCEDURES The fire alarm shall be given by electric alarm system throughout the high school building. In case electric power is off, a "back-up" system shall be used to warn occupants. Immediately upon hearing this signal, students, faculty and others in the building shall evacuate by using a pre-arranged evacuation route posted in each classroom. The following procedures are in effect: 1. Evacuate in an orderly fashion. 2. The teacher is the last person out of the room. 3. Close doors and windows. 4. Do not stop to fight the fire. 5. Teachers are to take their roll books outside with them to check attendance. Each class will have a place where they will meet. 6. Students should stay with their own class. Back to TABLE OF CONTENTS FREEDOM OF EXPRESSION Students are protected in the exercise of their First Amendment rights at BHS. The exercise of such rights, however, must be conducted in a manner that does not disrupt the educational process. Blackfoot High School will not tolerate any remarks, graffiti, clothing, or actions that degrade any nationality or culture. Back to TABLE OF CONTENTS 45 FUND RAISING POLICY (Board Policy) Any fund raising activity conducted in the community must have prior approval of the superintendent of schools. Those fund raising activities taking place on the high school campus need only to be prior approved by the class or club advisor and the building principal. Back to TABLE OF CONTENTS GANG RELATED BEHAVIOR Corrective action may be taken for any student wearing, carrying or displaying gang related apparel (including any bandanna) or exhibiting behavior or gestures which symbolize gang membership or causing and/or participating in activities which intimidate or affect the attendance of another student. Gang Related Activity will not be tolerated. Back to TABLE OF CONTENTS GRADING SYSTEM The Idaho Department of Education authorizes individual high schools the authority to grant credit for each subject a student takes and passes in the public schools. At BHS credit will be granted on a trimester basis. This means that the grade a student earns at the end of the trimester will be placed on his/her permanent record. The minimum graduating requirements for graduation are as follows: 1.0 Enrollment Each student shall be registered for and attend five classes each trimester of his/her school career. Exception to this requirement must be approved by the building principal. 2.0 Credits 2.1 52 credits are required for graduation. 2.2 The following credits are required for Graduation: 8 credits - English which must include 9A, 9B, 10A, 10B, 11A, 11B & 2 Senior English courses. 6 credits - Math (2 credits must be taken during senior year) 1 credit - Speech (Two Debate and/or Lincoln-Douglas Debate) 6 credits - Science (2 credits shall be lab courses) 2 credits - U.S. History 2 credits - American Government 47 2 credits - World History 1 credit - Health - must be earned in grades 10 - 12. (Human Phys. A & B will substitute for Health) 1 credit - Economics 2 credits - P. E. 1 credit - Technology. 2 credits - Humanities can be met by taking 2 credits of foreign language and/or fine arts. OR Professional Technical may be substituted. As a general rule, students will not be in the halls once class has started or is in session. However, emergencies do arise, and therefore, each student should have a hall pass. Students must secure a pass from the sending teacher identifying the date, time, and destination of the student. Students without this information are in violation of this policy and may be placed on appropriate discipline step. Back to TABLE OF CONTENTS BLACKFOOT HIGH SCHOOL PROHIBITION AGAINST HARASSMENT, INTIMIDATION, BULLYING, AND CYBERBULLYING STATEMENT OF COMMITTMENT Every student at Blackfoot High School is entitled to an education free of harassment, intimidation, bullying, and cyberbullying. Blackfoot High School and all its employees are committed to a harassment-free school where everyone is treated with dignity and respect. DEFINITION OF HARASSMENT, INTIMIDATION, AND/OR BULLYING Harassment, intimidation, bullying, and cyberbullying are defined as misconduct by a student(s), which is characterized by the aggressor(s) as creating a hostile environment that is severe, pervasive or persistent. Harassment, intimidation, and/or bullying is generally characterized by aggressive or intentionally harmful behavior (Blackfoot School District #55 School Board Policy # 506.50) DEFINITION OF HARASSMENT Harassment is defined to include verbal, written, graphic, photographic, audio or video depictions of any kind, or physical conduct relating to an individual’s sex or sexual orientation, race, color, national origin, age, religious beliefs, ethnic background, or disability that is sufficiently severe, pervasive, or persistent so as to interfere with or limit the ability of an individual to participate in or benefit from the district’s programs that: 49 1. Has the purpose or effect of creating an intimidating or hostile environment. 2. Unreasonably interferes with an individual’s educational performance. 3. Otherwise adversely affects an individual’s educational opportunities. (Blackfoot School District #55 School Board Policy #506) DEFINITION OF SEXUAL HARASSMENT Sexual harassment is a form of misconduct that undermines the student’s relationship with educators and with other students. No student, male or female, should be subject to unasked for and unwelcome sexual overtures or conduct, either verbal or physical. Sexual harassment refers to sexual overtures or conduct, including those that relate to the student’s sexual orientation, that is unwelcome, personally offensive, and affecting morale, thereby interfering with a student’s ability to study or participate in school activities. (Blackfoot School District #55 School Board Policy # 506) DEFINTION of CYBERBULLYING Cyberbullying is the use of email, instant messaging, chat rooms, pagers, cell phones, or other forms of informational technology to deliberately harass, threaten, or intimidate. Cyberbullying can include such acts as making threats, sending provocative insults or racial or ethnic slurs, gay bashing, attempting to infect the victim’s computer with a virus, and flooding an e-mail box with nonsense messages. (Blackfoot School District #55 Discipline Policy Handbook) INVESTIGATION OF HARASSMENT REPORT When a Blackfoot High School Harassment Incident Report is filled out and received by the principal or assistant principals, immediate steps will be taken to do the following: 1) 2) 3) 4) Obtain a written statement from the complainant regarding the allegations; Obtain a written statement from the accused; Obtain written statements from witnesses, if any; and Prepare a written report detailing the investigation. 50 DISCIPLINARY ACTION Students who engage in harassment, intimidation, or bullying will be disciplined as determined to be appropriate, up to and including suspension and/or expulsion. The school administrator will refer allegations of bullying to law enforcement if he/she reasonably believes that the student has engaged in conduct, including harassment, intimidation, and/or bullying, in violation of Idaho Code Section 18-917A. AUTHORITY: It shall be a violation of this policy for any member of the district staff to harass a student or another staff member through conduct or communications of a sexual nature as defined below. It shall also be a violation of this policy for students to harass other students through conduct or communications of a sexual nature as defined below: Each administrator shall be responsible for promoting understanding and acceptance of, and assuring compliance with, state and federal laws and board policy and procedures governing sexual harassment within her or his school or office. Violation of this policy or procedure will be cause for disciplinary action. DEFINITIONS: Unwelcome sexual advance, requests for sexual favors and other inappropriate, or written or physical conduct of a sexual nature when made by a member of the school staff to a student or another staff member or when made by any student to another student constitute sexual harassment when: A. Submission to such conduct is made, either explicitly or implicitly, a term or condition of an individual's education; B. Submission to or rejection of such conduct by an individual is used as the basis for academic decision affecting the individual; or 51 C. Such conduct has the purpose or effect of substantially interfering with an individual's academic or professional performance or creating an intimidating, hostile, or offensive academic environment. Sexual harassment as defined above may include, but is not limited to, the following: Verbal harassment or abuse; pressure for sexual activity; repeated remarks to a person, with sexual or demanding implications; unwelcome touching; suggesting or demanding sexual involvement accompanied by implied or explicit threats concerning one's grades, job, etc. PROCEDURES: Any person who alleges sexual harassment by any staff member or student in the district may use the district's complaint procedure or may complain directly to the building principal, guidance counselor or other individual designated to receive such complaints. Filing of a complaint or otherwise reporting sexual harassment will not reflect upon the individual's status nor will it affect future employment, grades or work assignments. The right to confidentiality, both of the complainant and of the accused, will be respected consistent with the district's legal obligations, and with the necessity to investigate allegations of misconduct and take corrective action when this conduct has occurred. A substantiated charge against a staff member in the district shall subject such staff member to disciplinary action, including discharge. A substantiated charge against a student in the school district shall subject that student to disciplinary action including suspension or expulsion, consistent with the student discipline code. NOTIFICATION: Notice of this policy will be circulated to all schools and departments of Blackfoot School District #55 and incorporated in teacher and student handbooks. Training sessions on this policy and the prevention of sexual harassment shall be held for teachers and students in all schools on an annual basis. Bullying, Intimidation and Harassment “Not in our classrooms--Not in our schools--Not in our district!” It is the policy of this district to maintain a safe school environment for all students while attending school, riding the school bus, and attending districtsponsored activities on school premises or at other locations. Bullying, intimidation 52 and harassment, regardless of the specific nature of the students’ behavior, is disruptive to a safe school environment and will not be tolerated. Blackfoot School District is committed to the continued implementation of a district-wide bullying, intimidation, and harassment prevention plan. The prevention plan creates awareness and commits to addressing the problem. Any incident of bullying, intimidation or harassment will be reported to school personnel immediately. 54 1) Any student and/or parents of a student who believes the student is being harassed should immediately report the situation to a school counselor, teacher, principal, or assistant principal and fill out a Blackfoot High School Harassment Incident Report. 2) Any district employee who receives a report of harassment from a student, becomes aware that a student is being subjected to harassment, or in good faith believes that a student is being subjected to harassment, is required to report the matter to the building principal immediately and complete the Blackfoot High School Harassment Incident Report. 3) Any district employee who witnesses harassment of a student will take immediate, appropriate action to intervene to stop the harassment. 4) The Blackfoot High School Harassment Incident Report can be picked up and filled out in an administrator’s office. When a Blackfoot School District Incident Reporting Form is filled out, the following steps will be taken: 1. A written statement from the complainant will be obtained regarding the allegations; 2. A written statement from the accused will be obtained; 3. Written statements from any witnesses will be obtained; 4. Successful operation of the network requires that its users regard it as a shared resource and cooperate to form a community of diverse interests with a common purpose of advancing educational opportunities for all students. It is therefore required that all users conduct themselves in a responsible, decent, ethical and polite manner while using the network. The user is ultimately responsible for his/her actions in accessing network services. All students, faculty, and staff must have a signed Application for Network Use (Internet) on file before they may use the Internet. Any violation of the 59 acceptable use, privileges, etiquette, and responsibility as set forth by the Blackfoot School District #55 Guidelines may not only be unethical but may also constitute a criminal offense. Intentional misuse of hardware and/or software may incur expenses against the user. Violations and disciplinary action will be consistent with the district’s standard policies and procedures. A neat, well-groomed appearance makes a comfortable setting for learning and gives a favorable impression to our community. Students who purposely litter in the building or on the school grounds will be appropriately disciplined by the building administration. Back to TABLE OF CONTENTS LOCKERS Each student will have the opportunity to rent a school locker. The rental fee will be $10.00 per year. Personal locks may not be used on school lockers. All physical education lockers will be provided to students in a physical education class at no extra cost to the individual student as it is a requirement to take physical education for graduation. It is the students’ responsibility to close their lockers each time they enter them. Students are warned not to leave money and/or expensive possessions in their lockers. Students are responsible for keeping their locker combination to themselves. Changing from assigned locker must be approved by the main office. The school reserves the right to search any and all students' lockers as a part of the routine school inspection. Regular locker inspections may be held at any time during the school year. Items brought to school should be secured in lockers. Students who bring any electronic device do so at their own risk – the Blackfoot School District and its schools assume no liability for damage, theft, etc. Confiscated materials Items that may disrupt classroom instruction or our safe environment will be taken away. Confiscated electronic devices from a student will be returned to student or parent/guardian at Administrative discretion. Any weapons, drugs, alcohol, or inappropriate material confiscated from a student will not be returned. The school is not responsible for confiscated items that are lost or stolen. Back to TABLE OF CONTENTS MAKE-UP WORK It is the responsibility of the student to make arrangements with teachers upon his/her return to class after an absence to ensure all missed work and assignments are completed. Collaboration time is designed to allow for make-up work to be completed with the assistance of teachers so as not to lose instruction time to complete tasks/quizzes/tests. Teachers may assign specific times and tasks to be competed during this Collaboration time. Considerations will be made for multiple classes to allow time for the student to complete all necessary work. Make-up work and completion dates will be at the discretion of the individual teacher according to this make-up policy. The student should check with the individual teacher to arrange for the work. Make-up work is given for OSS, however, half credit will be granted. Back to TABLE OF CONTENTS 61 MASTERY ADVANCEMENT PILOT PROGRAM (MAPP) During the 2010 Legislative Session, the Idaho Legislature and Governor approved House Bill 493, providing a mechanism to reward Idaho schools, students and the state for helping students to graduate early. The Mastery Advancement Pilot Program (MAPP) allows students to progress quicker through high school. As a pilot school for MAPP, Blackfoot High School must adhere to the eligibility and guideline requirements set by the State of Idaho. Through MAPP, students will have the opportunity to complete high school graduation requirements at a faster pace. If requirements are met, students can be eligible for high school graduation at the end of their 9th, 10th, or 11th grade year. The following information explains the MAPP program guidelines at Blackfoot High School. Step 1: Student and parent(s) must meet with the high school counselor to begin the application process. Step 2: The application must be approved/signed by the Blackfoot High School Principal. Step 3: The high school counselor will communicate with the student, parent(s), and administration as needed to evaluate progress. *See your counselor for more information. Back to TABLE OF CONTENTS MEDIA CENTER GUIDELINES 1. Students are welcome to use the library and its other facilities. They will be issued a library number with which their books and other materials may be checked out. Reference books and magazines may be checked out for overnight usage - due the next school morning before school begins. All other materials are checked out for a two week period. Any material being returned late is subject to a late fine. Students are responsible to take care of their fines as quickly as possible. 2. While in the library students are expected to conduct themselves in a quiet and orderly manner, showing respect for the staff, other patrons, 62 3. 4. 5. 6. 7. 8. 9. themselves and the materials they are there to use: i.e., books, magazines, newspapers, computers, etc. No food or drinks are allowed in the library. No hats are to be worn in the library. Students will not be allowed in the library during class time for any reason without their signed agenda. Any student tampering with or destroying any library materials will be automatically turned over to an administrator. When students are in the library with a class they are expected to conduct themselves in a quiet and orderly fashion so as to maintain a learning environment for all students. Those not adhering to this policy will, after being referred to their teacher, be asked to improve their behavior, sit in an isolated part of the library, or report to the administration for proper disciplinary action. To use the Internet the student's name must appear on the master list. All copy work will cost the student $.05 per sheet. Back to TABLE OF CONTENTS PARKING POLICY Students may park only in student designated parking areas. Student designated parking areas will consist of: Bronco Parking, Green Parking, Softball/Soccer Complex Parking, and any designated street parking areas. Parking in Bronco Parking will require the purchase of a parking pass. The application to apply for Bronco Parking will be made available in the first week of school. Mr. Lish will collect applications and a random drawing for space selection will be made after one week during an open assembly process (TBA). Priority for Bronco Parking will be the senior class. If spaces remain, the junior class will draw next, and finally sophomores. Parking passes in Bronco Parking will be white and will cost $17.00, covering the entire year. The Green Parking Lots, Softball/Soccer Complex Parking, and designated street parking spaces will be free and will not require a parking pass. Students who park in Faculty Parking or in designated student parking areas without a parking pass will receive ISS or 4 hours community service on the first offense. On the second offense, student vehicles will be towed or booted with a minimum fine of $50.00. Vehicles must be in between lines and occupy only one parking space. 63 Bronco Parking – Parking lot extending from the science wing north to the vocational buildings. Green Parking – Parking lot extending from the Science Wing south to the Bronco Barn. Including pool parking. Reasons for Losing Parking Privileges: 1. Student parking illegally in the form of double parking or parking in fire lanes and other non-parking areas 2. Student disruption such as loud music, vulgar language, and any other actions that disrupt Blackfoot High School’s learning atmosphere 3. Students rushing back from lunch to find parking spaces, increasing risk of accidents 4. Sloppy appearance of parking lots Back to TABLE OF CONTENTS PROFANE LANGUAGE The use of profanity or obscene language in school, upon school grounds, on school buses, or during activities sponsored by the school shall not be tolerated. Such students will be warned first, and then referred to administration for disciplinary action. Back to TABLE OF CONTENTS PUBLIC DISPLAY OF AFFECTION It is expected that all students will observe acceptable moral standards of behavior in school. Students that are overly affectionate or familiar with each other create embarrassing incidents for other students or school officials. Such students will be warned first, and then referred to administration for disciplinary action which may include (ISS) in-school suspension and (OSS) out of school suspension. Parents will be notified. 64 Back to TABLE OF CONTENTS PURCHASES All high school classes, clubs, and organizations will obtain approved high school purchases orders with the appropriate advisor and administrator signature prior to making any purchase involving school funds. No high school credit will be given for these classes nor may Release Time credit be used for extracurricular eligibility. (Limited to two trimesters per year) Back to TABLE OF CONTENTS REPEATING COURSES Students may repeat a course to improve a grade in a class previously taken at B.H.S. If a student chooses to repeat a course, an “R” will be placed on the transcript and the initial grade will no longer be calculated in the student’s G.P.A. However, the first grade earned in all classes will be used to determine top scholar’s placement. Repeats (“R”) will only be issued upon request of the student. Qualified students may be eligible for free or reduced rates. Parents who wish to apply for either should contact the high school lunchroom for further information. Questions concerning the breakfast or lunch program will be answered by either the head cook at the high school or the food services coordinator at the district office. Breakfast is served each school day from 7:45 a.m. to the first bell. Cost for students is: Free, $.30 for reduced, or $1.35, and Adult Breakfast $1.95 Lunch cost for students is: Free, $ .40 for reduced, or $2.10, and Adult Lunch $3.20. Back to TABLE OF CONTENTS SEARCH AND SEIZURE Students shall be free from unreasonable search or seizure, and the administration shall provide due process protection in all cases. Desks and lockers are school property and school authorities may make reasonable regulations regarding their use. Lockers are subject to inspection and search by school 66 officials if it is determined there is probable cause. BHS has installed security cameras for the safety of our students and staff. These cameras will be used to investigate violations. Any abuse to the cameras will result in disciplinary action. Back to TABLE OF CONTENTS SEQUENCE OF CLASSES Students must take classes in sequence. Algebra I must be taken prior to Algebra II and English 9 prior to English 10. "A" classes must be taken before "B" classes. In addition, students will not be allowed to take two grade levels of a subject during a given trimester without administrator approval. (Exception: MAPP program) Back to TABLE OF CONTENTS SNOWBALLING/COIN FLIPPING Snowballing/Coin Flipping or any item thrown or kicked in the building or on school grounds usually winds up with someone angry or hurt. Because of these problems, snowballing/coin flipping is prohibited on school grounds. Violators will be dealt with by the building administrator. Back to TABLE OF CONTENTS SPORTSMANSHIP PHILOSOPHY The interscholastic athletic program is an integral part of the total education and growth experience at Blackfoot High School. It provides an environment where the student may develop and refine athletic skills, test those skills through suitable competition, and develop leadership and sportsmanship. Our athletic philosophy is designed to support and affirm the mission and belief statement of Blackfoot High School. Participation in athletics is a privilege; athletes are expected to exhibit the highest level of conduct on and off the field. Sportsmanship is a number one priority at Blackfoot High School. Students, parents, spectators, athletes, and coaches are expected to conduct themselves in a positive manner, display good 67 sportsmanship at all times at all athletic events. Students, parents, spectators, athletes, and coaches should treat opponents, game officials, and visiting spectators with respect. While winning and losing are components of interscholastic athletics, competition and participation are emphasized at Blackfoot High School and are means by which students are guided to integrate the valves of respect of one’s body, sportsmanship, loyalty, cooperation, respect for others, and fitness into their lives. Blackfoot High School adopts and follows all Sportsmanship Rules and Guidelines as outlined by the Idaho High School Activities Association (IHSAA). Back to TABLE OF CONTENTS STUDENT ACTIVITY CARDS All students who participate in extracurricular activities must purchase student body activity cards prior to participating in any school sponsored extracurricular activity. Lost cards may be replaced through the business office for a minimal fee. A teacher may have one aide per trimester. (Administrative exceptions with teacher request and approval) 2. Students not having a grade point of 2.5 are not eligible to apply. The teacher has the right to accept/reject the student aide application. 68 3. The teacher has responsibility for the student aide's behavior, and may forfeit the right to have an aide the following trimester if the aide causes problems. 4. Students should not be sent on errands without a hall pass. The teacher must be sure that the aide is not wandering the halls. 5. The teacher will make sure the aide has work to do. This is not a play time. Teacher will also instruct student aide on the proper way to enter another teacher’s room while instruction is in progress. 6. Teachers will not send students on errands of activities off campus without prior approval of the administration. (Some students may be sent to I.T. Stoddard for deliveries.) 7. Student aides may not record grades or attendance. 8. Only juniors and seniors may be aides. 9. A student may be an aide only one period per day, per trimester. 10. Student aides must set the example and be where they are supposed to be. Back to TABLE OF CONTENTS CREDIT FOR CLASSROOM AIDES/ASSISTANTS Students who are library assistants, office aides, and teacher aides will not receive a letter grade for the period they are in this service. Instead, the student will be given a pass/fail mark. These classes will not be figured into a student's grade point average. Students enrolled in these classes must be either a junior or senior, have a 2.5 GPA, and must be on line for graduation. Office aides must submit an application. The BHS Student Council helps promote student leadership, encourages and initiates students’ points of view, organizes elections, sponsors activities and dances, and acts as a liaison between the student 69 body, teachers, and administration. Back to TABLE OF CONTENTS STUDY HALL Juniors and seniors at Blackfoot High School may take a STUDY HALL class if they meet the following criteria: 1. On-line for graduation 2. Complete registration application form and contract 3. Parent approval Upon acceptance for a STUDY HALL, students are expected to maintain a C+ average in all academic courses during the trimester in which the student is assigned to a study hall. Reflection Papers will be assigned each week and are due to Mr. Johnson (assistant principal) each Tuesday to track progress and assess needs of a student in Study Hall. This is the primary source of the student’s grade for the class and should be turned in promptly each Tuesday. Students falling below the C+ grade in any course will be required to attend their Advisory teacher’s classroom during the regular time of the Study Hall course until the grade is brought to an acceptable (C+ or above) status. Mandatory attendance, if assigned, will be monitored closely with strict adherence to the truancy policy and grades will reflect lack of participation. During Study Hall, students are expected in to remain in the library, Career Center, or a teacher’s classroom. Students are not permitted in the hallways during class time. Loitering will result in progressive disciplinary action under the Out-of-Designated Area (ODA) discipline policy. Determination of top scholars will be calculated at the end of 2nd trimester of the senior year. In order to be considered for top scholar status, students must have a minimum 3.9 GPA, be online to graduate, pass all standardized assessments issued by the state of Idaho (or equivalent), and take a college placement test (ACT or SAT). All students who meet the criteria will be recognized as a Top Scholar of Blackfoot High School. The Valedictorian and Salutatorian will be ranked. The student receiving the number one ranking on the top scholar selection shall be Valedictorian. The student receiving the number two ranking on the top scholar selection shall be the Salutatorian. Any person who comes onto district property and who disrupts the educational processes, or whose presence is detrimental to the moral, health, safety, academic learning, or discipline of the students at any time, or who loiters, may be removed and charged with trespassing. Such persons will be prosecuted to the full extent of the law. Back to TABLE OF CONTENTS TRIMESTER FINALS (ECAs) All students will take trimester finals in all classes unless they have earned the attendance incentive. Trimester finals are worth 20% of the total class grade. All students will be given a posttest in all classes before the final testing days. This posttest may take the form of unit tests or a comprehensive posttest/assessment to show mastery of state standards. The machines will be kept filled and in good working order as long as students refrain from leaving cans and candy wrappers lying around the school. Back to TABLE OF CONTENTS VISITORS TO MAINTAIN A POSITIVE LEARNING ENVIRONMENT, STUDENTS WILL NOT BE ALLOWED TO BRING VISITORS TO SCHOOL. Back to TABLE OF CONTENTS WEAPONS OR DANGEROUS TOYS IN THE SCHOOLS Possession or use of any object that might be considered a weapon or dangerous toy is prohibited. Any object found in the possession of a student that could be classified as a weapon will be confiscated and will not be returned to the student. The school resource officer and the administration will be consulted. If a threat is made against any student or employee of the Blackfoot School District with a weapon or dangerous toy, the offender will be suspended from school until appropriate legal action can be taken. Back to TABLE OF CONTENTS WEAPONS IN THE SCHOOLS It shall be a violation of this policy for any person to have in his or her possession or concealing any of the following implements on school property, including buildings, parking lots, lockers, and vehicles. Board policy forbids pupils to bring weapons to school or to school-sponsored activities. Items in the following categories are defined as weapons: Any firearm of any description. Any knife of any description. Any metal knuckles, razors and/or laser pointers. Any ice pick of similar device having a sharp point, except that this shall not apply to any person delivering ice to a school district facility. 74 Any other object that is carried for the purpose of inflicting injury on another. Any pupil alleged to be in violation of this policy will be referred to the police authorities, and if allegedly a law has been violated, charges will be filed against the youth. The school shall suspend the pupil from school and refer him/her to the board of trustees for an expulsion hearing. An expulsion hearing shall be held within ten (10) school days following the incident. In the event the evidence substantiates the charge, the board of trustees will make its decision with respect to expulsion. A mandatory minimum one-year expulsion will be given to any student found guilty of bringing a firearm to school. The of Blackfoot School District No. 55 Board of Trustees will not admit a student who has been expelled from another school district for violating the federal law until the student has completed the expulsion period of not less than one year. Timing will be based upon written confirmation from the district that initially expelled the student. If a student challenges this decision of the board of trustees, that student is entitled to a due process hearing before the board according to the district's procedure for conducting an expulsion hearing. The persons affected by this policy are hereby notified that any violation of this policy is considered by the board of trustees as grounds for expulsion. In the enforcement of these regulations, principals may authorize: Unannounced inspections of pupils' desks and lockers. Inspections of pupils' automobiles driven to school. Inspection of the contents of pockets, backpacks and/or purses if suspected of being in possession of prohibited, stolen, or illegal items. Hopefully, all pupils will feel a school citizenship responsibility to report violations of weapons regulations. Schools are encouraged to use special student committees to help establish a climate of responsible behavior at school and at school activities. Back to TABLE OF CONTENTS WITHDRAWAL FROM SCHOOL In order to ensure proper handling of school records and to facilitate entrance into another school, a student wishing to withdraw from school will: 1. Obtain a withdrawal form from the counseling office. 75 2. Return all text books to the proper teacher. 3. Have the withdrawal form signed by the student's teachers, the book store, the librarian, the lunchroom and the main office. If a student owes a fine or has lost books, records will be held in the office until such charges have been cleared. 4. Parent signature is required to withdraw from school.
