Assignment Description SELECTION FOR CONSULTANTS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSIONS OF INTEREST Electronic Submissions through World Bank Group eConsultant2 https://wbgeconsult2.worldbank.org/wbgec/index.html ASSIGNMENT OVERVIEW Assignment Title: Transit Smartcard Integration Technical Assistance in South Asia Assignment Countries: - Afghanistan - Bangladesh - Bhutan - India - Maldives - Pakistan - Nepal - Sri Lanka ASSIGNMENT DESCRIPTION The objective of the assignment is to inform the client countries, cities, and public transport operators in the South Asia region of the benefits and implementation process of transit smartcard. Particular focus will be given to the early stage efforts for the integration of smartcard systems for different modes and cities, in order to prevent the future cost for integration when several different systems are already in use. The consultant will undertake the following tasks: Task 1: Conduct research on the status of urban public transport ticketing (smartcard and nonsmartcard) in the South Asian countries, namely, Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, Sri Lanka. Task 2: Prepare brief summary of transit smartcard system technology and collect international examples of integration initiatives. Technology summary will cover communication system, mode of authentication, reader, and clearing house system, and it will be later provided to client as a readily available, up-to-date guide to be used when considering smartcard. International examples of integration initiatives will be collected and lessons from summarized. Task 3: Select pilot cases and develop TA program for each case. Pilot case can be a state/national level initiative or a city level initiative. Examples of the TA can be as in the following: - Promote integration through developing a standard and/or guidelines - Assist existing smartcard system operators in reaching mutual agreement for the integration - Prepare technical specifications and transaction framework of smartcard system - In case smartcard is not recommendable for some reason, recommend alternative ticketing system that can still improve the operation and passenger service Task 4: Provide technical assistance for pilot cases. According to the needs identified and assistance program developed in the previous Task, it can involve following activities: - Hold workshop to bring stakeholders together - Preparing a presentation or note on international examples to sensitize stakeholders - Organize a study trip for stakeholders to learn from international examples - Developing a concept of new business model that an integrated system can work on - Develop technical documents on smartcard specification or transaction framework ELIGIBILITY INDIVIDUAL / FIRM PROFILE The consultant will be a firm. Experience in similar assignments. This should include experience in 1) designing, implementing or operating smart transaction for urban public transit, 2) developing technical documents on standards, specifications, and/or framework for smartcard transaction, 3) supporting or facilitating the integration of different smartcard systems. * 3. Qualifications of key staff. The consultant team should have a combination of expertise in a) smartcard transaction technology (NFC, etc) architecture (cardbased/account-based, open-loop/close-loop, etc), b) financial access/inclusion, and c) urban public transport planning and management. * 4. Provide information on their core business and years in business.
